The company confirmed broad organizational changes but did not publish a complete head-count figure in its initial statement. Reporting based on people familiar with the matter put the total at approximately 9,000 employees—less than 4% of Microsoft’s global workforce.
What Microsoft announced
The July 2, 2025 announcement covered teams, job categories, geographies and levels of seniority across Microsoft. The company described the action as an organizational restructuring intended to simplify operations, improve effectiveness and reduce management layers.
The approximately 9,000 figure was reported by major outlets rather than presented in a detailed, audited Microsoft head-count release. CNBC and Bloomberg Law reported the estimate from people familiar with the matter. “About 9,000” is therefore the appropriate description, not an exact confirmed total.
Why the July timing mattered
Microsoft’s fiscal year runs from July 1 through June 30. Fiscal 2026 began on July 1, 2025, and the layoffs were announced the following day. Microsoft has repeatedly used the start of a fiscal year to reset budgets, reporting lines and staffing priorities, so the timing fits a corporate-planning pattern. It does not establish that the fiscal-year change itself caused the reductions, nor did every affected employee necessarily leave on July 1 or July 2.

What “reducing management layers” means
Microsoft’s stated goal was a company with fewer layers between individual contributors and senior leadership. In practice, delayering can involve eliminating management positions, merging teams, changing reporting relationships or requiring employees to compete for newly defined roles.
The reported scope was broader than managers alone. The cuts affected different kinds of jobs, so it would be inaccurate to treat every eliminated position as a management role.
Xbox was affected, but the cuts were companywide
Gaming was one of the visible areas affected. Xbox leadership told employees that the changes were intended to position the gaming business for long-term success and concentrate resources on strategic growth areas. The restructuring occurred amid continuing changes to game-development priorities and Xbox’s distribution strategy.
Xbox was not the entire story. Commercial and corporate functions and other Microsoft businesses were also included, and the available reporting does not provide a complete division-by-division or geographic breakdown.

The layoffs came while Microsoft was spending heavily on AI infrastructure and products, and while technology companies were under pressure to show productivity gains from those investments. That context helps explain why the cuts were widely discussed as part of an AI-era labor trend.
It does not prove that AI directly replaced each affected worker. Microsoft’s stated explanation centered on organizational change, efficiency and simplification. The evidence does not establish a one-for-one substitution of 9,000 jobs with AI systems.

Microsoft had already cut jobs in May
Microsoft announced approximately 6,000 layoffs in May 2025. The July action was therefore a second major reduction in the same calendar year. Because both figures are approximate and may use different counting methods, they should not be treated as a precise combined total without further company disclosure.
What remained unknown about the 2025 round
- The exact final number of affected employees.
- The split among divisions, countries and job categories.
- How many affected employees were managers versus individual contributors.
- How many notices were immediate and how many took effect later.
- Whether voluntary departures or buyouts were counted separately from involuntary layoffs.
Local employment filings, where available, would represent only the locations covered by those filings and should not be mistaken for Microsoft’s global total.

Separate later restructuring in July 2026
Microsoft announced another, distinct restructuring on July 6, 2026, affecting approximately 4,800 roles companywide. Reporting said Xbox accounted for 1,600 immediate cuts, with roughly 3,200 Xbox roles expected to be eliminated through fiscal 2027. That event occurred at the beginning of fiscal 2027 and should not be backdated into the July 2025 figure. Reuters’ report carried by Investing.com describes the later reduction.
The Bottom Line
Microsoft did announce layoffs at the start of its fiscal year: the July 2, 2025 restructuring was reported to affect about 9,000 people, although Microsoft initially did not publish a complete number. The cuts were broad, included Xbox, and were presented primarily as an effort to simplify the organization and reduce management layers—not as a documented one-for-one replacement of employees by AI.
