Moody’s Sees AI-Driven Data-Center Demand Surging—but Power and Financing Are the New Constraints

Moody’s expects a historic AI-driven data-center buildout, yet distinguishes strong demand from operational capacity that has power, financing and revenue behind it.

AI is driving a genuine data-center construction boom, but a planned facility is not the same as an operating, revenue-producing asset. Moody’s research published across 2025 and 2026 points to exceptionally strong demand from artificial intelligence, cloud computing and digital services. It also warns that electricity availability, grid connections, construction delays, financing costs, tenant concentration and changing AI hardware could determine who actually benefits.

Moody’s estimates that six major U.S. hyperscalers could invest about $785 billion in 2026, while at least $3 trillion of worldwide investment may be needed over five years to double global data-center capacity by 2030. Those figures describe different things: one is estimated annual capital spending by six companies; the other is a global, multi-year investment requirement.

What Moody’s actually published

The headline idea comes from several Moody’s publications rather than one report carrying this exact title.

  • January 2025: Moody’s 2025 data-center outlook described intensifying demand from AI, cloud computing and data storage, with hyperscalers building and leasing capacity rapidly.
  • January 2026: Moody’s 2026 outlook emphasized capacity growth, pre-leasing, power constraints, regulation, construction costs and new financing structures.
  • 2026 digital-economy research: Moody’s said demand would continue rising sharply and that most major new capacity would be pre-leased to hyperscalers.
  • July 2026: Its “Power without delivery” analysis shifted attention to whether projects can obtain electricity, reach energization and become operational assets.

Moody’s is primarily assessing credit risk. Its analysis is not a promise that data-center developers, cloud companies or related stocks will produce high returns.

Why AI is creating so much demand

Training and running large AI models requires enormous clusters of specialized processors. Those systems need much more than server racks: they require high-speed networking, large-scale storage, advanced cooling and substantial electrical infrastructure.

Demand also continues after a model is trained. AI inference—the process of generating answers, predictions or actions—supports search, recommendation systems, enterprise software, agents, customer-service applications and other digital products. Cloud providers are expanding both for their own AI services and to sell computing capacity to customers.

AI is the most visible growth driver, but it is not the only one. Cloud migration, conventional data storage, internet services, enterprise applications and broader digital workloads also support data-center demand, a point Moody’s makes in its 2026 digital-economy summary.

The numbers behind the buildout

Figure What it measures Important qualification
About $785 billion in 2026 Estimated capital investment by six major U.S. hyperscalers Includes Microsoft, Amazon/AWS, Alphabet, Meta, Oracle and CoreWeave. AWS’s figure is estimated because Amazon does not separately report AWS capital expenditure.
At least $3 trillion over five years Worldwide investment potentially needed to double global data-center capacity by 2030 This is a multi-year global estimate, not 2026 spending.
485 TWh in 2025 to about 950 TWh in 2030 Projected global data-center electricity consumption This is an International Energy Agency projection cited by Moody’s, not solely a Moody’s forecast.
About 600 TWh in 2026 A Moody’s framing of global data-center capacity in energy terms It is not a count of facilities or a simple megawatt total.

These metrics should not be combined into one “data-center market size.” Capital investment, company capex, electricity consumption and facility capacity have different denominators.

Pre-leasing reduces vacancy risk—but creates concentration risk

Pre-leasing means that an anchor tenant contracts for capacity before or during construction. For a developer, that can make it easier to obtain debt and equity, support future revenue visibility and reduce the risk of building an entirely speculative facility. For a hyperscaler, it can secure scarce power and space ahead of competitors.

But pre-leasing does not mean the facility is already earning cash. A lease may depend on construction milestones, power delivery, equipment installation and commissioning. A tenant may also delay deployment, renegotiate terms or change its technology requirements.

There is a second trade-off: a building leased to one or two large cloud companies has lower vacancy risk but greater counterparty concentration. If a major tenant reduces expansion, the project may have limited alternative customers capable of using its specialized, high-density capacity.

The real bottleneck is increasingly power

The central question is no longer just whether companies want more compute. It is whether projects can obtain enough reliable electricity and receive it on schedule.

Potential obstacles include:

  • Grid-interconnection queues and limited transmission capacity.
  • Long lead times for transformers, substations, switchgear, turbines and other electrical equipment.
  • Permitting delays and local opposition.
  • Competition with households, manufacturers and other large electricity users.
  • Labor shortages and commissioning delays.
  • Restrictions involving emissions, water use, noise, land use or tax incentives.

Some developers may use on-site or co-located generation, including natural-gas generation, to avoid waiting for full grid delivery. That can shorten the path to power, but it introduces fuel, emissions, maintenance, permitting and potential stranded-asset risks.

A power-purchase agreement, an interconnection approval and a physical grid connection are not interchangeable. A project can have a contractual right to electricity without having sufficient reliable power for its intended AI load.

