Microsoft 365 E3 vs. F3: Which License Fits Your Employees?

E3 suits information workers who need desktop Office and broader enterprise capabilities. F3 targets frontline roles using Teams and web or mobile apps—with important limits to check before switching.

Microsoft 365 E3 is built for information workers who need desktop Office, conventional business email, and broader enterprise capabilities. Microsoft 365 F3 is built for frontline workers who mainly use Teams, web or mobile apps, and shared or small-screen devices. They are different plans for different work patterns, not equivalent tiers. For many organizations, the best fit is a mix: F3 for qualifying frontline roles and E3 for employees who depend on desktop productivity, larger storage, or specific enterprise features.

Before switching anyone, check the exact SKU and contract: Microsoft sells versions with and without Teams in some markets, and F3 has limits that can affect email, OneDrive, Office apps, and device scenarios.

Microsoft 365 E3 vs. F3 at a glance

Microsoft positions E plans for information workers and F plans for frontline workers. Frontline work commonly involves customers, the public, manufacturing, or distribution. A job title or device alone does not determine the right license; consider the employee’s actual duties and the services they need.

Which users are E3 and F3 designed for?

E3: information workers

E3 is generally the better fit for desk-based employees who work primarily on Windows PCs or Macs, create and edit substantial documents, or rely on installed Office applications. That may include accountants working in complex Excel files, executive assistants managing calendars and delegated mailboxes, and employees who need a conventional corporate mailbox and substantial personal storage.

Microsoft identifies E3 and E5 as enterprise plans for information workers on its enterprise licensing page.

F3: frontline workers

F3 is designed for people whose primary work takes place in settings such as stores, plants, warehouses, clinics, or customer sites. It suits employees who mainly need Teams, frontline communications, web or mobile Office, and quick access to organizational resources—not a full desktop-office environment.

Microsoft describes frontline workers and its frontline plans on its frontline plans page. A store manager who spends most of the day on a desktop may need E3; one who primarily coordinates shifts and staff on a mobile device may fit F3.

Desktop Office is the biggest practical difference

E3 includes installed desktop Office applications, including Word, Excel, PowerPoint, Outlook, and other apps according to platform and plan details. F3 does not grant desktop Office client rights. F3 users rely on web and mobile Office instead; Microsoft’s current comparison identifies an integrated-screen limit of less than 10.9 inches for the included mobile-app rights.

This difference matters when work requires advanced Excel features, desktop-only integrations, Access, extensive offline editing, or Outlook desktop. Web and mobile apps can handle many everyday tasks, but they are not identical substitutes for desktop applications. If an E3 user moves to F3, installed Office apps may enter reduced-functionality mode. Plan to remove the desktop apps or restore an appropriate license, rather than assuming they will remain fully usable.

Email, OneDrive, and SharePoint limits

Mailbox size and Outlook

The relevant E3 Exchange service plan provides a 100 GB mailbox. F3 provides a 2 GB mailbox and Outlook on the web, not Outlook desktop. Microsoft’s cited comparison also lists no archive mailbox or delegate access for F3. Users who manage another person’s mailbox, depend on archiving, or retain substantial email are poor candidates unless the organization changes those workflows or assigns a different license.

OneDrive and SharePoint

E3 generally provides at least 1 TB of OneDrive storage, though the actual quota depends on tenant configuration and Microsoft’s storage rules. F3 provides 2 GB. Microsoft warns that a OneDrive account over the F-plan limit becomes read-only after the switch, so check actual usage before changing the license.

F3 users can collaborate in SharePoint and access organizational resources, but the comparison lists no personal sites or site mailboxes. These restrictions matter if a workflow relies on a personal SharePoint site or a site mailbox; they do not mean F3 users cannot access team or organizational SharePoint content.

Teams and frontline features depend on the SKU

Do not assume that “E3 includes Teams” or “F3 includes Teams” is true for every buyer. Microsoft offers with-Teams and no-Teams variants in some markets and licensing arrangements. Confirm the SKU on the organization’s order, agreement, or provider quote before comparing costs or features.

In the with-Teams configuration, F3 supports core collaboration such as chat, channels, meetings, and content collaboration across Teams clients. Microsoft’s comparison excludes town halls and webinars from F3 and does not include Teams Phone by default. Eligible F-plan users may add Teams Phone Standard for Frontline Workers. The no-Teams F3 variant does not provide the same Teams experience.

F3 can be a better fit than E3 for frontline communication even though it is narrower for desktop productivity. Its frontline-oriented experience includes capabilities such as Shifts, Viva Connections, and Viva Learning, with feature availability depending on the plan and configuration. Check the relevant Teams packaging before relying on any of these for a particular deployment.

Security, Windows, device management, and compliance

F3 is not simply an unsecured or bare-bones plan. It includes core identity, security, compliance, and device-management capabilities. The distinction is that E3 generally supplies a broader enterprise baseline, while advanced requirements may call for add-ons or other licenses. Compare the exact service plans needed for your policies rather than deciding from product names alone.

