Microsoft now lets qualifying business and enterprise tenants enable selected Copilot agents on a usage basis instead of assigning every user a Microsoft 365 Copilot add-on license. The documented Microsoft 365 Copilot pay-as-you-go service covers Copilot Chat, SharePoint agents and the Copilot Retrieval API in preview, with Copilot Chat and SharePoint-agent consumption billed through an Azure subscription at $0.01 per billable message.
This is not unlimited Microsoft 365 Copilot for everyone. Users still need an eligible Microsoft 365 subscription, administrators must create and connect an Azure-backed billing policy, and the metered route does not add priority access, full Work IQ grounding or every Copilot feature in Word, Excel, PowerPoint, Outlook, Teams and OneNote.
What Microsoft actually added
Microsoft has added a consumption-based access path for particular agent scenarios in Microsoft 365 Copilot Chat. It is aimed mainly at people who have a qualifying Microsoft 365 business or enterprise plan but do not have the Microsoft 365 Copilot add-on license.
Copilot Chat remains the work-focused chat experience available with eligible Microsoft 365 subscriptions. Within it, Microsoft distinguishes between agents that are available at no additional cost and agents that use shared organizational data and therefore require metered access. Public-web or instruction-grounded declarative agents can generally be used without the new meter; tenant-grounded agents, such as those drawing on SharePoint or Microsoft Graph Connector content, can be enabled through pay-as-you-go billing.

The service is documented for Microsoft 365 Copilot Chat, SharePoint agents and the Copilot Retrieval API in preview. Availability can depend on tenant, geography, subscription and rollout status; administrators should confirm the current service list in Microsoft’s pay-as-you-go overview.

Paying for an agent does not change a user’s underlying data permissions. A SharePoint-grounded agent should still return only information that the user is authorized to view.
How the meter works
The Microsoft 365 Copilot meter
For Microsoft 365 Copilot pay-as-you-go, Microsoft identifies the relevant service meter as Copilot Studio and lists a price of $0.01 per billable message. A billable message is a request or message sent to Copilot that triggers an agent action or response. It is a metered interaction, not a promise that every completed business task costs exactly one cent.
Grounding, connectors, actions, retries and workflow complexity can affect how an interaction behaves. Do not estimate a department’s bill by multiplying one cent by the number of employees or by the number of broad “tasks” they perform.
Do not confuse messages with Copilot Credits
Microsoft has a separate Copilot Studio pay-as-you-go system that counts Copilot Credits, also listed at $0.01 per credit in Microsoft’s licensing material. Copilot Credits and Microsoft 365 Copilot Chat messages are different billing units. The distinction is explained in Microsoft’s Power Platform meter documentation and the June 2026 Copilot Studio Licensing Guide.

Other costs can still apply
- Your existing Microsoft 365 subscription remains a separate cost.
- Users with full Microsoft 365 Copilot licenses still incur the applicable seat charge. The June 2026 licensing guide lists Microsoft 365 Copilot at $30 per user per month.
- Custom Copilot Studio agents, premium connectors, Dataverse, workflows and other connected Azure services can generate separate charges.
- High-volume assignment or repeated agent actions can make a low per-message rate material.
Who benefits most
- Pilot teams: Test a tenant-grounded agent with a defined group before committing to seats.
- Occasional users: Give seasonal, frontline or infrequent users access without buying a recurring Copilot add-on for everyone.
- Departmental deployments: Enable a SharePoint agent for one function while keeping other employees outside the billing policy.
- Procurement teams: Measure real usage before deciding whether prepaid capacity or per-user licensing is more predictable.
It is a weaker fit for employees who use Copilot throughout the workday and need the full Microsoft 365 application experience, priority access or broad work-data reasoning.
Administrator prerequisites and setup
Before you start
Microsoft’s setup documentation requires:
- A qualifying Microsoft 365 business or enterprise environment.
- An Azure subscription in the same tenant.
- An Azure resource group.
- Owner or Contributor rights to the Azure subscription and resource group.
- One of these Microsoft 365 roles: Billing Administrator, AI Administrator or Global Administrator.
Global Administrator is highly privileged. Use the least-privileged role that can complete the configuration.
Create and connect the billing policy
- Sign in to the Microsoft 365 admin center.
- Open Copilot > Billing & usage.
- On Billing policies, select Add a billing policy.
- Enter billing details, select the Azure subscription and resource group, and add the users or groups that should be covered.
- Optionally add a budget and notification thresholds, then complete policy creation.
- Return to Copilot > Billing & usage and open Pay-as-you-go services.
- Select Microsoft 365 Copilot Chat or SharePoint agents, then connect the billing policy.
Creating a policy alone does not enable the service; it must be connected to the relevant Copilot service. Pay-as-you-go is disabled by default.
Test before broad rollout
Microsoft suggests testing with an eligible user through agents such as Learning Coach, Writing Coach or Career Coach. Its setup guidance says a basic “What can you do?” prompt consumed approximately 12 credits in that test scenario. Treat that figure as Microsoft’s example, not a universal cost per prompt. Confirm activity in the Copilot Credits Report.
Cost controls that do not work the way many buyers expect
Budgets are alerts, not hard caps
The budget setting can email administrators when spending reaches configured percentages. Microsoft says it does not stop usage or prevent the organization from exceeding the amount. A pilot therefore needs group restrictions, reporting and an internal approval process in addition to the alert.

