Microsoft described the cuts as organizational changes. Reporting by Reuters connected them to the cost of expanding artificial-intelligence infrastructure and pressure on cloud margins, but Microsoft did not say that AI directly replaced every eliminated job.
How many people did Microsoft lay off in 2025?
The May 13, 2025 announcement covered approximately 6,000 workers, according to the Associated Press and Reuters. That was just under 3% of Microsoft’s workforce. The Associated Press reported that Microsoft had 228,000 full-time employees as of June 2024, with roughly 55% based in the United States.
The widely repeated 7,000 figure is therefore a rounded description, not the most specific count reported for the May event.

A second round came in July
On July 2, 2025, Reuters reported nearly 9,000 more cuts, equivalent to about 4% of Microsoft’s workforce. These were a separate reduction and should not be added to the May announcement as though they were one event without noting the different dates and reported estimates.
Which Microsoft employees and locations were affected?
Microsoft said the May reductions would span all levels, teams and geographies. The company also focused on reducing the number of managers and organizational layers.

Washington state saw a substantial impact: the Associated Press reported 1,985 affected workers connected to Microsoft’s Redmond headquarters. Many were in software engineering and product-management roles. The cuts also reached businesses such as Xbox and LinkedIn. Public reporting on the May announcement did not provide a complete job-by-job or country-by-country breakdown.

AI infrastructure requires unusually large capital spending
Reuters reported that Microsoft earmarked $80 billion in fiscal-year 2025 capital spending, with most directed toward data centers and AI capacity. Building and operating that infrastructure raises costs before new AI revenue fully offsets them.
Cloud margins narrowed
Reuters reported that Microsoft Cloud’s margin fell to 69% in the March quarter from 72% a year earlier. A lower margin can increase pressure to remove duplicated management, simplify products and redirect money toward the infrastructure and computing capacity needed for AI services.

Microsoft’s public explanation was organizational
For the May cuts, a Microsoft spokesperson said: “We continue to implement organizational changes necessary to best position the company for success in a dynamic marketplace.” The company did not publicly state that AI systems had replaced all of the eliminated workers.
What Microsoft says about the AI transition
In a July 24, 2025 employee letter, CEO Satya Nadella acknowledged the layoffs while saying Microsoft was increasing capital expenditures and that “our overall headcount is relatively unchanged.” That statement describes a shift in the composition of work and investment, not an assurance that individual employees affected by the cuts were rehired elsewhere in the company.

Nadella identified security, quality and AI transformation as priorities. He wrote: “We will reimagine every layer of the tech stack for AI—infrastructure, to the app platform, to apps and agents.” He also described Microsoft as having to maintain its existing businesses while creating new categories, business models and a new production function.

The evidence supports a qualified answer: AI was an important strategic and cost context, but Microsoft did not attribute each layoff directly to AI. The company’s contemporaneous wording referred to organizational change, management layers and positioning for a changing market. Reuters connected the timing to billions in AI-related infrastructure spending and narrower cloud margins. Those facts show why Microsoft was reallocating resources; they do not establish a one-for-one replacement of the affected jobs by software or AI agents.
What the layoffs mean for workers and households
Because the announced reductions covered multiple levels, teams and geographies, the personal impact varied by employee. Affected workers should rely on their individual separation documents for severance, benefits continuation, equity treatment, immigration support and final pay; the public announcements did not provide a single package that applies to everyone.
For household planning, the practical distinction is between a company-wide strategy and an individual employment decision. Microsoft’s overall headcount can remain relatively stable while particular roles disappear and new AI-related or infrastructure roles grow. Workers evaluating risk should therefore watch changes in their specific organization, reporting layers, product funding and location rather than infer job security from Microsoft’s total headcount alone.
