Pakistan’s government and state media say a Pakistan-China agriculture conference produced 79 memoranda of understanding (MoUs) valued at about $4.5 billion. Dawn reported 78 MoUs. The agreements were announced as commitments, not as money already disbursed or projects already operating.
What was announced—and when
The Pakistan-China Agri Investment Conference took place in Islamabad on January 19, 2026. Pakistan’s Ministry of National Food Security and Research announced the results the next day: 79 MoUs with an approximate value of $4.5 billion. Radio Pakistan and the Associated Press of Pakistan also reported 79; Dawn reported 78.
The count is unresolved in the available accounts. Dawn listed 37 business-to-business investment agreements, 24 joint ventures and 14 partnership agreements—a total of 75, which does not reconcile with its reported 78 MoUs. The reports do not explain whether the difference reflects an error or different ways of classifying agreements.
The Associated Press of Pakistan said 116 Chinese and 165 Pakistani companies were invited. Those figures describe invitations, not confirmed attendance or the number of companies that signed MoUs.

What the proposed cooperation covers
The reported portfolio spans production, processing and the infrastructure needed to move agricultural goods. Radio Pakistan listed these broad areas:
- Food processing and value addition
- Agricultural technology, inputs, seeds and plant protection
- Livestock, dairy, meat and poultry
- Fruits and vegetables
- Fisheries and aquaculture
- Animal feed
- Post-harvest infrastructure
Dawn described examples including seed-production technology; grain storage and warehouses; chemicals and biopesticides; renewable irrigation technology; and equipment for poultry and feed mills. Food and animal-product examples included heat-treated beef and offal exports, cheese, milk-processing machinery, buffalo UHT milk, camel-milk powder, fish and shrimp feed, fruit processing, mango pulp, rice value addition and soya-milk packaging. Dawn also reported proposed Chinese citrus orchards in Pakistan.
These are reported examples of cooperation, not confirmation that the facilities have been built, exports have begun or the technologies are in use. The reports do not provide a project-by-project budget or timeline.
Why $4.5 billion does not mean $4.5 billion has been spent
The figure is the approximate value attributed to MoUs or investment commitments. An MoU announcement is not, by itself, evidence that financing has been transferred, construction has started or a project is operational. Pakistan’s ministry described the aim as translating signed MoUs into operational projects, making clear that implementation is a separate step.

Officials outlined follow-up arrangements, including a special ministry wing and a proposed agriculture wing at Pakistan’s embassy in China. These are intended implementation mechanisms; their announcement does not establish that the proposed investments have been funded or completed.
The Ministry of National Food Security and Research release quoted Federal Minister Rana Tanveer Hussain saying, “The scale and depth of investment commitments reflect a decisive shift from dialogue to on-ground, investment-led collaboration.” That is the minister’s characterization of the commitments, not independent confirmation of project delivery.

What has been reported since the conference
On March 18, 2026, Radio Pakistan reported that Pakistan and China were working toward a joint AI laboratory for smart and digital agriculture, intended to support production, supply chains and food security. The report also referred to about 80 MoUs and $4.5 billion finalized at the conference. It does not identify the proposed laboratory as a specific January MoU or show that the wider investment portfolio has been implemented.

The available reports do not provide a complete list of the companies and signed MoUs, project-level investment values and schedules, or a verified accounting of disbursements and operational status. Until those details are reported, the $4.5 billion should be understood as an announced aggregate value of commitments—not as investment already received or spent.

Pakistan’s government goal, reported by Dawn, was to double agricultural exports from a stated $8 billion over three years. That is an announced target, not an achieved result or an independent forecast.
