OpenAI announced Stargate UAE on May 22, 2025: a planned 1-gigawatt AI-computing cluster in Abu Dhabi involving G42, OpenAI, Oracle, NVIDIA, Cisco and SoftBank Group. The initial 200 megawatts were expected to go live in 2026. That is a target for the first phase—not confirmation that the full cluster, or even that initial capacity, is operating. What Stargate UAE is—and what it is not
OpenAI described the project as the first international deployment of its Stargate AI-infrastructure platform and part of its “OpenAI for Countries” initiative. The initiative is intended to help governments develop sovereign AI capacity in coordination with the U.S. government. The UAE arrangement also includes investment in Stargate infrastructure in the United States; OpenAI’s announcement did not give a detailed allocation.
It is a multi-party infrastructure and strategic-technology plan, not simply a sale of servers. It links AI workloads, computing equipment, networking, government coordination and national access. The announcement establishes a plan and targets; it does not establish that the facility is complete, fully powered or available to customers.
The announced Stargate UAE cluster is 1GW. Broader descriptions of a UAE–U.S. AI campus may cite 5GW, but that figure should not be mistaken for the capacity of the specifically announced Stargate UAE cluster. The $500 billion long-term target belongs to the original U.S. Stargate initiative announced in January 2025, not to the UAE project. What the capacity figures mean
A gigawatt measures power, not the number of GPUs, model quality, user accounts or project value. The announcement does not clarify how its stated capacity maps to facility power, data-center IT load or usable computing capacity. Those measures are related, but they are not interchangeable.
The 200MW figure is the initial deployment OpenAI and Cisco said was expected to go live in 2026. It does not mean that 1GW of usable AI compute would be available at once. The public announcements do not specify an installed GPU count, final hardware configuration, power source or complete build-out schedule.

Participation does not, by itself, reveal how much revenue any company will earn. The public announcement does not disclose project cost, ownership percentages, financing structure or expected margins.
Why the UAE is investing in AI capacity
For the UAE, the project fits a broader effort to build sovereign AI capacity and strengthen Abu Dhabi’s position as a regional technology hub. Compute located in the country could reduce latency for nearby users and support applications where local infrastructure matters. OpenAI identified government, energy, healthcare, education and transportation as potential sectors.
“Sovereign” does not mean technologically independent. The plan depends on foreign companies and imported technology, including U.S.-origin chips, software and networking systems, as well as ongoing vendor support and export approvals. It also remains to be seen how power supply, cooling, permitting, construction and utilization will affect delivery and economics.

Why chip controls and security matter
Advanced AI chips are subject to U.S. export controls. Coordinating the project with the U.S. government reflects a central policy tension: U.S. companies seek to expand international AI infrastructure, while U.S. authorities seek to prevent sensitive technology from reaching prohibited users or being transferred without authorization.
That makes practical safeguards important: who owns and operates the facilities, who can administer systems remotely, where sensitive data and model weights are stored, what audits and access controls apply, and what restrictions govern third-party use or onward transfer. The public announcements do not answer all of these questions.
In November 2025, Cisco welcomed U.S. government approval of chip exports to G42 and referred to a “Regulated Technology Environment.” That statement concerns G42’s broader UAE infrastructure; it is not proof that every Stargate UAE component received or used the same authorization. Regional infrastructure could give OpenAI another base for serving workloads outside the United States and could support country-level partnerships in other markets. OpenAI said the facility could serve users within a 2,000-mile radius and potentially reach up to half the world’s population. Those are estimates of geographic reach, not guarantees of service availability or equal access throughout that area.
OpenAI also said the UAE would become the first country to enable ChatGPT nationwide. That is OpenAI’s stated policy and availability commitment, not proof that every resident receives free, unrestricted access or identical service terms. Practical access remains subject to the services offered, applicable rules and other conditions.

Potential benefits sit alongside questions about privacy, data sovereignty, local regulation and content restrictions. Execution also depends on construction, power, cooling, chip delivery and operations; a headline capacity figure alone does not demonstrate that the project will be fully utilized or economically sustainable.
What is known about progress—and what remains open
OpenAI announced Stargate UAE in May 2025 and set 2026 as the expected go-live year for the initial 200MW. Cisco later said the regional partnerships, including Stargate UAE, were “progressing as planned.” That is a company status statement, not an independent construction or operations audit. Why the project matters beyond Abu Dhabi
Stargate UAE brings together demand for frontier AI, U.S. technology suppliers, Gulf investment and a government’s ambition to host computing capacity locally. Its significance will depend on whether the planned capacity is delivered and becomes secure, usable and economically viable—not just on the size announced.
For the participating companies, the plan also illustrates distinct layers of AI infrastructure: compute, cloud and platform services, networking and security, and local partnership. The public information supports those broad distinctions, but not claims about individual companies’ project revenues or the final technical design.
