Microsoft Exchange Online CSP vs. Office 365 E1: Which License Should You Choose?

CSP is a Microsoft purchasing channel, not a different Exchange edition. Compare Exchange Online Plan 1 with E1’s broader web, storage, and collaboration services—and check the full cost and terms.

Exchange Online through CSP and Office 365 E1 are not equivalent products. CSP is a way to buy and manage Microsoft subscriptions through a partner; the relevant email-only product is Exchange Online Plan 1. Office 365 E1 includes that same Exchange Plan 1 mailbox entitlement plus web and mobile Office apps, OneDrive, SharePoint, and other services. Choose based on what each user needs, then compare the full price and terms of the purchase channel.

What “CSP” means in this comparison

Microsoft’s Cloud Solution Provider (CSP) program is a sales and billing channel, not a separate Exchange edition. A CSP partner may handle subscription administration, invoicing, provisioning, or support depending on your agreement. The product’s features come from the specific SKU on the quote, such as Exchange Online Plan 1 or Office 365 E1. Both can be purchased through a partner, so the useful comparison is Exchange Online Plan 1 versus E1—not CSP versus E1. Microsoft describes partner pricing and offers through Partner Center pricing and offers.

Office 365 E1 is a productivity suite, not the same product name as Microsoft 365 E1. Its Exchange entitlement is Exchange Online Plan 1; it does not turn the mailbox into Exchange Plan 2. Microsoft’s Exchange mailbox-plan documentation identifies the Exchange service plan associated with E1.

What Exchange Online Plan 1 includes

Plan 1 is the standalone hosted Exchange option for users who need business email and calendaring. Microsoft’s current comparison lists a 50 GB primary mailbox, a 50 GB archive allocation, and a maximum message size of 150 MB. It also includes Outlook on the web, custom-domain email, calendars, contacts, and built-in Exchange protection against spam and malware. The archive allocation is not a promise of unlimited retention or advanced compliance. Archive capacity, retention, legal hold, deleted-item storage, and eDiscovery are distinct capabilities governed by plan details and configuration. If you have a specific legal or regulatory requirement, confirm the exact license rights rather than treating “50 GB archive” as a compliance solution.

Plan 1 does not include the installed desktop versions of Outlook, Word, Excel, or PowerPoint, nor suite entitlements for OneDrive, SharePoint, or Teams. It provides the mailbox service, not a general Office productivity bundle.

What Office 365 E1 adds—and what it does not

E1 includes Exchange Online Plan 1 and adds browser and mobile versions of Word, Excel, PowerPoint, and Outlook; 1 TB of OneDrive storage per user; SharePoint; and collaboration and productivity services such as Planner, Forms, Lists, To Do, and Loop. Microsoft’s Office 365 E1 page lists the current suite features. Availability and service limits can vary by feature and licensing terms.

Microsoft lists E1 with Teams and E1 without Teams as separate variants. Do not assume a quote includes Teams: confirm the SKU and region. Even the Teams-inclusive version does not, by itself, mean Teams Phone, PSTN calling plans, or every advanced meeting feature is included.

E1 does not include installed desktop Office apps. It is a browser- and mobile-app plan. A user who needs desktop Outlook, Word, Excel, or PowerPoint needs a separate qualifying desktop-app license or a plan that includes those apps.

US direct-price reference and total cost

On August 18, 2026, Microsoft’s US direct-purchase pages displayed the following prices, each with annual payment terms. They are reference prices for the United States—not a CSP quote, and not necessarily the amount an organization will pay after taxes or partner charges.

The annual figures are arithmetic annualizations of Microsoft’s displayed monthly equivalents, not separate quotations. Microsoft’s E1 page shows the E1 variants; the Exchange comparison shows standalone Exchange plans. Prices and SKU availability can change, so check the current page and your region before budgeting.

There is no single universal CSP price to put beside those direct prices. Partner Center price lists are updated monthly, and commercial terms depend on factors including market, currency, SKU, commitment, billing frequency, and offer. A partner may discount licenses or charge separately for support and management. An annual commitment billed monthly is still an annual commitment, not necessarily a month-to-month subscription. Ask for a written quote that identifies the exact SKU, term, billing cadence, taxes, support scope, and any add-ons.

  • Is the quote for Exchange Online Plan 1, E1 with Teams, or E1 without Teams?
  • Is the amount before or after tax, and does it include partner or management fees?
  • What are the commitment, renewal, cancellation, and seat-reduction rules?
  • Are migration, backup, security, or compliance services included, and what do they cost separately?
  • Does the partner support a mixed-license tenant so email-only users do not pay for unused suite services?

When buying through a CSP partner makes sense

A partner can be valuable when the organization wants consolidated billing, local-currency invoicing, help with provisioning, migration or onboarding, managed administration, or a support contact familiar with its environment. These are partner services, not extra Exchange features guaranteed by the CSP license. Support quality, response times, escalation, and fees depend on the agreement.

Direct purchase may suit organizations with capable Microsoft 365 administrators that want to manage subscriptions themselves and do not need partner-led migration or support. Compare the total cost and responsibilities, not just the visible license price. A low quote may exclude services you need; a higher quote may include support you would otherwise buy separately.

Questions to ask a prospective partner

  • Who owns and administers the tenant, and what happens if you change providers?
  • What support hours, response targets, and Microsoft escalation assistance are included?
  • How are renewals, cancellations, annual commitments, and seat decreases handled?
  • Are onboarding, domain setup, migration, backup, or security services optional or bundled?
  • Will the partner document the exact license SKUs and any Teams or compliance exclusions?

Match licenses to users instead of defaulting to one plan

Many organizations can lower waste by assigning licenses according to job needs. A single tenant does not have to put every person on E1 if some only need email and others actively use the broader suite.

Microsoft’s service description says users accessing Exchange Online need an appropriate subscription. Shared and room mailboxes may not require an individual user subscription when they do not use user sign-in and are accessed by licensed users with suitable permissions, but storage, access, and usage conditions matter. Check the current service description for the exact case.

When neither option is enough

Users need desktop Office

Neither Exchange Plan 1 nor E1 includes installed desktop Office applications. Evaluate a qualifying Microsoft 365 Apps license or a plan that includes desktop apps, based on the organization’s broader requirements.

Mailboxes need more capacity or Exchange features

Microsoft’s comparison lists Exchange Online Plan 2 with a 100 GB primary mailbox and archive capacity up to 1.5 TB, along with features beyond Plan 1, including built-in DLP. Confirm current limits and feature conditions on the Exchange plan comparison.

Compliance requirements exceed the baseline

Do not assume the word “Enterprise” in E1 means every advanced security, retention, audit, DLP, or eDiscovery capability is included. E1 is not equivalent to E3 or E5 for those workloads, and add-ons may have prerequisites. Check the applicable Office 365 Product Terms and Exchange Online Product Terms against the actual requirement.

Hybrid Exchange or specialized deployment

A cloud-only Exchange subscription does not automatically grant every right needed to run Exchange Server on-premises. Microsoft distinguishes those rights in its licensing FAQ. Multi-Geo and other specialized rights also depend on the applicable terms and program.

Plan license changes before making them

Changing a user from Exchange Online Plan 1 to E1 generally changes the user’s assigned service entitlement; it is not itself a mailbox migration between providers. Moving from E1 to Exchange-only licensing can remove entitlement to OneDrive, SharePoint, Teams, and other services if no other license covers them. Before changing assignments, inventory the apps and data users rely on, verify retention and access implications, and coordinate timing with administrators or the CSP partner. A partner may help with tenant setup or migration, but that work is not automatically part of the license.
