EE Times reported on February 4, 2000, that Austin-based OnQ Technology Inc. had opened its first overseas facility in the Philippines. The 15,000-square-foot site combined manufacturing with customer support. Its equipment included 10 new high-speed tape-and-reel machines.

The location complemented OnQ operations in Austin, Dallas, San Jose, Greensboro, North Carolina, and Canon City, Colorado. OnQ had been formed the year before through the merger of Surface Mount Taping Corp. of Austin and Cofer Corp. of San Jose, after the two companies were acquired by HIG Capital Management Corp.

OnQ also described full three-dimensional vision inspection and processing for small-outline packages, including TSSOP, MSOP, and SSOP, as well as plastic leaded chip carriers and quad flat packs. These details show that the facility was presented as more than a taping line: its stated offering included inspection and component finishing alongside packaging.
Why a test operator might outsource the work
OnQ’s stated business case was that some final-test operations might need packaging and back-end finishing but prefer not to maintain the necessary equipment or hire and train the people to run it. Outsourcing can therefore shift some equipment and staffing responsibilities to a specialist rather than requiring a test operator to build every finishing capability in-house.

That is the rationale OnQ offered, not evidence of a particular customer’s savings or of the facility’s prices, capacity, or financial performance. The announcement gives no cost comparison, contract terms, or customer list, so it does not support a quantified return-on-investment claim.

The 2000 opening sits within a longer-running Philippine strength in assembly, testing, and packaging (ATP). In its 2024 assessment, the OECD identifies ATP as the country’s core semiconductor capability and describes an ecosystem that includes international and domestic ATP firms as well as equipment manufacturers.

The OECD reported that electronics made up 58.4% of Philippine merchandise exports in December 2023. It also reported that semiconductors accounted for approximately USD 31 billion of more than USD 42 billion in Philippine electronic-product exports in 2021. These are figures for different measures and periods: the first is a share of merchandise exports for December 2023, while the second is the semiconductor portion of electronic-product exports in 2021.
Onsemi’s current Philippines information illustrates the continued presence of back-end manufacturing in the country. It lists a 490,000-square-foot clean-room assembly and test operation in Carmona, large-scale integrated circuit and wafer-level chip-scale package production in Tarlac, and assembly and test in Cebu for PQFN, WLCSP, SOT, TO2xx, and SOIC packages. Those examples show current activity by another company; they do not establish the present ownership or operating status of OnQ’s 2000 facility.

What is—and is not—known about the facility today
The documented event is a historical expansion announced in 2000. The available information does not establish whether the specific site is still operating, what happened to it afterward, or who owns it now. It should not be described as a current OnQ operation without evidence confirming that status.