“Built” does not mean operational

For investors, lenders and anyone evaluating the industry, data-center capacity should be separated into four stages:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Announced: A company or developer has disclosed a potential project.
  2. Financed: Debt or equity has been arranged.
  3. Physically completed: The building or campus is substantially constructed.
  4. Energized and operational: The site has adequate power, commissioned equipment, deployed compute and revenue-producing workloads.

Moody’s July 2026 analysis argues that the gap between physical completion and commercial operation is becoming especially important in private credit. A finished building without usable power can still generate interest, labor and maintenance costs while producing little or no revenue.

Delays can therefore increase carry costs, weaken debt-service coverage, postpone refinancing and make it harder to meet assumptions used by lenders. A facility can also be energized but not fully populated with GPUs, or have a signed tenant agreement without generating the expected cash flow.

Who is financing the expansion?

The buildout involves much more than cloud companies. Potential beneficiaries include data-center developers, colocation operators, utilities, independent power producers, construction firms, transformer and switchgear manufacturers, cooling suppliers, fiber providers, landowners and municipalities.

Capital can come through developer equity, bank loans, corporate bonds, private credit, project finance, commercial mortgage-backed securities and asset-backed securities. Moody’s notes that the structure matters because different investors bear different risks. Construction lenders may face delays before stabilization; bondholders may depend on the credit strength of a parent company or tenant; project-finance lenders may focus on contracted cash flows and power arrangements.

For personal investors, this distinction matters. Owning shares in a cloud provider, a data-center real-estate investment trust, a utility or an equipment supplier creates different exposure from owning a diversified infrastructure fund. Strong industry demand does not eliminate company-specific debt, valuation, execution or customer risks.

The main risks Moody’s is watching

AI monetization could disappoint

The infrastructure cycle assumes that AI applications will generate enough revenue to justify extraordinary capital spending. If businesses adopt AI more slowly, prices fall or model efficiency improves faster than expected, hyperscalers could delay projects or reduce expansion. Moody’s has also raised questions about the sustainability of extreme capital intensity and the possibility of an AI-investment bubble.

Demand can be real while project returns are poor

Even if overall AI demand continues rising, individual projects can underperform. Construction costs, interest expense, equipment prices or power delays can consume the expected margin. A facility may be useful to a large investment-grade tenant while still producing disappointing returns for its developer or lender.

Hardware can become obsolete

AI accelerators and related systems may require more frequent refreshes than conventional data-center equipment. The building, land and electrical infrastructure may retain value while its original computing equipment becomes uneconomic or unsuitable for newer workloads. Moody’s identifies technology obsolescence as a relevant private-credit risk.

Refinancing may depend on successful commissioning

Projects often use construction financing and later refinance into longer-duration infrastructure or securitized debt. If a facility is not energized or revenue does not ramp as planned, the transition can become more expensive or difficult.

Insurance and physical risks are growing

Data centers are concentrated, expensive and power-intensive assets. Fire, flood, wind, heat and other physical risks can affect insurance availability and pricing. Moody’s insurance research discusses the challenge of modeling and insuring hyperscale facilities in its data-center analysis and follow-up on physical risk.

Regulatory and community opposition can delay projects

Local authorities and residents may object to electricity consumption, water use, emissions, noise, land use or tax incentives. Constraints vary widely by geography, so a power shortage in one market does not mean the buildout will stop everywhere. It can, however, redirect investment toward regions with available generation, transmission, land and permits.

What this means for households and investors

For households, the expansion can have indirect effects. Areas hosting large facilities may see new construction, utility investment and jobs, but also face pressure on local power systems, water resources, land prices and electricity planning. The effect on a particular customer’s bill depends on local utility rules and how infrastructure costs are allocated.

For investors, the most useful questions are more specific than “Is AI demand growing?” Ask:

  • Is the reported capacity announced, financed, completed, energized or revenue-producing?
  • Who is the tenant, and how concentrated is the project’s revenue?
  • Is the power contract firm, and when can the facility physically receive electricity?
  • Does the financing assume a particular accelerator, cooling design or utilization rate?
  • How much debt must be refinanced before the facility stabilizes?
  • Could the site remain useful if its initial AI hardware becomes outdated?
  • Are insurance, water, emissions and permitting risks reflected in the project’s costs?

These questions help separate a durable infrastructure asset from an attractive announcement whose economics remain unproven.

The bottom line from Moody’s research

AI has created a historic data-center construction and financing cycle. The demand appears substantial, and pre-leasing means much of the major new capacity is not purely speculative. But the next constraint is delivery: obtaining power, installing equipment, completing commissioning and generating cash flow before financing and technology assumptions change.

The likely winners will be determined not simply by who announces the largest campus, but by who can secure reliable electricity, control costs, finance construction prudently, manage tenant concentration and keep the infrastructure useful as AI hardware evolves.
