More than 15,000 U.S. Department of Agriculture employees accepted the Trump administration’s Deferred Resignation Program offer in 2025. Reuters reported 15,182 acceptances across two rounds, based on a USDA briefing readout. That is an acceptance count—not a confirmed count of employees who had completed their departures.
How many USDA employees accepted the offer?
Reuters reported that 15,182 USDA employees accepted offers through the Deferred Resignation Program. The total combines 3,877 employees in the first round and 11,305 in the second, according to a USDA briefing readout reported by Reuters. The first round was in February 2025 and the second in April.
A later public figure was rounded: Agriculture Secretary Brooke Rollins told a Senate appropriations hearing that 15,000 employees had accepted, just under 15 percent of a stated 106,000 staffed positions. Her testimony used the rounded figure; Reuters is the source for the more precise 15,182 count.
What the count does—and does not—mean
The reported total counts employees who accepted deferred-resignation offers or signed contracts. It should not be read as proof that exactly 15,182 employees had already left USDA, or as a final audited count of completed separations. Reuters said some decisions and contracts were still being completed and that the total could rise.

The program offered federal employees several months of pay and benefits if they opted to leave, Reuters reported. The available account does not establish one universal payout amount or provide the full terms, so the offer should not be treated as a specific guaranteed cash payment for every employee.
Which USDA offices were affected?
Reuters reported selected component counts from the USDA briefing. They illustrate that acceptances reached multiple parts of the department, but they are not a complete breakdown of the 15,182 total.

Deferred resignation was a voluntary program; it is distinct from a reduction in force (RIF), or other forms of workforce attrition. In a later Senate hearing record addressing a specific issue, USDA said it had not conducted RIFs at the time covered by that answer and discussed voluntary resignations separately. That statement is limited to the record’s timeframe and subject; it does not establish what happened in all later workforce actions.