  • Identity and device management: Compare the required Microsoft Entra and Intune capabilities, including the policy scope and device scenarios you use.
  • Threat protection: Check the Defender capabilities and plans required for endpoints and email; do not assume all Defender tiers are included in either plan.
  • Data protection and governance: Validate requirements for data-loss prevention, eDiscovery, litigation hold, audit, information barriers, and Customer Lockbox.
  • Frontline add-ons: Microsoft’s plan comparison identifies F5 Security and Compliance add-ons as a possible route for frontline users needing capabilities beyond F3. Confirm the precise feature and licensing conditions before purchase.

For Windows, distinguish a user’s Windows Enterprise entitlement from rights to access a virtualized desktop or Windows 365. Microsoft’s comparison conditions F3 Windows 11 Enterprise access on a virtualization/VDI scenario involving licensed users of shared devices with a qualifying operating system, with an exception for Azure Virtual Desktop. Do not treat that as unconditional equivalence to E3 rights: verify the device, operating system, and virtualization arrangement against the applicable terms.

Power Apps and Power Automate: included rights are not premium licenses

F3 includes Microsoft 365-level Power Apps and Power Automate rights, and the with-Teams configuration includes capabilities such as Dataverse for Teams and Copilot Studio for Teams in Microsoft’s comparison. These rights can support frontline forms and workflows, but they are not a blanket license for every Power Platform scenario.

Premium connectors, premium automation, broader Dataverse use outside the included Teams scenario, and higher-capacity needs may require separate licensing. Microsoft’s frontline plan page also notes a 2,000-steps-per-day limit for certain frontline automation scenarios in its current comparison. Check the exact workload and current licensing terms before designing an app around an assumed entitlement.

Role-based examples: who should get each license?

How to evaluate the price, not just the list price

Microsoft’s United States frontline pricing page displayed F3 with Teams at $10.00 per user per month, paid yearly, with an annual commitment when viewed on August 18, 2026. The same page displayed the no-Teams variant at $8.93 per user per month, paid yearly. These are dated US price signals, not universal prices; geography, taxes, channel, eligibility, and contract can change what a buyer pays. There is no single E3 price that applies to every enterprise buyer. Country, currency, Teams packaging, CSP or direct purchase, Enterprise Agreement terms, government or nonprofit eligibility, and negotiated discounts can all matter. Use the organization’s actual quote or agreement rather than comparing F3’s displayed web price with an assumed E3 list price.

Compare the full cost of the design:

  • Base licenses and Teams packaging
  • Teams Phone, if calling is needed
  • Desktop Office, if F3 users still require it
  • Premium Power Platform use
  • Advanced security or compliance add-ons
  • Migration, support, and change-management work

A lower F3 subscription can lose its advantage if required add-ons recreate E3 capabilities. Conversely, assigning E3 to every frontline employee can pay for desktop and storage features they do not use. For an organization under Microsoft’s business-plan seat limit, Microsoft 365 Business Premium may be an alternative when desktop Office and endpoint/security capabilities are needed; compare eligibility and features on Microsoft’s business plans page. Office 365 E3 plus separate security or device licenses is another possible design, but separate components can increase administration and total cost.

Preflight checklist for moving a user from E3 to F3

Microsoft recommends replacing the E license and assigning the F license in the same operation rather than leaving the user temporarily unlicensed. Before making that change, confirm the user can work within F3’s entitlements:

  1. Desktop Office: Identify installed Office use, desktop-only integrations, offline work, and Access dependencies. Plan for apps to lose full functionality if the user lacks another desktop-app license.
  2. Mailbox: Check whether the mailbox exceeds 2 GB. Review archive use, PST files, Outlook client-only rules, local data, signatures, and mailbox delegation.
  3. OneDrive and SharePoint: Check OneDrive use against the 2 GB F3 limit and identify reliance on personal sites or site mailboxes.
  4. Teams: Confirm whether the user needs town halls, webinars, or Teams Phone, and verify the with-Teams or no-Teams SKU.
  5. Windows and devices: Validate shared-device, qualifying-operating-system, and virtualization arrangements, including any Azure Virtual Desktop scenario.
  6. Power Platform: Find premium connectors, premium automation, non-included Dataverse use, or capacity needs that require separate licenses.
  7. Security and compliance: Map required endpoint, email, DLP, eDiscovery, hold, audit, or governance controls to the exact F3 entitlements and any add-ons.

How to choose

  • Choose E3 when the employee needs installed Office, desktop Outlook, substantial email or OneDrive capacity, or broader information-worker capabilities.
  • Choose F3 when the employee is genuinely frontline, works mainly through web/mobile Teams and Office, and can operate within F3’s storage, email, and device conditions.
  • Use both when the organization has distinct frontline and office-based roles. Segment by actual work pattern and requirements rather than assigning one plan to everyone.
