Open Book owner Emma Cearns and Simply Beautiful Biscuits owner Daniella Young said construction of Mos Lane could make parking less convenient for customers of nearby Wellington Street businesses. Their comments, reported by PerthNow on 18 July 2025, describe concerns and expectations—not measured changes in customer numbers or sales.
Why the businesses were concerned
Open Book: losing the IGA’s browsing traffic
Cearns said the former IGA drew people who might then visit nearby shops. “The IGA would be a place for people to park and we would see a lot of them then come in after they did their morning shop,” she told PerthNow. She welcomed the prospect of a future shopping precinct but expected an adjustment while the work was underway: “So its going to be an adjustment period, for all of us.”
Simply Beautiful Biscuits: convenience for quick stops
Young said parking mattered to customers stopping for coffee or takeaway. “We have a lot of regulars but many stop off here for a quick and easy takeaway coffee,” she said. Her concern was that customers without an accessible nearby space might leave: “So without parking nearby and accessible, people are just going to drive away.”
The concerns reflect different ways customers may arrive: Cearns focused on browsers drawn to the former supermarket, while Young emphasized convenience for quick takeaway visits. PerthNow’s report did not provide a customer-count study, sales figures, or other measured evidence of an effect on either business.

What the Town said about parking
PerthNow reported that three neighboring business owners had sought additional on-street parking permits for staff and that their request was refused. The Town said timed parking had been introduced on Wellington Street and Samson Street to help keep spaces available for customers. A Town spokesperson told the newspaper that the areas were “regularly monitored by rangers who conduct daily patrols.”
The spokesperson also described Wellington Street’s short-stay options as “15-minute, one-hour and three-hour bays to accommodate the diverse needs of shoppers and visitors.” These are the Town’s arrangements as described in the July 2025 report; they do not establish how many spaces were available at any particular time.

Later parking and construction updates
A separate Town project notice recorded a temporary westbound Wellington Street closure from 6–10 October 2025 to relocate a bus stop. The notice said three Wellington Street parking bays would be removed to accommodate the relocation. That was a dated temporary notice, not evidence that the closure remains in place.
The Town’s project feed also carried an April 2026 noise-management update for utility work, showing that construction-related activity continued to generate notices after the July 2025 report. For current access information, consult the Town’s Mos Lane project page.

What was planned for Mos Lane—and the latest stated timeline
PerthNow’s July 2025 report described a proposed five-storey retail and residential development following demolition of the IGA and several nearby shops. It reported plans for 70 apartments and townhouses, a residents’ pool and gym, two restaurants, five shops, a liquor store, and 194 parking bays: 85 for shoppers and 109 for residents. The article said most of the demolished shops, including Naturally Fresh IGA, were expected to return. These are figures and expectations reported in 2025, not independently verified as-built totals or confirmation of current tenants.
The developer’s construction page says on-site work commenced on 1 July 2025 and anticipates completion in Q4 2026. Its construction updates page lists a September 2026 update at Level 3. Both the schedule and progress details are developer-reported; the completion date is an estimate, not a guarantee.
