Are online casinos legal in Singapore? Singapore’s Gambling Regulatory Authority (GRA) says participating in unlicensed remote gambling from Singapore is an offence. GRA identifies Singapore Pools (Private) Limited as the only operator it licenses to provide remote gambling services—but that does not make it a licensed online casino.
Are online casinos legal in Singapore?
GRA says it is unlawful to provide unlicensed remote gambling services in or from Singapore, including services provided from overseas to people situated in Singapore. It also says a person in Singapore who participates in unlicensed remote gambling commits an offence. An overseas operator’s location or licence does not, by itself, establish that its service is lawful for someone in Singapore.
The broader framework is set out in Singapore’s Gambling Control Act 2022. The Ministry of Home Affairs (MHA) says gambling activities are prohibited unless exempted or licensed, and identifies GRA as the regulator. The Act consolidates rules on unlawful gambling and the regulation of authorized gambling services outside casinos; its Parts 1–12 and related provisions commenced on 1 August 2022.
What does “online casino” mean under Singapore’s rules?
“Online casino” is a common consumer label, but the legal framework distinguishes remote gambling services from physical casinos. The Gambling Control Act defines remote gambling by reference to gambling conducted using remote communication, even if it is only partly conducted that way. A remote gambling service involves a business making facilities available for others to engage in remote gambling.

Casinos are separately regulated under the Casino Control Act 2006, while the Gambling Control Act covers broader gambling regulation outside casinos. That distinction matters: a licence to operate a physical casino is not the same thing as a licence to provide a remote gambling service, and GRA’s stated remote-service licensee should not be described as a licensed online casino.
Which online gambling sites are licensed in Singapore?
GRA states: “Singapore Pools (Private) Limited is the only operator licensed by GRA to provide remote gambling services.” This is a statement about remote gambling services, not a claim that Singapore has a licensed online casino. The official sources do not identify competing licensed online casino options.

GRA says some lower-risk activities, such as lucky draws, may operate under class licences without an individual application if they meet all conditions in the applicable order. That category-specific arrangement does not establish that an online casino qualifies. Whether a particular game, promotion or service falls within an exception or class-licence condition depends on its details and the applicable rules.
What are the penalties for unlicensed remote gambling?
GRA’s guidance states that a person in Singapore who participates in unlicensed remote gambling may, on conviction, face a fine of up to S$10,000, imprisonment for up to six months, or both. These are the stated maximum penalties for participants.
