OpenAI announced on May 7, 2025, that Fidji Simo, then CEO and chair of Instacart, would join as its first CEO of Applications. She reported directly to Sam Altman, who remained OpenAI’s overall CEO. The newly created role was intended to scale the products, commercial operations and other functions that turned OpenAI’s research into services used by consumers and businesses. Simo later left the full-time operating role in July 2026 and remained with OpenAI as a part-time adviser.
What OpenAI announced in May 2025
OpenAI’s May 7, 2025 announcement named Simo CEO of Applications and said she would report directly to Altman. It was a new position, not a replacement for the company’s top job.

Simo was expected to transition out of Instacart over the following months. Bloomberg later reported, citing an OpenAI spokesperson, that her expected start date was August 18, 2025. The appointment announcement continued to identify Altman as CEO of OpenAI.

What “CEO of Applications” meant
OpenAI did not publish a complete organization chart or a definitive list of every team in Applications. Its description referred to the business and operational groups responsible for how research reached users and benefited society.

That makes the remit broader than managing the ChatGPT app alone. It appears to have covered the work required to commercialize and scale consumer and enterprise applications, including product operations, business execution and the connection between model research and user-facing services. Individual product reporting lines were not enumerated publicly.
What the title did not mean
- Simo did not become OpenAI’s overall CEO.
- The announcement did not establish that she personally ran every OpenAI product.
- It did not announce a specific advertising, hardware, healthcare or “super app” launch.
Why OpenAI chose Simo
The company highlighted Simo’s leadership, product and operating experience, her commitment to broad public benefit and her familiarity with OpenAI from roughly a year of board service. At the time, she was running Instacart as CEO and chair.
Before Instacart, Simo held senior product leadership responsibilities at Facebook (now Meta), where she worked on large-scale consumer technology. That background was relevant to operating and distributing products used by millions of people, even though grocery technology and social products are not the same as developing frontier AI models.
In an employee letter published by Instacart, Simo described AI’s potential in areas including health and the possibility of helping cure diseases. Her public comments framed the move as a responsibility to shape useful applications for broad public benefit, not as a promise of a particular product.
How the appointment changed Sam Altman’s remit
Altman said he would stay involved in all major areas while placing greater emphasis on Research, Compute and Safety Systems. Simo was to support Applications and help scale the company’s more traditional business functions.
The organizational logic was a division among three growing challenges:
- Developing increasingly capable models through frontier research.
- Building and operating the computing infrastructure needed to train and serve them.
- Turning those systems into reliable, scalable products and businesses.
This was an interpretation of the structure rather than a formal three-part organization chart. OpenAI was simultaneously describing itself as a research lab, infrastructure company, global product business and organization with a major nonprofit component.
What the move meant for Instacart
Instacart’s May 8, 2025 statement said Simo would leave over the coming months, work with management on a smooth transition and initially remain chair of the board while a successor was selected from senior leadership.

Instacart said the decision did not reflect deterioration in its business or operations. Its statement gave second-quarter 2025 guidance of $8.85 billion to $9.0 billion in gross transaction value and $240 million to $250 million in adjusted EBITDA. Those were forward-looking forecasts at the time, not reported results.
What Simo said she wanted to build
In reporting ahead of her start, Bloomberg described six broad themes Simo discussed for expanding access to AI:
- Knowledge
- Health
- Creative expression
- Economic freedom
- Time
- Support
The emphasis was on making useful AI available beyond wealthy or highly connected users. Bloomberg also reported that Simo had not supplied a detailed product roadmap. The themes therefore described strategic ambitions, not confirmed launches or business units.
What happened after the appointment
Expected start in August 2025
Bloomberg reported an expected August 18, 2025 start date, attributed to an OpenAI spokesperson. The appointment was therefore a transition rather than an immediate change of control on May 7.

According to Axios reporting in July 2026, Simo took medical leave in April 2026. Greg Brockman assumed product responsibility during her absence.
July 2026 operating-role departure
In July 2026, Simo stepped down from her product-and-business leadership role at OpenAI and remained as a part-time adviser. As of August 18, 2026, describing her as the active CEO of Applications would therefore be out of date.

Why the appointment mattered strategically
OpenAI was becoming more than a research lab
The appointment signaled that OpenAI needed dedicated leadership for the difficult work between a model breakthrough and a dependable product: distribution, customer operations, commercialization, support and organizational execution.
Breadth brings coordination—and accountability challenges
A broad applications chief could coordinate consumer products, enterprise offerings and company operations. The trade-off is that an intentionally wide remit makes it harder for outsiders to determine which executive owns a particular product decision when no full reporting chart is published.
Growth increases safety and governance stakes
Putting more capable systems into wider use can increase reach and revenue potential while multiplying concerns about reliability, privacy, misuse, high-impact decisions and public trust. OpenAI’s announcement kept safety-related systems in Altman’s stated area of emphasis; Simo’s appointment did not, by itself, solve those risks.
Operating expertise is not the same as model-development expertise
Simo’s case for the job was experience running and scaling technology products and organizations. The appointment was not evidence that she would personally develop foundation models or replace the specialists responsible for them.
How to read the headline today
The accurate framing is: OpenAI’s 2025 appointment of former Instacart CEO Fidji Simo created a senior applications and business-operations role as the company scaled. It is not accurate, in August 2026, to present her as OpenAI’s overall CEO or as the current full-time head of Applications.
Nor does the appointment prove that OpenAI had committed to a particular commercial product. It showed an organizational effort to connect research, infrastructure and user-facing businesses, while leaving the detailed product roadmap unspecified.
