Musk’s Verizon Safety Claim and Starlink’s FAA Tests: What Happened

Musk’s February 2025 accusation coincided with FAA Starlink tests, but the tests did not establish that Verizon’s FENS network was unsafe or that Starlink took over FAA communications.

Elon Musk accused Verizon of putting air travelers at risk on February 25, 2025, as the FAA tested Starlink terminals at selected facilities. But the public record does not show that Verizon’s new network had been found unsafe or that Starlink had taken over FAA communications. The dispute blurred three different things: the FAA’s aging telecommunications infrastructure, Verizon’s future modernization contract, and limited tests of satellite connectivity.

What did Musk say about Verizon?

On February 25, 2025, Musk posted that “the Verizon system is not working and so is putting air travelers at serious risk.” That was Musk’s allegation, not a safety finding announced by the FAA. Contemporaneous coverage reported the claim as the FAA was testing Starlink equipment, a coincidence that made it appear that Starlink might replace Verizon.

The wording matters: “U.S. airspace” can suggest aircraft control or flight separation. The controversy was instead about communications infrastructure supporting FAA operations. Starlink was not taking control of aircraft, radar, or the legal management of national airspace.

What was Verizon’s FAA contract?

In March 2023, Verizon announced that it had won the FAA Enterprise Network Services (FENS) contract. Verizon described the award as a 15-year agreement worth more than $2 billion to design, build, operate, secure, integrate, and maintain a modernized communications network supporting FAA mission-critical applications and air-traffic-management operations. FENS was a modernization program, not proof that Verizon already operated every communications system used by the FAA. Existing and legacy infrastructure remained part of the picture. What was the FAA testing with Starlink?

The FAA said Starlink testing was taking place through the existing FTI program, managed under a contract with L3Harris—not as evidence that Verizon’s future FENS network had failed. The agency said it was testing satellite, fiber, and wireless technologies. It described Starlink tests at non-safety-critical Alaska sites to improve stable access to weather information for pilots and FAA flight-service stations, as well as testing at facilities in Oklahoma City and Atlantic City. FAA networks support different functions, and not every connection has the same safety role. Weather access at a remote site, flight-plan processing, controller communications, surveillance, and aircraft-separation tools should not be treated as interchangeable. Was Verizon’s system proven unsafe?

No such conclusion is established by the public statements and reporting cited here. The FAA described technology testing and modernization needs; those facts do not demonstrate that Verizon’s FENS network was operational and malfunctioning, or that its operation endangered flights. The FAA’s explanation tied the Starlink tests to reliability and weather-information access at selected locations, not to a public finding that Verizon had caused an aviation safety hazard.

  • Established: Musk made the accusation, the FAA was testing Starlink at selected facilities, and Verizon held the FENS award.
  • Not established: that Verizon’s FENS network had been proven unsafe, that Starlink had solved a demonstrated aviation hazard, or that Starlink had replaced the FAA’s network.

Did Starlink take over Verizon’s contract?

The cited public material does not establish a completed cancellation of Verizon’s FENS award or a transfer of that work to SpaceX. A late-February 2025 Bloomberg Law report said the FAA was weighing cancellation or restructuring, based on people familiar with internal discussions, and described the situation as fluid. That is evidence of reported deliberations, not a final contract outcome.

In its March statement, the FAA said multiple companies and technologies would be needed, that it was testing satellite, fiber, and wireless options, and that no decisions had been made about other deployments. Why did the episode raise conflict-of-interest concerns?

The concern was not only whether satellite links might be useful. Musk led SpaceX, whose Starlink business could benefit from FAA work, while he also had an influential advisory role in the Trump administration’s government-efficiency initiative. He publicly attacked a company tied to a federal modernization contract while his own company might have a commercial interest in related work.

That combination raised an appearance-of-conflict question. Congressional correspondence asked about Musk’s involvement, the possibility of redirecting Verizon work, and applicable conflict-of-interest safeguards. A Senate letter and a House letter document that scrutiny. The material cited here does not establish a legal finding of wrongdoing. Whether Starlink is technically suitable and whether procurement decisions are fair are separate questions.

Where satellite connectivity could help—and what it cannot prove

Satellite links can be useful where terrestrial routes are difficult to build or maintain, including remote locations such as parts of Alaska. They can also add geographic diversity: a satellite connection may remain available when a local fiber route fails. A satellite terminal can therefore serve as a supplemental or backup connection without replacing an entire network.

But broadband capacity alone does not establish suitability for a safety-critical aviation network. An agency would need to assess availability, latency consistency, severe-weather performance, redundancy, cybersecurity, encryption, integration, priority handling for critical traffic, spectrum compliance, maintenance, lifecycle cost, and reliance on a private provider. A terminal also needs power and a sufficiently unobstructed view of the sky; satellite service can be affected by congestion, weather, equipment faults, or outages.

Starlink’s FAA-related testing should also not be confused with its separate Direct to Cell mobile-phone service. Direct to Cell uses satellites with cellular hardware and depends on mobile-network partnerships and regulatory approval. The FCC authorized SpaceX in November 2024 to provide supplemental satellite coverage in the United States using approved Starlink satellites. FCC order Starlink said in February 2025 that Direct to Cell messaging was commercially available to participating customers in the United States and New Zealand. Starlink announcement That is a different service from broadband terminals being evaluated for FAA connectivity, and neither fact demonstrates that Starlink was ready to replace the FAA’s full communications network.
