Microsoft is expanding Anthropic’s Claude across its AI products, but the evidence points to a broader choice of models—not a wholesale move away from OpenAI. Claude is available in Copilot Studio and Microsoft Foundry, and Microsoft has announced access across the Copilot family. OpenAI remains supported, and it was the default model for new Copilot Studio agents when Claude support launched. A report also said Microsoft found Claude stronger on selected Excel and PowerPoint tasks in internal testing; that does not establish that Claude is better for every workload.
What changed—and what did not
There are three different claims that can get blurred together: Microsoft adding Claude as an option, choosing Claude for selected tasks, and replacing OpenAI as its primary AI partner. Microsoft has clearly done the first, and reporting supports the second for some productivity work. The available announcements do not establish the third.
In September 2025, Microsoft announced Anthropic models for Copilot Studio alongside OpenAI models, for uses including agent orchestration, chat, and deep reasoning. OpenAI remained the default for new agents at launch, and Claude access initially required administrator opt-in. Microsoft later said availability had broadened in most geographies, while tenants in the EU, UK, and EFTA still had opt-in requirements. See Microsoft’s Copilot Studio announcement and update.
The distinction matters: model availability does not mean every Microsoft Copilot user can select Claude, nor that Microsoft has moved every task to it. Controls and availability depend on the product, tenant, geography, and rollout.

Why Microsoft is adding another model supplier
Performance depends on the task
The reported case for Claude includes selected work such as automating financial functions in Excel and generating PowerPoint slides. TechRepublic, summarizing reporting from The Information and Reuters, said Microsoft developers found Anthropic’s model stronger than OpenAI’s on some such tasks. That is a bounded report about internal testing: results can depend on prompts, model versions, tools, and evaluation criteria. It is not evidence that Claude wins across coding, factual retrieval, speed, cost, or every other use.
For Microsoft, the practical implication is that it can use a model where it fits a particular job without making that model the universal choice. A spreadsheet assistant, a coding agent, and a customer-service workflow may have different quality, latency, and cost requirements.

Supplier diversity improves Microsoft’s options
Having more than one frontier-model supplier can reduce exposure to a single provider’s capacity constraints, roadmap, pricing, or availability. It also gives Microsoft more negotiating leverage and more options if a provider’s capabilities or business terms change. The announcements frame the approach as model choice and flexibility, rather than an OpenAI replacement.
Azure can remain central even when the model is not OpenAI’s
Foundry lets Microsoft offer Claude within an Azure environment that customers may already use for identity, networking, governance, billing, and agent deployment. That makes Azure valuable as a control and procurement layer even when the underlying model comes from Anthropic. In this strategy, Microsoft can compete to host and manage enterprise AI workloads without requiring every customer to use one model provider.

The Anthropic relationship is more than a model listing
In November 2025, Microsoft, NVIDIA, and Anthropic announced a strategic arrangement. Microsoft said it had committed to invest up to $5 billion in Anthropic; NVIDIA announced up to $10 billion; and Anthropic committed to purchase $30 billion of Azure compute capacity, with additional capacity of up to one gigawatt. These are announced commitments, not proof that the full sums have already been invested or spent. Why this does not mean Microsoft has ended its OpenAI partnership
Microsoft’s January 2025 statement described a continuing partnership: Microsoft retained rights to OpenAI intellectual property for its products, including Copilot; the OpenAI API remained exclusive to Azure under the arrangement described at that time; and the parties said their partnership ran through 2030, with continued revenue sharing. That statement is time-specific and should not be stretched into a claim about every later contract detail, but it directly contradicts the idea that Microsoft had already ended the relationship. It also helps to separate the products. Azure OpenAI Service is for customers using OpenAI models through Azure. Foundry is designed to expose multiple model providers. Copilot products may make model choices or routing decisions that are not the same as a customer selecting an API model directly. Being available in one Microsoft service does not imply identical access in another.

A model should be selected for a workload, not because of a general ranking or a headline. Run a task-level bake-off with representative examples, using the intended product, model version, tools, and settings.

- Quality: Check accuracy, structured-output reliability, tool-call success, long-context handling, and performance on the actual documents and tasks users will bring.
- Safety and oversight: Compare refusal behavior and error patterns, and decide where human review is required—especially for financial, legal, or other high-impact work.
- Operations: Measure latency and throughput under realistic demand, and estimate inference costs for the expected workload rather than a single demonstration.
- Data and compliance: Confirm geography, data residency, logging and retention, contractual roles, and the provider responsible for inference and service commitments.
- Integration: Verify that the model is available for the relevant license, tenant, and region, and that it works with the organization’s connectors, tools, agents, and existing prompts.
- Governance: Decide how teams will approve model changes, monitor output quality, manage access, and respond if a model becomes unavailable or changes behavior.
For Claude in Foundry, Microsoft says inference is processed in Azure, while Anthropic operates inference and is the data processor and SLA provider. Organizations should review the applicable terms rather than infer that Azure hosting alone settles their data-processing obligations. Microsoft’s Foundry general-availability details.
When to use one model or a multi-model setup
Consider Claude for a task when
- Your own evaluation shows stronger results for the relevant reasoning, coding, document, or agent workflow.
- You want a meaningful alternative to OpenAI inside an Azure-managed environment.
- The product surface and region support the model under your tenant’s configuration.
Keep OpenAI when
- An application’s prompts, evaluations, tools, or customization depend on OpenAI behavior.
- A particular OpenAI model or capability is required, or your tests show it performs better for the workload.
- Continuity matters more than introducing a new model and its associated evaluation and governance work.
Use multiple models only if the added control is worth the added work
A multi-model architecture can route different tasks to different models and reduce dependence on a single supplier. It also requires teams to maintain evaluations, prompts, tool schemas, monitoring, safety rules, and fallback behavior across models. If the organization cannot operate those controls, a single well-tested model may be the simpler choice.
