However, OpenAI did not publish a standard $10 million price list or confirm that every project carries that minimum. The broader strategy is now official: on May 11, 2026, OpenAI launched the majority-owned OpenAI Deployment Company to help organizations take AI systems from diagnosis to production.
That distinction matters for anyone evaluating the economics. The reported figure appears to describe intensive implementation and transformation work—not ordinary access to ChatGPT or usage of the OpenAI API.

The reported approach used Forward Deployed Engineers, or FDEs, who work directly with a client to adapt OpenAI technology to its internal systems and business processes. Reported early customers included the U.S. Department of Defense and Southeast Asian ride-hailing company Grab. Those customer details should be treated as attributed reporting rather than as a public OpenAI case-study list.

OpenAI has not publicly posted a universal $10 million minimum, a fixed package, or a detailed rate card. The accurate description is therefore “reported to start at $10 million,” not “OpenAI officially sells a $10 million consulting package.”
Three separate developments are easy to confuse
- 2025 media report: Customized OpenAI services were reported to start at $10 million or more.
- OpenAI for Government: On June 16, 2025, OpenAI announced a government initiative that included secure model access, hands-on support, and limited custom models for national-security customers.
- Deployment Company: On May 11, 2026, OpenAI formally launched a standalone deployment business focused on implementing AI inside organizations.
Together, these developments show a clear move beyond selling model access. They do not prove that every commercial or government project uses the same price.
OpenAI’s official deployment push
OpenAI says the OpenAI Deployment Company is majority-owned and controlled by OpenAI. It launched with more than $4 billion in initial investment and was structured to place Forward Deployed Engineers and other deployment specialists inside customer organizations.
OpenAI also announced a transaction involving Tomoro, an applied-AI consulting and engineering firm. The company said the deal would bring approximately 150 deployment specialists and engineers into the new business, subject to customary closing conditions and regulatory approvals. Investment and consulting partners named in the announcement included TPG, Advent, Bain Capital, Brookfield, Bain & Company, Capgemini, and McKinsey & Company.
The company described a process that begins with a focused diagnostic, identifies a small number of high-priority workflows, and then works with executives, operators, and frontline employees. The team connects models to the customer’s data, tools, controls, and business processes before designing, testing, and deploying systems intended for reliable production use.
What an engagement could include
OpenAI has not published the precise staffing, duration, deliverables, model access, infrastructure, or support terms behind the reported $10 million figure. The following is a practical framework for understanding the likely work—not a confirmed OpenAI package specification.

There are three different purchases that are often lumped together as “AI.”
| Purchase | What it provides | Typical buyer |
|---|---|---|
| Model access | ChatGPT access or API usage for building and running applications | Businesses and internal engineering teams |
| Implementation | Integration with company data, software, workflows, security, and identity systems | Organizations running serious pilots or deployments |
| Transformation | Redesigning major operations and deploying AI across complex business processes | Large enterprises and government organizations |
The reported $10 million figure appears to relate primarily to implementation and transformation. It should not be interpreted as the cost of ordinary API calls or a ChatGPT Enterprise subscription.
Why could the price reach $10 million?
A large engagement would pay for much more than access to a powerful model. Costs can accumulate through:
- Specialized engineers and technical leaders working for an extended period.
- Integration with legacy systems, proprietary data, private networks, and real-time operations.
- Security, compliance, privacy, and access-control requirements.
- Custom software, workflow redesign, testing, deployment, and reliability engineering.
- Program management, executive coordination, employee training, and change management.
- Ongoing monitoring, maintenance, model evaluation, and operational support.
The economic case depends on the customer’s expected value. A $10 million project may be rational if it produces tens of millions of dollars in recurring cost savings, additional revenue, faster product development, better service delivery, or lower operational risk. A high price alone is not evidence of a high return on investment, and OpenAI has not guaranteed a particular ROI.

A business seeking a basic customer-service chatbot, document summarization tool, or small automation pilot is unlikely to need this type of engagement. It may be better served by the OpenAI API, a managed ChatGPT product, an internal team, or a specialist implementation partner.
The Defense Department example
OpenAI’s OpenAI for Government announcement disclosed a pilot with the Defense Department’s Chief Digital and Artificial Intelligence Office. The contract had a ceiling of $200 million and covered exploration of administrative and security applications, including healthcare access for service members and families, program and acquisition data, and proactive cyber defense.
The Defense Department later said that OpenAI, Anthropic, Google, and xAI each received contracts with a $200 million ceiling to support agentic AI workflows across national-security mission areas. Its announcement does not mean $200 million was already spent or recognized as revenue. A contract ceiling is the maximum potential value under the arrangement, not necessarily the amount ultimately paid.

Nor does the Pentagon figure validate a universal $10 million commercial consulting minimum. It is evidence of a substantial government AI program, not proof that every project follows the same pricing model.

Traditional systems integrators
Companies such as Accenture, Capgemini, IBM Consulting, Deloitte, and similar firms can provide industry expertise, systems integration, procurement support, compliance work, workforce transformation, and large delivery teams. Their potential disadvantage is less direct access to OpenAI’s product and research organizations.
Cloud-provider services
Microsoft Azure, Google Cloud, and AWS combine AI services with infrastructure, identity, networking, security, data platforms, and managed operations. This can be attractive to organizations already standardized on one cloud, although it may deepen dependence on that ecosystem.

Internal teams
An internal product, engineering, data, security, and operations team offers maximum organizational knowledge and control. Recruiting and coordinating those skills can take substantial time, however.
OpenAI’s advantage is direct proximity to its models and product roadmap. Its potential disadvantage is reduced vendor neutrality: OpenAI can be both the model supplier and the architect implementing the system around those models.
What a buyer should check before signing
Enterprise buyers should evaluate the business case and contract separately from the technology demonstration.
Business and operational questions
- Does the workflow have enough annual value to justify a multimillion-dollar program?
- Who owns the process and has authority to change it?
- Are benefits measurable through revenue, cost, speed, quality, or risk?
- Can the customer operate and maintain the system after the deployment team leaves?
Technical and governance questions
- Can required data be accessed, secured, retained, and audited?
- How will outputs, tool use, failures, and security events be evaluated?
- Where is human review mandatory?
- What happens if model behavior, pricing, latency, or availability changes?
- Can the application switch models, and who owns its logic and data?
Commercial questions
- Is the fee fixed-price or time-and-materials?
- What staffing, milestones, and deliverables are guaranteed?
- Are API usage, cloud infrastructure, data labeling, hardware, software licenses, accreditation, and third-party integration extra?
- Who owns customer data, custom software, evaluations, and intellectual property?
- What are the liability, service-level, change-order, exit, and post-engagement support terms?
The reported $10 million should be treated as a possible starting engagement value, not automatically as the total cost of ownership.
OpenAI’s enterprise scale
In its State of Enterprise AI 2025 report, OpenAI reported more than one million business customers. It also said more than 9,000 organizations had processed over 10 billion tokens. These are OpenAI-reported figures and were not independently audited in the cited source, but they help explain why the company is building a larger deployment operation alongside its software and API businesses.
That scale does not mean every business customer needs an expensive consulting program. It means OpenAI is pursuing multiple layers of enterprise adoption, from managed access and API development to deeply embedded production deployments.
