Check the Form 1099-C against your account records, ask the creditor whether it actually canceled the debt, and then apply the tax rules for the relevant year. A charge-off, an IRS information report, and a legal cancellation are related but distinct events.
What it means when a charge-off is reported to the IRS
A creditor or other applicable entity may file Form 1099-C when a reportable identifiable event occurs for a debt. The form tells the IRS that the event was reported; it does not determine your final tax liability. The IRS explains that canceled debt is generally taxable income unless an exception or exclusion applies: IRS Topic 431: Canceled debt – Is it taxable or not?
A charge-off is an accounting action by the creditor, not a reliable stand-in for proof that the creditor legally canceled the debt. Taxpayer Advocate Service notes that a person may receive a 1099-C while the creditor continues collection. Ask the creditor to confirm whether the debt was actually canceled and what event and date it reported: Taxpayer Advocate Service: I Have a Cancellation of Debt or Form 1099-C.
Check the form against your account records
Compare the creditor and account, tax year, reported amount, cancellation date, and event code on the form with your statements and other records. IRS Publication 4681 describes event codes for situations including bankruptcy, a court order, expiration of a limitations period, an agreement, discontinuation of collection, and other discharge events: IRS Publication 4681 (2025).

If collection is continuing, contact the creditor and ask directly whether the debt was canceled or whether the form reports an event without ending collection. Continued collection and a 1099-C can coexist in the guidance; the form alone does not settle the status of your particular account.
Does the reported amount count as taxable income?
Not necessarily. Canceled debt is generally treated as ordinary income, but the amount and tax treatment depend on the facts, including the debt type and whether an exception or exclusion applies. Bankruptcy and insolvency are among the exclusions described by the IRS. Use IRS Topic 431 and Publication 4681 to determine which rules fit your situation.

Insolvency is determined by comparing the fair market value of your assets with your liabilities immediately before the debt was canceled. The exclusion is generally limited to the amount by which liabilities exceeded assets at that time. Keep records supporting the calculation; the IRS publication explains the rules and worksheet.
The reporting threshold is a separate issue from taxability. Under the April 2025 IRS instructions, applicable entities generally file Form 1099-C for canceled debt of $600 or more when specified conditions are met. The instructions say to file regardless of whether the debtor must report the amount as income. That threshold does not mean the recipient necessarily owes tax: IRS Instructions for Forms 1099-A and 1099-C (April 2025).

What to do if the 1099-C is wrong
- Contact the creditor or other filer. Identify the incorrect field and ask for a corrected Form 1099-C. Include copies of relevant account records and keep your request and the response.
- Keep the supporting documents. Save the original form, creditor correspondence, statements, and any bankruptcy orders or records supporting insolvency or another exclusion.
- Do not simply ignore the IRS copy. If the payer will not correct inaccurate information, Taxpayer Advocate Service advises reporting the amount on your return and attaching an explanation of why the payer’s information is wrong. See its 1099-C guidance and IRS Topic 432.
Special cases: identity theft and secured debt
Debt caused by identity theft
The April 2025 IRS instructions tell filers: “Do not file Form 1099-C when fraudulent debt is canceled due to identity theft.” The instruction concerns the entity filing the form; it is not a complete taxpayer dispute procedure. If a 1099-C involves an account you did not incur, contact the filer to dispute the account and ask it to correct the reporting. Keep records of the dispute and any identity-theft documentation.
Debt tied to property
For debt secured by property, the tax treatment can depend on whether the debt is recourse or nonrecourse, what happened to the property, and whether a cancellation or disposition occurred. Do not assume that the amount on a 1099-C alone determines the taxable amount. Consult IRS Topic 432 and the relevant sections of Publication 4681.

The return location depends on the debt category and tax year. For tax year 2025, Publication 4681 identifies Schedule 1, line 8c, for nonbusiness canceled debt and directs taxpayers to other schedules for certain business, rental, and farm debts. Excluded debt may require Form 982 and can require reductions to tax attributes. Follow the instructions for the return year you are filing rather than carrying a line number forward from a prior year.
For cancellations during 2025, the IRS Publication 4681 states that the form should be sent to recipients by February 2, 2026. This is a deadline specific to 2025 cancellations, not a standing deadline for later years. Check the current year’s instructions before relying on it.
