OpenAI and PayPal announced a partnership on October 28, 2025, to connect PayPal payments and merchant product catalogs with shopping in ChatGPT. The announcement described a planned catalog rollout during 2026, not immediate access to every PayPal merchant. By March 2026, OpenAI was emphasizing product discovery and merchant-controlled checkout, while PayPal said its ChatGPT checkout integration was beginning to roll out with possible limits by user, region, or merchant.
What OpenAI and PayPal announced
On October 28, 2025, PayPal said it would adopt OpenAI’s Agentic Commerce Protocol (ACP), support payments for merchants using ChatGPT Instant Checkout, and connect its merchant network and catalogs to ChatGPT commerce. The company described catalog integration during 2026, with apparel, fashion, beauty, home improvement, and electronics among the example categories. Those were plans in a dated announcement, not confirmation that every merchant or category is now available. PayPal’s announcement
PayPal said shoppers would be able to use funding options including bank accounts, PayPal balances, and cards, with buyer and seller protections and post-purchase services such as tracking and dispute resolution. It also said it would support card payments through a delegated payments API.
PayPal President and CEO Alex Chriss described the aim as helping people “go from chat to checkout in just a few taps for our joint customer bases.” The announcement also quoted company-reported figures of “hundreds of millions” of people using ChatGPT weekly for everyday tasks, including finding products, and “over 400 million” people using PayPal to shop. How the later ChatGPT shopping experience is described
OpenAI’s later product-discovery update shifts emphasis toward helping people find products and choose merchants. OpenAI says it is expanding ACP to improve product feeds and discovery, and that merchants can use their own checkout experiences. The company says its initial Instant Checkout version did not provide the flexibility it wanted, so it is focusing on discovery while retaining deeper app integrations for merchants who want them. OpenAI names Target, Sephora, Nordstrom, Lowe’s, Best Buy, The Home Depot, and Wayfair as retailers integrated for discovery. It also says Shopify product data is integrated through Shopify Catalog. A retailer’s presence in discovery does not, by itself, mean that checkout in ChatGPT is available for every product or customer.

OpenAI’s shopping explainer describes relevant product results in response to a user’s request, such as “best running shoes under $100.” Its Help Center gives “Help me find costumes for my dog” as another example. Is PayPal checkout in ChatGPT available to everyone?
No universal availability is established. PayPal’s March 13, 2026 guide says its ChatGPT checkout integration is beginning to roll out and may initially be limited by users, regions, or merchant partners. The accurate description is a staged rollout alongside a broader partnership, not a checkout option guaranteed for every ChatGPT user or PayPal merchant. PayPal’s AI shopping guide

OpenAI’s developer documentation says Instant Checkout is currently available to approved partners. A merchant must implement the relevant product and order flows; ACP is not a switch that automatically makes every merchant eligible. OpenAI’s ACP developer guide

ChatGPT can surface products and, for eligible items, provide an in-chat route to confirm order, shipping, and payment details. But the merchant remains responsible for accepting the order, processing payment, fulfillment, customer support, and returns. OpenAI’s description of Instant Checkout says product results are organic and unsponsored; ranking can consider availability, price, quality, whether the merchant is the primary seller, and whether Instant Checkout is enabled. The ACP implementation guide makes the merchant’s operational role more specific. Merchants provide refreshed product feeds, implement checkout-session and order flows, set fulfillment options and sales tax, assess risk, and process payment through their own provider or a designated payment service provider. What this partnership means for shoppers
