What the lease means—and what it does not
The agreements secure Millwall’s long-term tenure at The Den and the surrounding land. Lewisham Council says the arrangement enables the club to develop detailed proposals and submit them to the Local Planning Authority. The council also says community engagement will follow as plans develop. Signing the lease is therefore a milestone, not approval of a final design.
The agreement formalises a process that began with heads of terms approved by Lewisham Mayor and Cabinet on 8 May 2024. Millwall announced an agreement in principle the following day, describing ambitions for residential development, community facilities and fuller use of the club’s assets beyond matchdays. All lease agreements were signed in March 2026, the council announced on 19 March; Millwall Community Trust confirmed the signing on 20 March. Lewisham Council’s announcement and Millwall Community Trust’s statement set out the completed agreement.
What Millwall and the council say they want to achieve
The club’s aims
Millwall says the lease provides stability to plan for the long term, improve the matchday experience and make greater use of its facilities throughout the year. Chairman James Berylson said the agreement gives the club “the stability and certainty every club needs to build for the long term.” In a May 2024 statement, he also connected the family’s ambitions for the club with its local community. These are the club’s stated aims, rather than a guarantee of particular works or outcomes. Millwall’s 2024 announcement provides the earlier context.

The council’s community and regeneration case
Lewisham Council says the lease structure enables future housing, including affordable homes, new jobs, better connectivity, public spaces and community facilities. It says dedicated space for Millwall Community Trust is guaranteed. Mayor Brenda Dacres OBE described the partnership as enabling the potential for “once-in-a-generation improvements” for local people, including affordable homes and facilities they could use year-round. The council has not set out a final home count, affordable-housing share or delivery timetable in its announcement, so those outcomes should be understood as aims enabled by the agreement, not a completed development schedule.
What the current stadium proposal includes
AFL Architects describes the Den redevelopment as an ongoing proposal. Its design envisages a phased expansion, with additional upper tiers behind the existing seating bowl and capacity rising to a maximum of 34,000 seats. The proposal also includes media and player facilities, a public plaza, residential development, and retail, commercial, community, events and conferencing uses. These are design details, not an approved or final construction scope. AFL Architects’ project page describes the proposal.

The architect’s proposed Millwall Community Trust facilities include a sports centre with a hall, changing rooms, a gym and community café, alongside multipurpose rooms and a multi-use games area. The council’s statement specifically says dedicated Trust space is guaranteed; the detailed facilities listed by the architect remain part of the ongoing design proposal.
Why the proposal is described as phased
AFL Architects says its approach is to retain as much of the existing stadium structure as possible, expand facilities in phases and keep the ground in use. It also presents adaptable, multi-use spaces as a way to bring activity to the site through the week, not only on matchdays. This is the design team’s stated intent; it is not evidence of quantified environmental savings or a completed construction strategy.

The proposal combines several priorities: adding stadium capacity and facilities while also creating space for housing, business and community use. Because the lease does not settle the detailed planning outcome, the final balance, sequence and scope remain to be determined through proposals and the planning process.

- Millwall develops detailed proposals. The club can now progress plans on the basis of its long-term lease.
- Plans go to Lewisham’s Local Planning Authority. The council says detailed proposals still need to be submitted; the signed agreements are not planning consent.
- Community engagement follows as plans develop. Lewisham says engagement will take place as the proposals progress, giving local people a role in considering the developing plans.
For now, the firm milestone is the signed lease. The proposed 34,000-seat maximum, mixed-use development and Trust facilities describe a possible direction for the site, not a promise that every element will be built.