Assignment scope drives exposure
Start with a security group or department rather than “all users.” Microsoft says an existing all-users policy must be disconnected before a user-specific policy can be connected. A tenant can create up to 50 billing policies, which supports departmental allocation but makes naming, ownership and chargeback conventions important.
Reporting is delayed
Use the Microsoft 365 admin center, Billing > Cost Management and Azure Cost Management to review consumption. Microsoft says billed amounts are updated daily and can take up to 24 hours to appear; a sudden shutdown may therefore not show the complete final amount immediately. If pay-as-you-go is turned off, access removal can take up to two hours.

Suppose a company assigns 25 employees to a department-specific policy and, as an illustration, records 4,000 billable messages in a month. At the documented $0.01 message rate, the direct message-meter amount would be $40 for that usage. This is an example, not a Microsoft forecast: actual billing depends on which interactions are billable and on any separate Copilot Studio, Azure or Microsoft 365 charges.
For comparison, 25 Microsoft 365 Copilot seats at the $30-per-user-per-month figure in Microsoft’s June 2026 licensing guide would represent $750 per month. That comparison is meaningful only if the pilot users need the broader licensed feature set and if the $30 figure applies to the organization’s agreement and market. A high-volume workflow can also make metered spending less predictable than seats.

What this means for Microsoft’s AI strategy
The structure suggests a two-tier adoption path: organizations can lower the barrier to trying tenant-grounded agents while retaining a premium seat license for employees who need comprehensive Copilot functionality. Routing consumption through Azure also places Microsoft 365 AI usage inside the cloud billing and governance systems many enterprises already operate. That is an interpretation of the product design, not a stated Microsoft strategy.
Practical buying checklist
- Confirm that every intended user has an eligible Microsoft 365 business or enterprise subscription.
- List the exact agents and data sources involved; do not assume every Copilot agent is metered or included.
- Estimate messages by department and workflow, including retries and automated actions.
- Compare that estimate with the applicable Microsoft 365 Copilot seat price and feature requirements.
- Assign a narrowly scoped security group and name a cost owner.
- Set alert thresholds, while treating them as notifications rather than spending limits.
- Review Azure and Microsoft 365 reports daily during the pilot, allowing for the documented reporting delay.
- Define a manual shutdown procedure and allow up to two hours for access removal.
Frequently Asked Questions
Do users need a Microsoft 365 Copilot license to use the pay-as-you-go agent route?
They do not need the Microsoft 365 Copilot add-on for the metered scenario, but they still need a qualifying Microsoft 365 business or enterprise subscription and must be included in an administrator’s billing policy.
Is every Copilot Chat agent charged at $0.01?
No. Microsoft documents no-additional-cost agents as well as metered agents. The $0.01 figure applies to the Microsoft 365 Copilot pay-as-you-go meter’s billable messages, not every agent task or every Copilot product.
Does a budget stop the bill when it is reached?
No. Microsoft documents budgets as notification mechanisms. Usage can continue after the configured amount is exceeded unless administrators disable or otherwise restrict the service.
