Microsoft and more than 300 ZeniMax quality-assurance workers announced a tentative first contract on May 30, 2025, after nearly two years of bargaining. The workers later ratified it in late June 2025, making it Microsoft’s first collective-bargaining agreement with a U.S. video-game workforce and a landmark milestone for game-industry labor, according to the Communications Workers of America (CWA).
The agreement covered ZeniMax QA employees in Maryland and Texas represented by CWA Locals 2100, 2108 and 6215. It set wage floors and increases, dismissal protections, grievance procedures, professional-development opportunities, a policy for crediting QA contributions to games, and workplace-AI rules carried over from an earlier agreement.
What was announced—and what happened afterward
The headline event occurred on May 30, 2025, when ZeniMax Workers United-CWA and Microsoft announced a tentative agreement covering more than 300 QA workers. CWA said bargaining had lasted nearly two years. Its announcement described the package as including substantial across-the-board wage increases, new minimum salaries, protections against arbitrary dismissal, grievance procedures, professional development and formal recognition of QA workers’ contributions to games. CWA’s announcement did not publish a complete wage table or the full contract text.
“Tentative” meant that the negotiating teams had reached terms but that members still had to review and ratify them. CWA said explanation meetings and a ratification vote were being scheduled in its June 5 account of the deal. CWA later reported that ZeniMax workers ratified the contract in late June 2025. As of 2026, it is therefore more accurate to describe the May announcement as the start of a ratified contract, not as an unresolved tentative deal.

Thurrott reported that the minimum hourly rate rose from $20.75 to $25, with a scheduled increase to $28.38 in July. Those figures are attributed to Thurrott rather than the CWA release and appear to describe minimum rates or salary floors, not identical compensation for every QA employee. Microsoft’s statement quoted by Thurrott called the tentative agreement a meaningful step reflecting constructive dialogue and a shared commitment to a positive workplace.
Why QA workers mattered
Quality assurance is the testing work that identifies bugs, compatibility problems and other failures before a game ships and after updates are released. QA employees are integral to the finished product, yet their work has often been treated as lower-status or more readily outsourced than programming, design or other development roles. A negotiated pay floor, protection from arbitrary dismissal and formal credit address several of the issues that make QA jobs vulnerable without claiming that the contract solved every problem in game development.

Credit has a practical as well as symbolic value: it connects testing work to the game that reaches players and gives workers a formal way to have that contribution recognized. The public material does not establish that the agreement ended crunch, standardized all pay, or eliminated outsourcing.
The labor timeline
- 2022: Microsoft agreed to a labor-neutrality framework with CWA in connection with its Activision Blizzard transaction and gaming workforce. The framework was intended to let workers choose representation without an employer anti-union campaign. CWA’s ZeniMax neutrality announcement provides the union’s account.
- January 2023: ZeniMax QA workers formed the first video-game-studio union at Microsoft.
- April 25, 2023: CWA later identified this date as the start of contract bargaining.
- December 2023: The workers and ZeniMax reached a tentative agreement specifically addressing workplace AI. CWA described that agreement as a first-of-its-kind framework.
- April 29, 2025: Before the settlement, CWA publicly criticized what it called bargaining delays and stalled negotiations. Its allegations concerned remote-work options, alleged replacement of in-house QA with outsourced labor, and notice and bargaining over subcontracting. Those claims were the union’s bargaining position, not adjudicated findings.
- May 30, 2025: The parties announced the tentative first contract.
- Late June 2025: CWA reported that members ratified it.
What the AI agreement actually did
The AI language is a governance mechanism, not a promise that automation can never change work. Under the December 2023 agreement, ZeniMax committed to human-centered AI implementation, notice to the union when adoption could affect bargaining-unit work, and bargaining over those effects when requested. CWA listed six principles: fairness; reliability and safety; privacy and security; inclusiveness; transparency; and accountability. The union’s explanation supports describing rights to information and bargaining—not a ban on AI or an absolute job guarantee.

How far the “first” claim goes
The safest description is “Microsoft’s first union contract with a U.S. video-game workforce.” CWA also characterized it as a first for the video-game industry. Those statements should not be expanded into “the first video-game union contract in history” or “the first union agreement in gaming” worldwide; the available evidence does not establish either broader claim.

What followed at Microsoft Gaming
The ZeniMax contract became an early test of whether Microsoft’s neutrality approach could lead to functioning bargaining relationships. Activision QA workers organized in 2024, and CWA later reported that Raven Software workers ratified their first Microsoft contract on August 4, 2025. Activision’s organizing announcement and the Raven ratification report document those developments.

Blizzard workers ratified another Microsoft gaming contract on February 5, 2026. CWA called it the third Microsoft-company video-game contract after ZeniMax and Raven. That announcement shows how the ZeniMax deal became part of a broader organizing and bargaining sequence rather than a one-off event.

Labor relations did not become dispute-free after the ZeniMax ratification. A National Labor Relations Board case filed July 15, 2026 names Microsoft, Xbox, ZeniMax and related entities and lists allegations including refusal to bargain, bad-faith bargaining, refusal to furnish information, repudiation or modification of a contract, and coercive conduct. The docket is listed as open at NLRB case 16-CA-390759.

An open case records allegations, not a final ruling. The docket should not be treated as proof that the 2025 ZeniMax contract was invalidated or that every allegation concerns that agreement unless later filings establish the connection.
Why the agreement remains significant
The immediate result was a contract covering pay floors, job security, grievances, development opportunities, QA credit and a process for addressing AI’s effects on work. Its larger importance is institutional: QA workers at a major technology and game company demonstrated that they could move from recognition in 2023 to a ratified contract in 2025, then provide a reference point for bargaining at Raven and Blizzard.
For workers, the distinction between union recognition and a first contract is crucial. Recognition gives a bargaining unit a seat at the table; ratification turns negotiated terms into an approved collective-bargaining agreement. The ZeniMax experience shows both stages—and why AI implementation, outsourcing and credit can be subjects of bargaining rather than decisions made solely by management.
