The original law was signed on December 19, 2025, but a later chapter amendment revised its framework. The amended provisions take effect January 1, 2027.
What the RAISE Act is
RAISE stands for the Responsible AI Safety and Education Act. New York enacted it as a framework for oversight of developers of frontier AI models, with provisions addressing transparency, safety-related reporting, developer disclosures, duties and obligations, and state rulemaking.
For most consumers, the Act is not a new personal filing requirement or a rule governing ordinary use of an AI tool. Its central focus is the developers covered by the law. Whether a particular company or model falls within that scope depends on the statutory definitions and thresholds; the high-level summaries do not establish which specific entities qualify.

What the law covers at a high level
Transparency and disclosures
The statutory framework includes transparency requirements and disclosures by large frontier-model developers. New York Governor Kathy Hochul’s December 19, 2025 signing announcement said developers would publish information about their safety protocols. The precise disclosure content and which developers must provide it should be checked against Chapter 96 and any implementing rules.
Incident reporting
The governor’s announcement described a requirement to report incidents to the state within 72 hours of determining that an incident occurred. That announcement is a high-level description of the original signing; it does not establish every element of the amended rule. For a specific reporting decision, consult the enacted Chapter 96 text for covered incidents, who must report, the trigger for the clock, and any applicable exceptions.

Duties, oversight and rulemaking
The amended framework includes developer duties and state rulemaking authority. The governor’s announcement also described an oversight office within the New York State Department of Financial Services (DFS). The statutory text and current agency rules are the sources to use for the office’s precise authority, implementation details, and any procedures that apply.

- Which transparency and developer-disclosure duties apply?
- What event qualifies as a reportable incident, who determines that it occurred, and when does the reporting period begin?
- Do the statute or rules provide exceptions, redactions, or other limits on disclosure?
- Which agency administers or implements the relevant requirement, and what rules or guidance are currently in force?
The available high-level descriptions do not establish model-capability or revenue thresholds, penalties, or exemption rules. Those details should not be inferred from the original signing announcement; confirm them in Chapter 96 and any current implementing rules. As of October 8, 2026, the stated effective date is still in the future, so implementation guidance or other developments may affect how covered organizations prepare.
