Why are power-on, first flight and delivery different?
Power-on is an important integration milestone, but it is not a flight. It involves energizing the aircraft’s electrical systems as work moves toward testing. First flight comes later, once the aircraft is ready to fly. Delivery is a subsequent milestone and does not, by itself, establish when the aircraft will begin carrying the president.

The Air Force’s 2026 budget lists planned modifications to the 747-8 that include upgraded electrical power, mission communications, an executive interior, military avionics, self-defense systems, and autonomous passenger and baggage handling. These are planned modification categories, not a statement that every system is complete. White described the program’s work as involving design closure and catching up after a long delay. That context indicates a demanding schedule, but the available report does not provide enough evidence to assign the overall delay to one specific technical problem.
Which aircraft is the new Air Force One?
The VC-25B is the long-term replacement for the existing VC-25A fleet and is based on Boeing’s 747-8. The Air Force projected in 2023 that the first aircraft would be delivered in 2027 and the second in 2028; the September 2026 report gives a later expectation for the first delivery, in 2028. The current presidential aircraft are two specially configured Boeing 747-200B jets. “Air Force One” is the call sign used when the president is aboard an Air Force aircraft, rather than the formal model name of a particular aircraft. The White House’s Air Force One overview.
