That was an early plan, not a promise of a universal ad launch. Bing Chat was later renamed Microsoft Copilot, and a March 2024 report said Copilot sometimes included ads. The available evidence does not establish where or how widely Copilot ads appear today.
What Microsoft said it was planning
In March 2023, Microsoft said it was exploring placing ads in the chat experience and sharing ad revenue with partners whose content contributed to an answer. Yusuf Mehdi, then Microsoft’s Corporate Vice President and Consumer Chief Marketing Officer, described this as an exploration—not a finalized format or guaranteed payment program—in Microsoft’s publisher update.

The company connected that idea to a broader publisher strategy: send more traffic to publishers, increase their revenue, and work with them as search changed. Bing chat answers already linked to sources; Microsoft also discussed expanded publisher links and captions for licensed Microsoft Start content alongside answers. It said it was exploring revenue sharing with Microsoft Start partners, whose content helped inform responses. These were proposals and discussions, not an entitlement for every publisher.

How the plan developed
| Date | What was reported | What it establishes |
|---|---|---|
| February 7, 2023 | At the AI-powered Bing and Edge announcement, Microsoft executives described advertising as part of the business opportunity and said they expected the new Bing to support more personalized ads. Microsoft’s investor call | A strategy statement, not proof that a specific chat-ad format was broadly available. |
| March 29, 2023 | Microsoft described publisher traffic, licensed-content placements, and exploration of chat ads with possible revenue sharing. Microsoft’s publisher update | Early ideas and partner discussions, not a guaranteed arrangement. |
| May 8, 2023 | Microsoft Advertising said it was exploring how ads could fit into AI-powered chat. It reported more than half a billion chats and over 100 million daily active Bing users since the February launch. Microsoft Advertising’s announcement | Company-reported historical engagement figures, not current usage totals or evidence of a broad ad rollout. |
| September 21, 2023 | Microsoft Advertising outlined further generative-AI search advertising plans and partner examples. Microsoft Advertising’s update | Dated plans and developments, not current availability terms. |
| November 15, 2023 | Microsoft updated its announcement to say Bing Chat and Bing Chat Enterprise would become Microsoft Copilot. Microsoft’s announcement | The product name changed; the name change alone does not establish an ad rollout. |
| March 1, 2024 | Axios reported that Copilot sometimes included ads and that Microsoft’s Chat Ads API was being used by partners including Snapchat, Baidu, and Axel Springer. Axios’s report | Reported examples of implementation, not proof of universal availability or present access. |
| August 2024 | Microsoft’s EU Digital Services Act risk assessment described Bing ads generally as clearly labeled “Ads” and supplied through Microsoft Advertising. Microsoft’s risk assessment reports | General Bing advertising information; it does not settle Copilot-specific ad labeling or availability. |
How chat ads differ from ordinary Bing search ads
Microsoft’s announcements describe several ways advertising and commercial content might relate to AI chat. They should not be treated as one settled product: the evidence varies by date and by whether the placement is in a chat answer, a standard search results page, or another service using an ad API.
| Approach | Potential role | Evidence and limits |
|---|---|---|
| Ads in or alongside a chat answer | Give advertisers a way to reach users in a conversational experience. | Microsoft said it was exploring this in 2023. Axios reported ads sometimes appeared in Copilot in March 2024. Current placement rules and availability are not established. |
| Publisher links and licensed-content placements | Direct readers to sources and potentially feature licensed Microsoft Start content alongside answers. | Microsoft discussed these approaches in March 2023. The announcement did not guarantee payment or placement for every publisher. |
| Chat Ads API integrations | Allow other chat services or partners to incorporate advertising into their experiences. | Axios reported partner use in March 2024, naming Snapchat, Baidu, and Axel Springer. Current eligibility and access terms are not established. |
| Standard Bing search ads | Advertise on Bing search results. | Microsoft’s August 2024 EU risk assessment says Bing ads are labeled “Ads” and supplied by Microsoft Advertising. That general description should not be assumed to govern every Copilot placement. |
What this means for users, publishers, and advertisers
For users
The historical record supports a limited conclusion: Microsoft explored chat advertising in 2023, and ads were reported in some Copilot experiences by March 2024. It does not establish whether ads appear to all users, which countries or interfaces are included, or what labels and placement rules apply now.

For publishers
Microsoft’s stated rationale included directing traffic through citations and exploring revenue sharing when a publisher’s material contributed to a response. The 2023 statements do not establish a universal payment scheme, the criteria for attributing a contribution, or current publisher eligibility.

Microsoft Advertising presented AI chat as a possible advertising environment, while the Chat Ads API was described in 2024 reporting as a route for partner integrations. What remains unclear today
The latest Copilot-specific implementation account cited here is Axios’s March 1, 2024 report. Microsoft’s August 2024 assessment addresses Bing advertising generally rather than the present state of ads in Copilot. Those sources do not establish September 2026 availability or rules.
