Notion’s Russia restriction is no longer an upcoming event. Beginning September 9, 2024, Notion blocked access for users located in Russia, terminated workspaces with current or historical Russian billing information, and stopped related subscriptions. The policy did not mean that every Russian user’s personal account or every workspace containing a Russian member was automatically erased.
Notion attributed the restrictions to U.S. government rules on providing certain software products and services to people in Russia. Its official notice is available at Notion’s Russia restrictions page.
What Notion actually did
Three separate measures took effect on September 9, 2024:
- Geographic access block: users located in Russia could no longer use Notion’s services.
- Workspace termination: workspaces with current or historical Russian billing information were scheduled for termination.
- Subscription termination: subscription payments associated with Russian billing information were stopped.
Changing a card, country, or billing address later did not reverse a restriction tied to historical Russian billing information. Notion’s policy concerned location and billing history, not citizenship.

Timeline
- August 26, 2024: Russian media reported the planned withdrawal.
- September 8, 2024: last stated day of access for impacted users.
- September 9, 2024: the restriction took effect; affected workspaces became inaccessible and users located in Russia were blocked.
Contemporary coverage appeared in Recorded Future News, RBC, and RIA Novosti. As of 2026, September 9, 2024 is a past deadline.
Who lost access?

What users should have done before the cutoff
1. Determine exposure
- Check Notion email and in-product warnings.
- Review current and historical billing information.
- Identify the workspace owner and payment administrator.
- Record whether the workspace was created for a Russian entity or team.
- Separate physical location from citizenship when assessing user access.
2. Export the workspace
On Notion desktop or web, open Settings in the sidebar, choose General under Workspace, then select Export all workspace content. Choose a format and wait for Notion’s email or in-app download link. The export instructions are documented at Notion’s export guide.

Notion says export processing can take up to 30 hours and download links expire after seven days. Create both an HTML export for browsing and a Markdown & CSV export for structured migration. Download especially important files and databases separately, and keep a second copy outside the account.
3. Validate the archive
- Open the ZIP file and confirm that it extracts successfully.
- Count top-level pages and inspect important nested pages.
- Check database rows, properties, attachments, images, and PDFs.
- Test internal links and review comments where they matter.
- Confirm that shared pages and pages owned by departing team members are present.
HTML exports can include comments. Markdown exports represent ordinary pages as Markdown and databases as CSV; callouts may be exported as HTML because Markdown has no equivalent.

Export limitations and recovery problems
- Not a clone: exports do not recreate live database views, automations, integrations, permissions, teamspace settings, API connections, public-site URLs, or all ownership relationships. A database export may represent only its current or default view.
- Missing content: pages the exporter cannot access, including other users’ private pages, may be excluded. Teamspace restrictions can also limit the result.
- Export disabled: enterprise owners can disable exporting; guests may need full access to a page or database.
- Windows extraction errors: deeply nested page folders can exceed Windows path limits. Notion suggests disabling folder creation for subpages during export or using an extractor such as 7-Zip.
- Expired link: request or generate a fresh export if the seven-day link has expired, provided the workspace is still accessible.
How to migrate safely
- Create a destination workspace only when the user is authorized to do so and the service is legally available in the relevant jurisdiction.
- Assign a new owner or administrator and document page ownership.
- Import or rebuild critical Markdown, CSV, files, permissions, database views, formulas, automations, and integrations.
- Test links, permissions, and database behavior with representative users.
- Keep the original exports untouched as an archive and maintain an offline copy.
Users who left Russia should not treat account creation as a guaranteed restoration method or as a way to circumvent geographic or sanctions restrictions.
Alternatives to evaluate
No replacement should be described as permanently available, sanctions-safe, or guaranteed to accept Russian payments without current verification. Compare import capability, database and relation support, offline access, ownership controls, export quality, hosting location, payment countries, API access, and the vendor’s future geographic-policy risk.

The practical lesson for teams
A cloud workspace can hold institutional memory, customer records, student work, and operational procedures while remaining dependent on one vendor’s location and sanctions policy. Exportability, independent backups, clear ownership, and a tested secondary destination should therefore be treated as operating requirements—not emergency extras.

- Export HTML and Markdown & CSV.
- Download critical attachments separately.
- Verify the archive and inspect missing permissions.
- Reassign ownership and document access.
- Rebuild and test the replacement workspace.
- Store a second offline copy.
