Pakistan’s Special Investment Facilitation Council (SIFC) says it has cleared regulatory and procedural hurdles for seven proposed cement plants linked to an estimated investment of around US$700 million. The announcement names the companies, but does not establish that the money has been spent, construction has begun, or new cement is being produced.
What Pakistan announced
In an announcement dated April 21, 2026, SIFC said it and the Punjab government, working with relevant stakeholders, fast-tracked approvals after resolving regulatory and procedural bottlenecks. SIFC described the projects as seven cement plants with estimated investment of around US$700 million. SIFC’s announcement frames the investment as an estimate associated with establishing the plants—not as confirmed spending.
The council said the projects are expected to strengthen domestic production, reduce import dependence, increase export capacity, support construction and industry, create jobs, and stimulate related sectors including logistics and energy. These are expected benefits stated by SIFC, not measured outcomes.

Has the $700 million been invested, and are the plants being built?
The announcement and contemporaneous reporting describe fast-tracked approvals and cleared hurdles; they do not confirm that the full estimated amount has been committed, disbursed, or spent. Nor do they establish that construction has started or that the plants are operating. Dawn’s April 21, 2026 report covers the announcement, but does not provide evidence of project execution beyond the approvals described.

Where will the plants be, and how much capacity will they add?
The cited SIFC announcement and Dawn report do not give plant-by-plant locations, planned capacity, investment allocation, construction start dates, or commissioning dates. They also do not connect those details to individual companies. Until a company or regulator publishes project-specific information, readers should treat those details as unreported rather than infer them from the list of names.
How does the announcement compare with Pakistan’s cement sector?
VIS Credit Rating Company’s September 18, 2025 sector study reported 84.58 million tonnes per annum of installed capacity and average utilization of 50–55% in 2025. The study also noted financing challenges and high equipment import costs affecting previously announced expansion projects. These are sector-level indicators from 2025, not measurements of the seven proposed plants or a current 2026 utilization figure. VIS Credit Rating Company’s sector study
