New York State Wants to Add 5 GW of Nuclear Power—Here’s What’s Planned

New York wants to develop 5 GW of new nuclear capacity, but no reactor technology, site, cost, financing plan, or construction schedule has been selected.

New York’s nuclear expansion goal is 5 gigawatts (GW) of new capacity: at least 1 GW through a New York Power Authority (NYPA) initiative and another 4 GW through the state’s Nuclear Reliability Backbone pathway. The state also counts 3.4 GW from its existing nuclear fleet, producing an 8.4 GW total-capacity framing—not a claim that new plants are approved, built, or scheduled.

How much nuclear power does New York want to add?

The headline figure is 5 GW of proposed new nuclear capacity. It combines two initiatives, rather than describing one single project:

  • At least 1 GW: NYPA was directed in June 2025 to develop at least one new nuclear facility in Upstate New York, either on its own or with private partners. NYPA’s June 2025 announcement.
  • 4 GW: The 2026 State of the State announced a Nuclear Reliability Backbone pathway, with the Department of Public Service (DPS) directed to consider and facilitate this additional advanced nuclear capacity. The 2026 State of the State book.

New York describes the 5 GW of proposed additions alongside 3.4 GW of existing nuclear capacity as an 8.4 GW backbone. What nuclear plants does New York already have?

The state’s 2026 policy options paper lists four operating reactors in Upstate New York: R.E. Ginna, Nine Mile Point Units 1 and 2, and James A. FitzPatrick. NYSERDA and DPS report that these plants together have 3.4 GW of capacity, generate approximately 27.5 terawatt-hours (TWh) a year, and provide more than 20% of New York State’s electricity generation. The same paper cites a 2025 Brattle Group analysis estimating that the operating fleet avoided 16.4 million tons of CO2 emissions in 2024. That estimate refers to 2024, not a recurring annual figure for other years.

Where would New York build new nuclear capacity?

No site has been selected in the cited state materials. NYPA says it will assess feasibility and engage stakeholders; its stated priorities include community support, compatibility with existing infrastructure, access to skilled labor and land, and meeting Nuclear Regulatory Commission safety and environmental-protection criteria. NYPA’s early outreach does not identify a host community. The authority says responses to its 2025 requests for information came from more than 30 entities: 23 potential developers or partners and eight Upstate communities. Which reactor technology might the state choose?

NYPA has not selected a technology. It lists three possible approaches for its initiative, which should be understood as options under consideration—not finalists:

  • A large reactor: A single large-scale facility is one possible pathway. NYPA says it will evaluate options for maturity, cost, timing, safety features, and economic impact.
  • Multiple small modular reactors (SMRs): NYPA also identifies a group of SMRs as a possible way to reach the initiative’s capacity goal. The sources do not establish a chosen design or number of units.
  • Micro modular reactors: These are another possible pathway mentioned by NYPA. No specific technology or deployment plan has been selected.

Whether any approach is suitable will depend on project-specific choices, including siting and infrastructure compatibility. The state’s materials do not establish that one option is more advanced, cheaper, safer, or faster for a New York project.

What would determine cost, financing, and timing?

There is no settled project price, financing plan, ownership structure, or construction date in the cited state sources. NYPA says cost and schedule will depend on the selected technology and site, licensing strategy, delivery and partnership models, funding profile, and financial structure. On June 1, 2026, NYPA issued a request for qualifications (RFQ) seeking experienced nuclear developers and delivery partners. It asked respondents to describe technology readiness, siting and permitting strategies, cost and schedule assumptions, ownership, and potential partnership models. Why is New York considering more nuclear power?

The state’s planning case centers on reliable electricity as demand grows while New York continues pursuing clean-energy goals. NYPA President and CEO Justin E. Driscoll said the state needs “reliable, around-the-clock clean power to meet growing energy demand, sustain economic momentum, and achieve a clean energy economy.” That is NYPA’s stated policy rationale, not an independent finding. The 2025 State Energy Plan, approved in December 2025, maintains New York’s commitment to renewables while saying a mix of resources—including advanced nuclear and natural gas—may be needed to meet overall energy needs over the next 15 years. What is the Advanced Nuclear Master Plan?

NYSERDA and DPS are preparing an Advanced Nuclear Master Plan to analyze policy and implementation issues and recommend a state policy framework. Its scope includes regulation and safety, siting, radioactive waste, environmental justice, supply chains and workforce, research and development, and fusion. It is a planning and recommendation process—not a final site choice or construction authorization. The agencies expect to publish the plan by the end of 2026. What happens next?

  1. Qualify potential partners: NYPA’s June 2026 RFQ seeks experienced developers and delivery partners for its at-least-1-GW initiative.
  2. Study policy and implementation: NYSERDA and DPS are developing the Master Plan, expected by the end of 2026, to inform recommendations on a state policy framework.
  3. Resolve project choices: Technology, location, licensing, ownership, financing, cost, and schedule remain to be determined through development and public processes.

For now, the clear distinction is between New York’s stated capacity ambition and a permitted, financed project: the state has announced goals and planning steps, but the cited materials do not name a selected reactor, site, or construction timetable.
