To find legitimate down payment or closing-cost help in the United States, start with HUD’s homebuying guidance and its links to state programs. Then check your state housing finance agency (HFA), city or county housing department, and a HUD-approved housing counseling agency. Ask a participating lender whether it can combine the assistance with the agency’s first mortgage.
Assistance is not automatically a grant or free money. It can be a grant, a deferred or forgivable second mortgage, or a fully amortizing second loan. Compare the entire mortgage package—including rate, fees, mortgage insurance, liens, repayment triggers, occupancy rules, and remaining program funds—before choosing a loan.

Where to look first
Official, location-specific sources are the safest way to find programs because eligibility and funding change by state, county, city, property and household. Use this search order so you do not mistake a general advertisement for a current program.

HUD’s New Jersey page puts the distinction plainly: “HUD has no direct grant programs to homebuyers for downpayment or closing cost assistance.” That statement describes HUD direct grants; it does not mean that state or local governments lack assistance that may be funded in part through HUD programs.
2. Your state housing finance agency
Search for the official homebuyer page of your state housing finance agency. State HFAs are a common source of down payment and closing-cost assistance. Many pair assistance with an HFA first mortgage, although some programs can be used with another eligible first-mortgage product.
Use the agency’s current pages to verify income limits, purchase-price limits, property rules, target-buyer rules, education requirements, participating lenders and available funds. Do not rely on an old lender flyer or a search result that does not identify the administering agency.

Check the housing or community-development department for the county and city where you plan to buy. Local programs can have separate funding and may impose their own geography, household-income, purchase-price, property or buyer requirements. A city program may be unavailable just outside the city boundary even when the county offers a different option.
4. A HUD-approved housing counselor
A HUD-approved counselor can review your readiness, explain program rules and identify questions to take to lenders. HUD says counseling is required for qualifying homebuyers receiving assistance under its HOME-assisted homebuyer provisions. State programs may separately require a homebuyer-education course or counseling session, so ask whether completion must occur before an offer, before closing or by another deadline.

5. A participating mortgage lender
Once you identify an agency program, ask whether the lender participates in that specific program and can deliver the required first mortgage. Participation lists change. Confirm the lender on the agency’s own current website or by calling the agency, then request a written estimate of the first mortgage and every assistance lien.
What “assistance” can mean
The same phrase can describe very different obligations. The Federal Deposit Insurance Corporation (FDIC) describes three broad structures: grants, zero-interest deferred-payment or forgivable second mortgages, and fully amortizing second loans. The program amount, eligibility rules and repayment terms vary by program.
Recommended Free Tools
| Structure | How it generally works | Questions that determine your cost |
|---|---|---|
| Grant | Funds are applied to eligible down payment or closing costs under the program’s rules. | Is it truly non-repayable, or does a sale, refinance, move or violation of occupancy rules create a repayment obligation? Are there income, property or time-based conditions? |
| Deferred-payment second mortgage | A second lien is recorded, but scheduled payments may be deferred for a stated period or until a triggering event. | Does interest accrue? When is the balance due? What happens on sale, refinance, payoff of the first mortgage or loss of owner occupancy? |
| Forgivable second mortgage | The balance may be reduced or eliminated after the borrower satisfies conditions for a specified period. | Is forgiveness earned gradually or all at once? What exact event or date starts the clock? How much must be repaid if you sell or refinance early? |
| Fully amortizing second loan | The assistance is a separate loan with scheduled principal and interest payments. | What are the interest rate, term, monthly payment, fees and payoff amount? Does the payment affect your debt-to-income ratio or mortgage qualification? |
Never call assistance “free” until the documents prove that no repayment can arise. A second mortgage is a lien even when its payment is deferred or its balance can eventually be forgiven. Read the note, deed of trust or mortgage, program agreement and occupancy provisions supplied for your transaction.
Eligibility: the conditions to check before applying
Programs commonly combine several tests. Passing one test does not establish eligibility for the whole package.
- Location: The home may need to be in a particular state, county, city, census area or targeted neighborhood.
- Household income: Limits can depend on household size and the program’s definition of income, not only the borrower’s wages.
- Purchase price: A maximum purchase price may apply, sometimes separately from an income limit.
- Buyer category: Some programs target first-time buyers; others target groups such as veterans or teachers, or use broader income and property criteria.
- First mortgage: Assistance may require the HFA’s first mortgage, a particular loan type or an approved participating lender.
- Property: The home may have to be a primary residence and meet property-type, inspection or condition standards.
- Education or counseling: A class or one-on-one counseling may be mandatory, with completion documented by an approved provider.
- Occupancy: You may have to occupy the home as your principal residence for a defined period.
- Available funding: A program can meet every eligibility test and still be unable to reserve funds when your lender submits the file.
Ask the administering agency to confirm which version of each limit applies to your application date and whether the limit is measured at reservation, closing or another stage.

