Pakistan’s Federal Board of Revenue (FBR) set a phased electronic-invoicing rollout for specified sales-tax-registered persons, with issuance deadlines from September 1 to December 1, 2025. Those dates have passed; the notice establishes the original schedule, not whether a taxpayer later received an extension or a new direction. The official documents cited here do not verify the headline’s claim that “hundreds” of businesses were newly covered. Businesses should check the current FBR notices for their own status.
Who is required to integrate?
FBR’s August 1, 2025 notification, S.R.O. 1413(I)/2025, applies to the sales-tax-registered persons specified in its table. It superseded the earlier S.R.O. 709(I)/2025, dated April 22, 2025. The table phases businesses by category, including public companies, companies grouped by turnover, importers, certain individuals and associations of persons (AOPs) grouped by turnover, and other registered persons. It does not establish a verified total of newly affected businesses matching the word “hundreds.”
The notice required the persons in each category to complete registration and integration testing, and to issue electronic invoices by the applicable date:

These are the notification’s historical milestones, not confirmation that no later extension or instruction changed an individual taxpayer’s deadline. The notification’s category table governs who it names; a business should not infer its status from the headline or from another business’s phase. The current FBR Digital Invoicing Legal Provisions index links to the Digital Invoicing Rules, the registered-persons integration list, and extension documents. Check those materials for any later direction affecting the business.

What counts as an electronic invoice?
FBR defines a structured electronic invoice as a tax invoice created digitally with electronic tools in a specified format. A scan, photocopy, or other digital image of a paper invoice does not qualify. The distinction matters: the requirement concerns structured invoice data transmitted through an integrated system, not merely keeping a digital copy.
FBR says a notified person must integrate its existing point-of-sale (POS), enterprise resource planning (ERP), or other invoicing system with FBR through an integrator holding a valid FBR license. FBR does not provide a downloadable e-invoicing program; its technical documentation is online, and a taxpayer may use electronic-invoicing software configured for integration by a licensed integrator.

When must an invoice be issued?
FBR’s FAQ says the electronic invoice should be issued at the time of supply, which it describes as the earlier of receipt of payment or delivery of goods. It also says digital invoices are required for sales reported in Annexure-C, including local and export sales within that reporting scope. The FAQ cautions that the Sales Tax Act, 1990 and Sales Tax Rules, 2006 prevail if there is a contradiction or error in the FAQ.
How should a business choose an integrator?
FBR defines a licensed integrator as a person licensed by the Board to provide integration services. Its current public list names Haball, WEBDNAWORKS, EY Ford Rhodes, PRAL, Openport Pakistan, TMR Consulting, Naturetech, and Dynamic Resources. The roster can change, so confirm the provider’s current license on FBR’s List of License Integrators. Inclusion in the list is not a comparison of provider quality or an endorsement.

FBR says PRAL is to provide integration free of cost on demand for the rules it specifies. FBR itself charges neither the registered person nor the integrator a fee; another integrator may charge the taxpayer for configuration or integration within the limit set by the Board. Do not assume all providers or services are free.
Sales Tax General Order 01 of 2026, dated March 30, 2026, allows a registered person to engage one or more approved or notified licensed integrators where required. FBR said this addressed reported hardship from needing more than one integrator. The order does not rank providers or establish that one is suitable for every business.

When assessing providers, compare practical fit rather than assuming a particular product is required:
- Confirm the provider’s current FBR license status.
- Ask whether it can integrate the business’s existing POS, ERP, or invoicing system.
- Clarify what configuration, testing, support, and correction assistance are included.
- Get the fees and service scope in writing, including any applicable Board-set limit.
What if an invoice contains a bona fide mistake?
Under the March 30, 2026 order, an integrated person may correct, delete, or cancel a valid electronic sales-tax invoice generated because of a bona fide mistake through FBR’s computerized system within 72 hours of its generation. After that period, prior approval from the concerned Commissioner Inland Revenue is required, under the manner and conditions specified by the Board.

Can a business seek an extension, and what happens if it misses a deadline?
FBR’s FAQ says a registered person notified to implement e-invoicing may seek an extension under the relevant rules. It also warns that failure to integrate by an extended deadline, or another contravention, may attract penalties under section 33 of the Sales Tax Act. The FAQ does not state one universal fine for every taxpayer and circumstance, so a business should check the applicable law and its own notice rather than rely on a single generalized figure.
What should a covered business do now?
Because the original 2025 dates have elapsed, use current FBR documents—not the old schedule alone—to establish the business’s present obligations. A practical sequence is:
- Confirm the business is sales-tax registered and determine whether it appears in the applicable FBR registered-persons notice.
- Check the current legal-provisions index and any extension or later direction that applies to the business.
- Identify the POS, ERP, or other invoicing system currently used and its integration requirements.
- Verify a prospective provider against FBR’s current licensed-integrator list and agree on service scope, fees, support, and testing.
- Keep records of invoice issuance and any corrections or cancellations, including the timing and applicable approval.
FBR’s published FAQ and notices describe general requirements; they do not determine a particular taxpayer’s status or resolve every case. For an individual deadline or penalty question, consult the applicable notice and rules or a qualified tax adviser.
