Large-scale projects are hard to deliver because their risks are connected: unclear authority, ambitious estimates, changing conditions, competing stakeholder priorities and complex dependencies can reinforce one another. Teams can reduce those risks by testing the case before committing, making decision rights explicit, planning for uncertainty and tracking intended benefits—not just cost, schedule and scope. No single management method guarantees success.
What are the challenges of managing large-scale projects?
Scale brings more than a bigger budget or a longer schedule. A project may span organizations, technologies, locations and stakeholder groups, making coordination and decisions harder as work progresses. In its 2026 Pulse of the Profession research, the Project Management Institute (PMI) reports that 81% of project professionals said projects had become more complex in recent years; 37% described the increase as significant. PMI also reports that 97% had managed at least one complex project in the preceding year.
Organizational complexity
Unclear governance, siloed teams and objectives that do not line up can leave people unsure who owns a decision or which priority takes precedence. As transformation accelerates, the burden grows if decision rights, coordination and priorities fail to keep pace.
Environmental complexity
Technology changes, regulatory volatility and geopolitical instability can alter assumptions after a project is underway. These conditions are not always controllable, but teams can identify which assumptions are most exposed and plan how to respond if they change.

Human complexity
Different incentives, political dynamics and the challenge of leading diverse groups can complicate agreement. A plan that looks coherent on paper may still stall if sponsors, delivery teams and affected stakeholders do not share a view of what success means.
Why do large projects go over budget and run late?
Cost and schedule problems often begin before construction or implementation. An early estimate based on incomplete design or optimistic assumptions can become a firm commitment before the team understands the work. Once that commitment is public or embedded in budgets, it may be difficult to challenge—even when new information points to a different cost, duration or delivery plan.
The UK Office for Value for Money’s findings on government megaprojects describe several ways this can happen: projects can enter construction before designs and delivery plans are mature; annual budgets can contribute to stop-start delivery; contingency for risk may be underfunded or lack a clear owner; and decision structures can blur accountability or fail to evolve as the project changes. These are findings about UK government megaprojects, not a universal description of every large project.

How risks compound
- Uncertainty is hidden. A single early estimate can imply more confidence than the available information supports.
- Risks are not funded or owned. Identifying a risk does little if no one is responsible for managing it and no suitable contingency is available.
- Scope changes without a visible trade-off. New requirements can add work, cost or time while the original commitment remains unchanged.
- Authority is unclear. Teams lose time when approvals are slow, responsibilities overlap or no one can decide among competing priorities.
These mechanisms can reinforce each other: a late change may expose a design assumption, force new approvals and disrupt dependent work. Treat schedule and budget forecasts as estimates with uncertainty, not promises that become more reliable simply because they have been announced.
What makes megaprojects especially difficult?
Megaprojects are a narrower category than large-scale projects generally, and findings about them should not be applied automatically to every major undertaking. PMI’s 2023 summary of Bent Flyvbjerg’s work says between six and nine trillion dollars is spent on megaprojects globally each year. The summary describes Flyvbjerg’s “Iron Law” as projects being “over budget and over time, over and over again.” That phrase describes a recurring pattern, not an inevitable outcome for each project.

- Optimism bias, including underestimating risks or overstating benefits. Political, technological, economic and aesthetic appeal can make a proposal attractive while distracting from delivery uncertainty.
- Limited project-specific or domain experience among managers, and uniqueness bias—the assumption that a project is too unusual to learn from relevant precedents.
- Conflicting stakeholder interests, inflexible arrangements and principal-agent problems, in which the incentives of those making decisions may not match the interests of those funding or relying on the project.
- Weak risk prediction or contingency, alongside misinformation about costs, schedules or expected benefits.
PMI’s summary recommends drawing on relevant experience and giving project leaders appropriate domain knowledge and training. For further reading on Flyvbjerg’s megaproject research, the summary points to his later book with Dan Gardner, How Big Things Get Done.
How do you manage project complexity?
Use a management approach that makes uncertainty, authority and trade-offs visible. The following sequence is a practical way to apply that principle; it is not a guarantee of delivery.

- Test viability before commitment. Do feasibility work and due diligence before implementation. Examine realistic costs, benefits, scope and alternatives, and be prepared to stop a project that is not viable.
- Make estimates reflect what is known. Use cost and schedule ranges while uncertainty is high, then refine them as design, evidence and risk understanding improve. Record the assumptions behind the estimates rather than presenting a point estimate as certainty.
- Connect contingency to risks. Identify the risks contingency is meant to cover, who owns each risk and where the contingency sits. A reserve without clear ownership or a link to assessed exposure can be difficult to use when needed.
- Set decision rights and accountability. Define who is accountable, who can approve changes or trade-offs, and how the sponsor oversees delivery. Keep assurance useful: approval layers should add scrutiny rather than delay decisions without a clear benefit.
- Align sponsors and stakeholders at initiation. Agree on the intended outcomes and how success will be judged, then maintain engagement as the project evolves. PMI reports that sponsor alignment at initiation is more common among high-performing teams in its complex-project research.
- Map dependencies and plan for disruption. Identify which activities, decisions and external conditions depend on one another. Use scenario planning to consider plausible disruptions and responses; PMI reports that only one in five practitioners in its findings used scenario planning.
- Learn from comparable work. Look for relevant experience, evidence and lessons even when the project has distinctive features. Give leaders the project-specific knowledge and training their responsibilities require.
How can teams handle scope changes and stakeholder conflict?
Scope changes are not automatically bad: new information can make a change necessary. The risk is allowing work to expand without an explicit decision about what it means for outcomes, cost, time and other commitments.

Make every material change a decision
Route proposed changes to the person or group with authority to approve them. State the reason for the change, the affected requirements and dependencies, the expected impact on cost and schedule, and any risks of accepting or declining it. Record the decision and update the agreed baseline so delivery teams are not working to conflicting versions of scope.
Resolve stakeholder conflict around agreed outcomes
Different groups may value different benefits or bear different costs. Identify the affected stakeholders, clarify which outcomes are essential and surface disagreements early enough for the sponsor to decide. When a requested change conflicts with another commitment, make the trade-off explicit rather than implying that every priority can be met without consequence.
Keep governance responsive
As the project develops, assumptions, risks and decision needs change. Review whether governance still matches the work: who needs to be involved, which decisions require escalation and whether assurance is addressing the main exposures. UK National Audit Office reporting on the UK Government Major Projects Portfolio reinforces the scale of this oversight challenge: on 31 March 2024, the portfolio contained 227 projects with a combined whole-life cost of £834 billion. That figure applies to that UK government portfolio and date, not to large projects worldwide.

How should teams judge whether a large project is succeeding?
Track delivery performance—time, cost and scope—but do not treat it as the whole definition of success. A project can meet its delivery targets yet fail to produce the value or benefits that justified it. Define intended benefits early, assign responsibility for measuring them and check whether they are being achieved as the work progresses and after delivery.
PMI’s 2026 research reports that 31% of complex projects fail to achieve the full scope of their intended benefits. It also reports an association between effectiveness at managing complexity and project success: teams described as effective had an 88% success rate, compared with 14% for teams described as only slightly effective or ineffective. These are reported research findings, not evidence that a particular practice causes success or a forecast for any individual project.
A practical review before a major commitment

These review questions help teams expose weaknesses before they become delivery problems. The available evidence does not establish a controlled head-to-head ranking of commercial project-management methods, so the more useful choice is the approach that addresses the project’s actual risks, decision needs and dependencies.
