Microsoft Faced Early Business Hesitation Over AI PCs in 2024: Report

The first AI PC wave added NPUs, but the business case depended on useful software, supported workflows, and refresh timing.

In June 2024, a report about Microsoft’s first AI PC push described a market still trying to prove its value to businesses. The launch-era machines added processors with neural processing units (NPUs), but the first wave offered relatively few new AI features, according to ExtremeTech’s summary of a Bloomberg report. That early hesitation was not evidence that all businesses rejected AI PCs—or that the category later failed.

What is an AI PC?

In the 2024 launch context, an AI PC was a laptop with a processor containing an integrated neural processing unit, or NPU. The NPU is designed to accelerate certain AI tasks. Its presence is a hardware capability, not proof that the applications a company uses will take advantage of it.

That distinction matters when comparing an AI PC with a regular PC: the label alone does not establish that a device will make a particular employee’s work faster or cheaper. The practical difference depends on whether relevant software supports NPU-accelerated features and whether those features address a real workflow.

Why were companies reportedly holding back?

ExtremeTech’s account of the paywalled Bloomberg report said some major technology companies did not participate in the first wave while the market was small. It described a coordination problem: software developers may have little incentive to build for a small installed base, while businesses may be reluctant to buy hardware without useful software. The accessible summary does not provide an exhaustive list of companies or establish company-specific reasons for their decisions.

The same summary characterized the launch-era set of new AI features as limited. That made the central business question less about whether a PC had an NPU and more about whether the available software justified a purchase. This is a description of the June 2024 launch wave, not a verdict on every AI PC available in 2026.

How should a business assess whether it needs AI PCs?

A useful assessment starts with the work the computers must do, then accounts for the timing and requirements of a company’s normal refresh. An IDC report hosted by Microsoft describes a survey conducted in May 2024 among IT decision-makers and line-of-business managers, with respondents roughly evenly split between those groups. That context shows why refresh planning was part of the discussion; it does not establish a conclusion that applies to every company. The report’s Microsoft sponsorship is also relevant when weighing its claims.

  • Application support: Check whether the specific business applications and features employees use can benefit from an NPU. A specification listing an NPU is not enough.
  • Workflow value: Identify a concrete task that available AI software improves, rather than buying on the assumption that any AI feature will be useful.
  • Refresh timing: Compare the potential benefit with the cost and timing of replacing devices that otherwise meet the organization’s needs.
  • Deployment fit: Verify ordinary requirements such as compatibility, manageability, and deployment needs for the actual candidate devices. Current model-by-model suitability is not established by the launch-era report.

Do Copilot usage figures show AI PC adoption?

No. Microsoft Learn defines its AI adoption score around use of licensed Copilot features, while Microsoft separately reported more than 20 million paid Microsoft 365 Copilot seats on its FY2026 Q3 earnings call. These are measures of software use and paid software seats, respectively—not counts of AI PC purchases, AI PC buyers, or organizations adopting the hardware. They cannot be used to show how many businesses bought AI PCs.

What the 2024 report does—and does not—establish

The available account supports a narrow historical conclusion: when the first AI PCs launched in 2024, the hardware distinction was an integrated NPU, useful software was still a key part of the value proposition, and some major technology companies reportedly held back while the market was small. It does not establish that every business rejected AI PCs, provide a verified adoption rate for the launch wave, or show that later adoption failed.
