One Year After Chapter 11, INAP CEO Said the Company Was Stable and Focused on Growth

In 2021, INAP CEO Mike Sicoli said the company had restored stability after Chapter 11 and was pursuing growth through a combined colocation, cloud, and network offer.

In an April 26, 2021 interview, INAP CEO Mike Sicoli described the company as having restored stability after its 2020 Chapter 11 restructuring and said it was focused on growth. His account centered on combining colocation, cloud, and networking services for enterprise customers—not on returning to expansion at any cost. Those statements describe INAP at that time, not its current condition.

What changed at INAP after bankruptcy?

INAP’s Chapter 11 restructuring began in March 2020, and the company emerged in May as a private company, according to the 2021 Data Center Knowledge interview. Sicoli said the company spent 2020 trying to restore stability while dealing with the bankruptcy process, the pandemic, and the departure of several large customers.

The interview reported that one lost customer represented more than a third of the revenue from that account. Sicoli characterized the departures as an early churn problem the company was still working to address. These are interview-era claims, not audited measures of INAP’s present performance.

How did INAP plan to pursue growth?

Sicoli described INAP’s strategy as presenting its services as one hybrid-cloud solution rather than as separate colocation, cloud, and network businesses. The intended customer was an enterprise with mixed infrastructure needs that might combine colocation, public cloud, and bare-metal services.

Its reported service mix

In the interview, Sicoli said revenue at the time was approximately 40% colocation, 40% cloud, and 20% network. This is a 2021 interview figure attributed to the CEO, not a current revenue breakdown.

Competition and customer relationships

Sicoli argued that close customer relationships and the ability to shift spending across services could help INAP stand out against larger providers. He described the competitive environment as “street warfare, every day.” These were the CEO’s strategic claims, not independent comparisons of providers or verified forecasts of market growth.

What were INAP’s technology and operating priorities?

Performance IP and routing

Sicoli described Performance IP as software that evaluates internet routing information and selects paths for customer traffic, calling it “Waze for the internet.” The interview said INAP had discussed selling it as standalone software, but doing so was not then a priority.

Customer tools, automation, and capacity

The company’s stated priorities were customer experience, employee experience, and automation. The interview described work toward a single portal where customers could gain visibility and control and provision services such as storage, backup, and cloud resources.

Sicoli also said INAP had unused network, server, space, and power capacity, so it was not investing heavily in data-center expansion at the time. The interview did report an expansion at the Redondo Beach site. These details explain the operating posture he described in 2021; they do not establish the company’s current capacity or investment plans.

What does later financial activity say about the 2021 outlook?

In April 2023, INAP announced a lender-supported recapitalization of its stand-alone cloud business. That later transaction is relevant context: the 2021 description of restored stability did not mark the end of financial restructuring activity.

The SEC’s 2019 annual report records the company’s Chapter 11 cases and financial distress during the filing period. It is background on the circumstances preceding the interview, not evidence of later operating results. The sources cited here do not establish INAP’s ownership, operations, or financial position as of October 8, 2026, so the CEO’s 2021 characterization should not be treated as a current status update.