How to find and verify a program: a step-by-step process
- Define your search area. Write down the state, county and city where you expect to buy. Include a backup area if your location is flexible, because local programs are geographically limited.
- Open HUD’s homebuying resource. Use its state-program links and counselor route to identify official agencies rather than relying on a third-party list.
- Find the state HFA’s official program page. Record the program name, first-mortgage requirement, assistance form, income and purchase-price limits, property rules, education requirement, lender list and funding notice.
- Search local government sites. Look for the county housing department, city housing department and any local housing finance agency. Save each program’s written guidelines and the date you accessed them.
- Contact a HUD-approved counselor. Ask the counselor to review your budget, credit and readiness, and to identify education or counseling deadlines that apply to the programs you found.
- Ask a participating lender for a combined quote. Request the proposed first-mortgage rate, annual percentage rate, lender fees, mortgage insurance, assistance amount, second-loan payment and all required cash to close.
- Request the legal documents. Obtain the assistance note, lien instrument, program agreement and forgiveness or occupancy schedule before you commit. Marketing summaries do not replace those documents.
- Confirm current funding and reservation rules. Ask who reserves the funds, how long a reservation lasts, what happens if closing is delayed and whether funds can be replaced if the transaction changes.
- Compare at least two complete packages. Compare the first mortgage and assistance together, not one lender’s first-mortgage rate against another lender’s assistance amount.
- Recheck immediately before signing. Have the lender and agency confirm that the program, amount, rate, fees, required education and repayment terms still match the documents you reviewed.
Compare the whole mortgage package
Assistance can lower the cash you need at closing while increasing your long-term obligations or limiting refinancing and resale choices. Use a side-by-side worksheet with the following fields.

