Ohio Mutual Insurance Group completed its merger with Idaho-based Gem State Insurance effective October 1, 2026. Gem State has been redomesticated to Ohio and is now part of Ohio Mutual’s mutual holding company structure. The Gem State name will remain in use, while Ohio Mutual says it plans to add products and member benefits for Idaho policyholders.
What the merger changes—and what it does not confirm
Ohio Mutual’s completion announcement says Gem State joined its family of companies alongside Ohio Mutual Insurance Company, United Ohio Insurance Company, Casco Indemnity Company, and United Mutual Insurance Company. The company says Gem State products will continue to be marketed under the Gem State Insurance name, with updated visual branding expected.
The announcement does not describe changes to individual policy contracts, coverage, premiums, billing, claims handling, or service contacts. Policyholders should not assume those terms changed—or stayed the same—based only on the merger announcement. For account-specific questions, check the current policy documents or contact the insurer or agent listed on them.
How the transaction unfolded
- April 2026: Ohio Mutual announced unanimous board approval of the proposed merger. At that stage, the deal remained subject to Gem State policyholder approval and regulatory approval in Idaho and Ohio. Ohio Mutual’s April 16 proposal announcement.
- July 1, 2026: Gem State says its members approved the merger at a special meeting. Gem State’s merger information page.

What Ohio Mutual says it plans for Idaho
Ohio Mutual says it intends to add products and member benefits in Idaho to round out Gem State’s prior product lines. The company has not named the planned products or benefits or provided a rollout schedule in its completion announcement. It says products will continue under the Gem State Insurance name and that visual branding updates are expected.

- Any written notice from the insurer or agent about changes to your account.
The Idaho Department of Insurance published a public-hearing notice concerning the proposed redomestication and identified policyholder benefit and company plans as matters for consideration. Ohio Mutual President and CEO Mark C. Russell said the company was “pleased to officially welcome the agents, members, and associates of Gem State.” In its April proposal announcement, Gem State President and Board Chair Gene Guilfoy said the partnership would allow Gem State to build on its foundation, offer additional products, and expand in Idaho while continuing to serve policyholders and agent partners.
