Microsoft’s 2026 reorganization is an ongoing Xbox reset rather than a single layoff announcement. Xbox is reducing roles, moving studio responsibilities, flattening management, and changing how Microsoft will report its businesses in fiscal 2027. The September confirmation shows that the restructuring is well underway, but the final scope can still change as FY27 progresses.
What Microsoft confirmed on September 22
Matt Booty, Xbox’s president of game content and studios, said Xbox was eliminating roles across Halo Studios, other first-party studios, and the Xbox Game Studios management and central-functions layer. Xbox said the actions completed since July, including studio divestitures, represented roughly three-quarters of the previously announced restructuring.
“First, we are eliminating 268 roles across Halo Studios, other first-party studios, and the XGS management and central functions layer,” Booty wrote in the employee update.
That figure is the September 22 action, not a new estimate for the entire FY27 program. It should be read alongside the broader plan announced in July rather than added to it automatically.

How the July plan and September update fit together
Microsoft and outside reporting describe overlapping but different scopes. The July Xbox memo set an FY27 reduction plan; the September update reported progress on that plan. The Associated Press separately reported a company-wide July total that included cuts outside Xbox.

Xbox’s July memo called the move “the most significant restructure in XBOX history” and said, “Our business today is not healthy.” Those statements explain why Microsoft is presenting the changes as an operating-model reset, not simply a short-term staffing reduction.

Which studios and franchises are affected?
Activision takes on more studio responsibility
Activision will expand its remit to include World’s Edge and Rare. The September announcement also said Activision will develop the next Halo title through a new purpose-built team.
Halo gets a separate development structure
The new Halo team will be separate from ongoing development and from Call of Duty plans. The announcement does not establish a release date, platform plan, budget, or staffing level for that team, so those details should not be inferred from the reorganization.

Four studios move to new management
The July plan said four studios would leave Xbox for new management. The September passage confirming the latest role eliminations did not identify all four transfers. Until Microsoft names the remaining arrangements in a later primary announcement, it is safer not to assign additional studios to a particular owner.
The management-layer reset
Xbox said some parts of the business had as many as 14 management layers. Its target is no more than five layers, and where possible three. Fewer layers can make accountability and decision paths easier to follow, but reaching that target generally requires consolidating reporting lines and eliminating overlapping management work. The announcement does not quantify how many managers will remain or how quickly each organization will reach the target.

Microsoft is changing its corporate reporting, too
The SEC filing dated September 2 says Microsoft will report two segments beginning in fiscal 2027:
- Agents and Infra
- Devices and Consumer
This is a financial-reporting structure, not a statement that Microsoft has merged every operating team into two departments. Segment reporting determines how Microsoft presents revenue and results to investors; internal Xbox reporting lines and studio ownership are separate organizational questions.

What the reorganization means for different stakeholders
Employees and job seekers
The confirmed actions show that Xbox’s restructuring is still in progress. The July plan is an estimate for FY27, while the September figure is a specific completed action. Employees should therefore treat public totals as time-sensitive and distinguish role eliminations from studio divestitures or transfers, which may affect people through a change in employer or management rather than an identical layoff process.
Players
For players, the clearest announced change is the new Halo development team and Activision’s expanded oversight of World’s Edge and Rare. Those changes do not, by themselves, establish cancellations, launch delays, game quality, or changes to existing support commitments.
Investors and household finances
The reorganization signals that Microsoft is trying to simplify Xbox’s cost structure and reporting accountability, but the announcements do not provide enough information to calculate savings, future game revenue, or an effect on the share price. Investors should use the new FY27 segment disclosures when they become available rather than treating the Xbox headcount figures as a direct forecast of Microsoft-wide earnings.