| First-mortgage rate and APR | Interest rate, APR, fixed or adjustable structure and lock period. | A higher first-mortgage cost can outweigh a larger assistance amount. |
| First-mortgage fees | Origination, underwriting, processing, discount points and other lender charges. | Fees reduce the value of assistance and change cash-to-close. |
| Mortgage insurance | Required type, premium and cancellation rules. | Insurance can materially change the monthly payment. |
| Assistance amount and use | Maximum amount and whether it can cover down payment, closing costs or both. | Some funds cannot be used for every settlement charge. |
| Second-lien economics | Interest rate, payment, term, deferred status and payoff calculation. | A deferred balance still affects future equity and refinancing. |
| Forgiveness conditions | Occupancy period, schedule and events that stop or reverse forgiveness. | Leaving, selling or refinancing early may create a bill. |
| Income and price thresholds | Applicable household-income and purchase-price limits. | Exceeding a limit can make the entire package unavailable. |
| Property and location rules | Eligible municipalities, property types and primary-residence requirements. | A qualifying borrower can still choose an ineligible home. |
| Lender and education requirements | Participating lender status and required course or counseling. | Using a nonparticipating lender or missing a deadline can void assistance. |
| Funding status | Whether funds are available, reserved and transferable if the deal changes. | Programs can stop accepting reservations even when guidelines remain online. |
HUD advises mortgage shoppers to shop, compare and negotiate. Apply that advice to the combined package: request comparable written estimates, ask what each fee covers and have lenders explain any difference in rate, points, mortgage insurance or second-lien terms.
Questions to ask the administering agency and lender
Questions about repayment
- Is the assistance a grant, a lien, or both depending on the source of funds?
- Does interest accrue during a deferral or forgiveness period?
- When does repayment begin, and is the balance due in full at a trigger?
- What happens if you sell, refinance, transfer title, stop occupying the home or pay off the first mortgage?
- Does forgiveness occur monthly, annually, at the end of a period or only after a final condition is met?
Questions about closing
- Can the funds pay closing costs as well as down payment?
- Which fees are excluded?
- When must the assistance be reserved, and how long is the reservation valid?
- What happens if the appraisal, inspection or closing date changes?
- Can seller credits or other assistance be combined, and are there limits?
Questions about qualification
- How does the program define first-time buyer, household income and primary residence?
- Are veterans, teachers or other groups covered by a separate track?
- What property types and purchase prices qualify?
- Which education or counseling provider is approved, and when must the certificate be issued?
- Does the assistance payment count in underwriting, and will the second lien affect debt-to-income calculations?
Documents and numbers to assemble
Prepare a document folder before you speak with a lender or counselor. Typical requests can include recent pay information, tax or income records, bank and investment statements, identification, credit and debt information, household-member details, purchase-contract information and proof of completed education. The administering agency—not a generic checklist—controls what is required.
Also prepare a simple cash-to-close budget. List the purchase price, proposed down payment, earnest money already paid, lender and third-party closing costs, prepaid taxes and insurance, seller credits, assistance amount and your required cash reserve. Keep a separate emergency reserve; using every available dollar for closing can leave you unable to handle repairs, moving costs or an income interruption.

Assuming every program is a grant
Some assistance is a repayable second mortgage, and some forgiveness is conditional. Treat every amount as a potential lien until the documents state otherwise.

Comparing only the assistance amount
A larger benefit can come with a higher first-mortgage rate, more fees or a less flexible second lien. Compare the annual percentage rate, payment, total cash needed and future payoff obligations together.
Using an outdated eligibility figure
Income limits, purchase-price limits, approved lenders and funding can change. Ask the agency to confirm the current figures for your application and property.
Waiting until the offer is accepted
Education, lender approval and fund reservations may take time. Contact the agency, counselor and participating lender before making an offer when possible.
Ignoring occupancy and life-change triggers
Read what happens if you move for work, rent the property, add an owner, refinance or sell. A trigger can make a deferred balance immediately payable.
Relying on a lender’s verbal explanation
Ask for the note, lien instrument, program agreement and written fee estimate. If a verbal promise conflicts with a document, stop and obtain clarification from the administering agency.

Illustrative ways packages can differ
These examples explain the decision, not the terms of any particular state or local program.
Lower cash today, repayment later
Package A supplies a deferred second mortgage that reduces cash needed at closing. The first mortgage has one rate and payment, while the second balance becomes due after a sale, refinance or other stated trigger. This may suit a buyer who expects to remain in the home and does not plan to refinance soon, but the future payoff must fit the buyer’s equity plan.
Smaller benefit, scheduled second payment
Package B provides less upfront help but uses a fully amortizing second loan. The buyer pays both loans monthly, which can make the long-term obligation easier to forecast. The second payment must be included in the affordability calculation.
Forgiveness tied to occupancy
Package C reduces the second-lien balance only after the buyer meets an occupancy requirement. A move or sale before the required period can leave part of the balance due. The buyer should compare the likely time in the home with the forgiveness schedule rather than treating the headline amount as an immediate saving.
When assistance is a good fit—and when caution is warranted
Assistance may be useful when the main obstacle is the upfront cash requirement, the first mortgage remains competitive and you can satisfy the occupancy, education and repayment conditions. It is less attractive when the required first mortgage has materially higher costs, the second lien creates an unaffordable payment, or you expect to move or refinance before forgiveness is earned.
A counselor and lender can help model monthly payment and cash-to-close scenarios, but you should make the final decision using the administering agency’s current documents. No national average benefit or availability rate is established here; program access is local and funding can change.
