The project was planned to add 15,700 square metres (169,000 square feet) of space and support Microsoft’s growing cloud and online-services business across Europe, the Middle East and Africa (EMEA).
This was a historical expansion announcement, not a current 2026 investment. Contemporary coverage said construction was expected to finish in spring 2014.
What Microsoft announced
The project expanded Microsoft’s established Dublin facility rather than creating an unrelated new campus. Data Center Knowledge reported that the additional 15,700 square metres would bring the site to approximately 54,255 square metres (584,000 square feet). Microsoft’s European materials identified the investment as €170 million; the roughly $230 million figure was the contemporaneous dollar conversion.
After the project, Microsoft said its cumulative investment in the Dublin facility would reach approximately $806 million (€594 million). The figures describe the company’s position and plans at the time, not the site’s current size or value.

Why Dublin mattered to Microsoft
Microsoft positioned Dublin as a major delivery hub for cloud services serving EMEA. Adding capacity in an established European location allowed the company to place infrastructure closer to customers as demand for hosted software, search, communications, gaming and developer services increased.
The investment also reflected Ireland’s emerging role in the data-center economy. Google, Amazon and other technology companies were establishing operations there, and IDA Ireland presented Microsoft’s expansion as evidence that Ireland could attract large-scale cloud infrastructure. Dublin was an important hub, not Microsoft’s only European location, and the announcement did not mean every European customer’s data was stored in Ireland.

Services that would use the added capacity
The 2013 report linked the Dublin capacity to several Microsoft services:

Windows Azure was the service’s name at the time; Microsoft later shortened the brand to Microsoft Azure. The announcement should not be read as a statement about later workloads such as generative artificial intelligence, which were not the subject of this project.
Project scale and employment
| Item | Announcement-time figure | How to interpret it |
|---|---|---|
| Announcement date | December 3, 2013 | Historical event |
| Investment | €170 million (about $230 million then) | Planned expansion investment, not a current-dollar estimate |
| New floor area | 15,700 m² / 169,000 sq. ft. | Additional planned space |
| Projected total facility | 54,255 m² / 584,000 sq. ft. | Contemporary projected total |
| Completion target | Spring 2014 | Forecast made when announced |
| Cumulative Dublin investment | $806 million / €594 million | Reported cumulative total after the project |
| Construction employment | About 380 jobs | Temporary, project-related work |
| Additional full-time roles | 20 | In addition to about 80 existing facility workers |
The employment distinction matters. The 380-person figure referred to construction jobs expected during the build-out, not 380 permanent Microsoft positions. The announcement also cited 20 additional full-time roles alongside approximately 80 people already working at the facility.

Technical and environmental features reported at the time
Contemporary reporting highlighted design choices intended to reduce operating overhead. The original Dublin facility was described as relying little or not at all on conventional chillers, using Ireland’s relatively cool climate and outside-air cooling. That description applies to the historical facility and does not establish that every later hall used an identical system.
Data Center Knowledge reported an overall power usage effectiveness (PUE) of about 1.24, with newer data halls reaching as low as 1.17. PUE compares total facility power with the power delivered to computing equipment: lower values generally indicate less overhead, but these were historical reported figures rather than current independent measurements.

That was a facility-level claim and should not be generalized to Microsoft’s entire global data-center fleet. The material did not establish the expansion’s electrical capacity, water consumption, carbon emissions or renewable-energy procurement.

How the expansion fits Microsoft’s European cloud build-out
Dublin was an early example of the hyperscale-cloud build-out in Europe: Microsoft was expanding a regional delivery platform for rapidly growing online services, not merely adding an isolated server room. Later announcements show that the company developed a broader European network rather than relying on Dublin alone.
In 2016, Microsoft described Ireland and the Netherlands as European cloud hubs and discussed expanded or newly available capacity in locations including the United Kingdom and Germany. Microsoft also said the completed Ireland expansion served Azure, Office 365 and Dynamics CRM Online. Those later developments provide context, but they should not be credited entirely to the 2013 Dublin project.
See Microsoft’s later updates on the Ireland expansion at Microsoft Source and on wider European investment at Microsoft’s 2016 European cloud announcement.
Quick Recap
What the announcement did—and did not—establish
- It established a €170 million plan to expand an existing Dublin campus.
- It identified EMEA service delivery and named contemporary workloads, including Office 365 and Windows Azure.
- It separated temporary construction employment from a smaller number of additional permanent roles.
- It did not provide the site’s current capacity, workforce, power demand or energy mix.
- It did not guarantee that all European customer data, or every Microsoft service, would be stored in Ireland.
- It was not an announcement about AI-specific infrastructure.
