The right comparison is campaign by campaign: weigh total costs against target-audience reach, account for overlap between channels, and measure success against the campaign’s objective. Offline commonly includes TV, radio, print, and out-of-home; digital commonly includes search, social, display, online video, and connected TV (CTV). Because TV ads also run online and digital video appears on TV screens, the boundary is not always clean.
Which is cheaper: offline or digital marketing?
There is no reliable universal price comparison. Media costs vary by market, audience, inventory, timing, and how advertising is bought. A channel’s quoted price alone also omits costs such as creative production, agency services, and measurement.

Compare campaigns on a common basis: total spend and a relevant unit such as cost per person reached in the target audience. Google defines cost per on-target reach as spend divided by the number of people reached in the selected demographic. Its Cross-Media Reach documentation cautions that TV spend inputs can be estimates rather than actual media spend, so they should not be treated as definitive cost records. Nielsen reported that marketers planned to allocate more than 63% of media spend to digital channels on average in its 2024 report. That describes surveyed marketers’ plans; it does not establish that digital is cheaper or that every company spends that way. Nielsen’s 2024 Annual Marketing Report.

Which reaches more people?
Neither channel category guarantees broader reach. The useful question is how many distinct people in the intended audience a campaign reaches, and how many of them are reached by each channel for the first time. Impressions count ad deliveries; reach estimates unique people; frequency describes how often reached people were exposed. A large impression total can reflect repeated delivery to the same people rather than broad audience coverage.
Cross-channel overlap matters. Someone may see the same campaign on television, a phone, and a computer. Adding each platform’s reported reach without deduplication can therefore overstate the number of people reached. Compare on-target reach and frequency, then look at incremental reach—the additional unique people a channel contributes after overlap is accounted for.

- Marketing 14th edition By Roger Kerin and Steven Hartley
Nielsen’s 2024 cross-media explainer reports that, in its analysis, campaigns allocating more than 85% of budget to one media bucket reached at most 17% of the target audience. The same analysis reported 90% target-audience reach for well-diversified campaigns across CTV, desktop, and mobile. These figures describe the campaigns and platforms Nielsen analyzed, not a guaranteed result for a particular advertiser. Nielsen also found that 36% of media channels globally, and 20% in the U.S., performed above average on both sales and awareness success. Neither statistic means every channel performs equally in every campaign. Nielsen’s September 2024 cross-media explainer.

Start with the objective, then choose metrics that answer whether the campaign met it. For a reach objective, evaluate unique target-audience reach and frequency. For a response objective such as sales, leads, or traffic, evaluate those outcomes. Nielsen cautions that channels and metrics differ, and recommends connecting consistent cross-media measures to outcomes. A platform’s clicks, impressions, or attributed conversions can help manage activity, but they do not by themselves prove incremental sales or a lasting brand effect.

- Reach and awareness: use deduplicated reach and frequency, with the target audience and measurement period stated.
- Response: measure the specified business outcome—such as sales, leads, or traffic—rather than treating impressions or clicks as the final result.
- Incrementality: where practical, use a suitable lift or causal-measurement approach to estimate what happened because of the campaign, rather than what happened alongside it.
Google recommends assessing video reach campaigns primarily on reach and frequency, while campaigns intended to drive sales, leads, or traffic should be evaluated against those goals; conversion-lift approaches may be suitable in some cases. Google Ads’ Cross-Media Reach reports can deduplicate unique reach and frequency across eligible Google Ads video campaigns. Reports combining digital video with traditional TV use licensed third-party TV metrics and are available only in selected countries; access limits may also apply. Google says its modeled estimates use aggregated behavior and other signals, including local inputs, to estimate unique people rather than simply count cookies. These reports are not a universal cross-publisher measurement solution. Google’s documentation notes that, from October 2025, digital and YouTube video reports move from the Cross-Media Reach page to Brand Report. Google Ads Cross-Media Reach documentation.
Why cross-media comparisons are difficult
Channel reports may use different definitions, audience data, attribution windows, and methods. That makes it hard to compare numbers directly or combine them into a single account of reach and business impact. Deduplication depends on available data and modeling, and a tool’s coverage may be limited by geography, platform eligibility, or licensed measurement sources.

In Nielsen’s 2025 Annual Marketing Report, only 32% of global marketers said they measured media spending holistically across digital and traditional channels. Respondents identified data issues, weak tools, multiple vendors, and limited transparency in newer channels as challenges. This describes reported practice and perceived obstacles; it does not mean every advertiser needs a paid cross-media platform. Nielsen’s 2025 Annual Marketing Report.

How to choose a mix for your campaign
- Set the objective. Decide whether the priority is reach, awareness, sales, leads, traffic, or another outcome.
- Define the audience and geography. Specify whom you need to reach and where. A channel’s apparent scale matters less if it misses the intended audience.
- Match the creative and channel to audience habits. Consider where the audience spends attention and which formats fit the message. Do not assume traditional media is only for awareness or digital only for performance.
- Build a comparable cost view. Estimate total campaign spend, including production and measurement where possible, and choose a consistent unit such as cost per on-target reach.
- Plan for overlap. Ask how reach will be deduplicated across channels and devices, and how incremental reach will be identified.
- Agree on outcome measures before launch. Set the target audience, time window, and objective-specific metrics in advance. Use reach and frequency for reach goals; use outcomes for response goals.
Nielsen’s September 2024 explainer sums up its position with the phrase “There’s no media superchannel”: no single channel dominates across the full funnel. Its findings support considering a diversified mix, but they do not prescribe one budget split for every advertiser. The decision should follow the campaign’s audience, geography, objective, costs, and ability to measure results.
