The December 2025 goods transport strike report said loading and unloading had stopped at Karachi Port and Port Qasim. That is not a current-status report: a separate nationwide strike in August 2026 ended after negotiations, and news reports said cargo movement at both ports was restored. Those reports do not establish each terminal’s operating status on October 8, 2026.
What the December 2025 report said
TechJuice reported on December 17, 2025, that goods transporters had suspended port loading and unloading during a nationwide strike. The report named Karachi Port and Port Qasim and described the action as part of a dispute involving transporters and the government. TechJuice’s report attributed its account to Malik Shehzad Awan, then identified as president of the Pakistan Goods Transport Alliance.
Reported port capacity was an attributed estimate
TechJuice said container terminals were operating at nearly 80 percent capacity, attributing that estimate to Awan. The report did not cite port authority data or explain how capacity was measured, so the figure should not be treated as an independently verified statistic. Awan warned that continued disruption could leave terminals without room for additional containers.
What transporters were reported to be seeking
The December 2025 account linked the strike to objections concerning amendments to the Motor Vehicle Ordinance, 1965, stricter heavy-vehicle rules, and driver detentions in Punjab. It also reported requests for heavy transport vehicle licenses and mobile licensing units on national highways. TechJuice said talks with a government committee were scheduled and that federal and Punjab negotiating teams had shown willingness to accept demands. Awan was reported as saying the strike would continue until an official notification was issued.

The official Pakistan Code listing for the Provincial Motor Vehicles Ordinance, 1965 provides statutory context, but the available reporting does not identify the specific provision or amendment at issue or establish the ordinance’s amendment status as of October 2026. The reported objections should not be read as a legal determination about the rules.
A separate strike in August 2026 ended after talks
The August 2026 stoppage was a later episode, not a continuation that can be assumed from the December 2025 report. Geo News reported that a nationwide strike began on August 8, 2026. Coverage of this later action emphasized fuel-price revisions, tolls, taxes, and regulatory measures; those grievances should not be retroactively assigned to the earlier strike. The Associated Press of Pakistan reported on August 14 that the Pakistan Transport Council called off its nationwide strike after talks with the federal government, and that cargo movement from Karachi Port and Port Qasim had been restored. APP’s report on the strike’s end documents that restoration claim.
In a government statement dated August 17, the Press Information Department said negotiations between the government and transporters had concluded successfully and that the government had accepted demands. The statement identified Federal Minister for Communications Abdul Aleem Khan and Alliance President Malik Shehzad Awan. Its headline said “NO UNDUE CHALLANS BY MOTORWAY POLICE”; that is the government’s headline, not independent verification that improper tickets did not occur. The Press Information Department statement records the government’s account of the negotiations.

What is—and is not—known about port operations now
The August reporting supports saying that the strike had ended and cargo movement at the two named ports was restored after negotiations. It does not establish the precise operating condition of each terminal on October 8, 2026, or whether any later disruption occurred. A September 24 government statement records a meeting between the communications minister and an All Pakistan Goods Transporters Alliance delegation to discuss operational challenges and transport policy; it is evidence of follow-up engagement, not proof that every demand was resolved or that port operations were unaffected by later events. The September 24 statement describes that meeting.
Port terminals depend on inland goods transport to move cargo into and out of port facilities. A stoppage can interrupt those movements even when port infrastructure itself remains intact. For the incidents described here, the available reports establish a suspension in December 2025 and restoration following the August 2026 negotiations; they do not establish ongoing congestion, shortages, price effects, or financial losses.
