A City of Wanneroo concept plan for land at 50 Salerno Drive, Mindarie, indicates capacity for 55 single houses, but the homes are not approved for construction. Council supported a scheme amendment in April 2026; PerthNow later reported a planning committee approval and a proposed change in density from R40 to R60. The sources available do not confirm formal gazettal or subdivision approval.

What land is covered by the Mindarie proposal?

The proposal concerns Lot 507 at 50 Salerno Drive, beside Peter Moyes Anglican Community School and near Quinns Baptist College. City of Wanneroo materials describe the overall lot as about 3.25 hectares, with frontage to Salerno Drive, Quinns Road and Marmion Avenue. The land is under common ownership with Peter Moyes Anglican Community School, which is run by the Anglican Schools Commission.

The scheme amendment would change about 2.75 hectares from Private Community Purposes to Residential. A southwestern portion—about 0.49 hectares in the City’s April 2026 update and about 0.50 hectares on its project page—would remain available for possible educational use. Why does the owner say it no longer needs the land for school expansion?

The Anglican Schools Commission’s stated reason was that the land proposed for housing was no longer required for school expansion because existing facilities were considered sufficient for present and future demand. How many homes are proposed?

The City’s April 2026 update says the concept plan could accommodate 55 single houses, subject to approval of future subdivision applications. This is an indicative concept yield, not 55 approved lots or homes, and it does not mean construction is underway. City of Wanneroo, April 2026 council update

What planning approvals have been reported?

These milestones have different decision-makers and effects. Support for a scheme amendment is not the same as subdivision approval, and neither by itself establishes that homes can be built.

  1. Proposal initiated: On 23 September 2025, the City resolved to initiate Amendment No. 234 and advertise the rezoning proposal. City of Wanneroo project page

Environmental screening: On 24 November 2025, the Environmental Protection Authority recorded that the amendment would not be assessed under Part IV of the Environmental Protection Act and that it would provide no advice.   3. Consultation period: A December 2025 local report said submissions would be accepted until 29 January 2026. That period has passed; the reviewed sources do not state how many submissions were received or their substance. PerthNow report

  5. Later reported committee decision and density change: PerthNow subsequently reported that a Western Australian Planning Commission committee approved the Commission’s application, with the Department of Planning requesting a change from R40 to R60. The report said R60 could allow development up to three storeys. The City’s reviewed project page and April update still describe R40, so the final density code should not be treated as settled without the final planning instrument. PerthNow report

The sources reviewed do not confirm that the amendment has been formally gazetted or that a subdivision application has been approved.

What does this mean for nearby residents?

The proposal would change the planning designation of part of a school-owned site to residential use, while retaining a smaller southwestern portion for possible educational use. The 55-home figure describes what the concept plan could fit; the actual subdivision and development outcome depends on later approvals. The reported R60 change also differs from the R40 designation still shown in City materials, so the eventual density and built form should be checked against the formal planning instrument once available.
