The reporting was based on internal company communications; Microsoft has not publicly confirmed the precise rule or its full scope. It does not establish a blanket ban on rehiring everyone affected by a layoff.
What Microsoft reportedly changed
On April 22, 2025, WinBuzzer reported on an internal email to managers attributed to Chief People Officer Amy Coleman. The reported package combined a more standardized PIP process with rules for internal transfers, voluntary separation, rewards outcomes and future hiring eligibility. A May 6 follow-up report described a formal two-year block list and a “good attrition” designation. - More structured performance plans: The reported guidance called for a globally consistent PIP process with clearer expectations and timelines.
- Limits on internal moves: Employees with a zero or 60% Rewards outcome, or an active PIP, were reportedly ineligible for internal transfers.
- A performance-related exit option: Some employees who were not meeting expectations could reportedly choose between a PIP and a Global Voluntary Separation Agreement (GVSA).
- Post-employment restriction: Former employees who left with a zero or 60% Rewards outcome, or during or after a PIP, were reportedly ineligible for rehire for two years from their termination date.
- More explicit rewards information: Reporting said the changes included greater transparency around rewards or payout percentages.
Coverage described Microsoft’s internal Rewards framework as using a 0-to-200 scale, but the reported zero and 60% terms should not be treated as universal ratings for every employee or role. They are figures attributed to the internal management communication. (WinBuzzer)
How the reported PIP-or-GVSA choice worked
Reports described a choice for some employees judged to be below expectations. This is a summary of the reported process, not a publicly available Microsoft handbook or a guarantee that every employee received the same options.

- Performance concern is identified. The reported guidance was aimed at employees not meeting expectations.
- The employee is offered a route forward or an exit. One route was a formal PIP, with defined expectations and a timeline. The other was a GVSA.
- The reported GVSA payment was 16 weeks of pay. B-17 News said an internal document described that payment. It is not evidence of a universal Microsoft severance formula or an entitlement in every location or circumstance.
- Eligibility may differ by route and outcome. Reporting said employees who chose the PIP path did not receive the voluntary-separation payment if they failed the plan. It also linked certain low Rewards outcomes and PIP-related departures to transfer or rehire restrictions; it does not establish every possible exception or the consequences of successfully completing a PIP.
Accepting a voluntary exit after a performance-related offer is not necessarily the same category as an ordinary resignation. The reports do not spell out how every type of departure was classified in Microsoft’s HR systems.
Who the reported restrictions appear to cover
The reports describe two distinct restrictions: one affecting movement within Microsoft while a person is employed, and another affecting a former employee’s eligibility to return. The reported consequences differ by situation:

The evidence concerns reported performance-related outcomes and employees on PIPs. It does not establish that contractors, vendors, interns, every Microsoft subsidiary, or employees in every country are covered identically. Nor does it show that a performance-related rehire restriction applies to a person whose job was eliminated for organizational reasons.
What “good attrition” means—and what it does not prove
The May follow-up described “good attrition” as a label for departures the company viewed positively because they involved employees regarded as poor performers. The report said the metric was reviewed at the executive level and did not identify a target. The reported measures appeared amid broader technology-industry pressure for efficiency, measurable results and fewer organizational layers. That context does not establish Microsoft’s motive for adopting the rules, and it does not prove that the process was designed to avoid severance.
What Microsoft has publicly confirmed
The available reporting said a Microsoft spokesperson declined to comment on the internal-document accounts. Microsoft’s public governance policies and careers compensation information discuss broader company practices but do not set out the reported two-year rule. The reports date to April and May 2025. Publicly available Microsoft materials cited here do not independently confirm the exact two-year language, its geographic or business-unit scope, or whether the policy remained unchanged in 2026. A company’s ability to set hiring eligibility does not resolve whether a particular termination or separation agreement complied with applicable law.

What employees should check before leaving
- Read the full separation agreement and any release before signing; do not rely on a verbal summary of the offer.
- Check how the paperwork describes the separation: performance-related exit, job elimination, resignation or another category.
- Ask HR in writing whether you are eligible for future employment and whether any restriction has a start date, end date, or exception.
- Keep copies of performance reviews, Rewards communications, PIP documents, the separation offer and related correspondence.
- If the circumstances are disputed, or you have questions about a release or potential legal rights, consult an employment lawyer familiar with the law where you work.
Do not assume that receiving a separation payment, resigning after an offer, or being included in a layoff produces the same rehire status. The internal rules and individual paperwork—not the headline alone—would determine what applies to a particular case.
