Microsoft’s January 15, 2025 announcement made Microsoft 365 Copilot Chat an included, enterprise-protected AI chat experience for eligible Microsoft 365 business and enterprise users—and added a route to discover, create and use AI agents. As of August 18, 2026, the practical distinction is important: Copilot Chat itself is included for qualifying users, while many useful agent scenarios require administrator approval, metered Copilot Studio consumption or a paid Microsoft 365 Copilot license.
What Microsoft announced on January 15, 2025
Microsoft renamed its commercial Copilot experience Microsoft 365 Copilot Chat for people signed in with a Microsoft Entra work or school account. The announcement retained enterprise data protection and added pay-as-you-go agent capabilities. Microsoft also renamed the Microsoft 365 app the Microsoft 365 Copilot app.
The strategy separated two products: a broad-access chat tier intended to put secure AI in front of more employees, and the paid Microsoft 365 Copilot add-on for deeper Microsoft 365 context and integration. The original announcement described GPT-4o-powered chat; model availability is now subject to Microsoft’s current service documentation rather than that historical announcement. Who can use Copilot Chat?
It is not automatically available to every Microsoft 365 customer. A user generally needs:

- A work or school account, not a personal Microsoft account.
- An eligible Microsoft 365 business or enterprise subscription.
- A tenant in which an administrator has not disabled Copilot Chat.
Microsoft’s small-business announcement specifically identified Business Basic, Business Standard and Business Premium subscribers, but current eligibility is broader and can change by plan, geography, rollout channel and tenant configuration. Administrators should verify the current list in Microsoft’s licensing documentation.
What “access to AI agents” actually means
An agent is a specialized AI experience that answers questions from selected information or carries out defined work for a person, team or organization. Access is not one universal permission: discovering an agent, running an approved agent, authoring one and deploying an agent with business actions can all be governed separately.
Retrieval and question-answering agents
- Answer questions from approved documents or SharePoint content.
- Summarize company policies and explain procedures.
- Guide new employees through onboarding information.
- Help staff locate internal knowledge without searching multiple sites.
Action and workflow agents
- Use connectors to reach business systems.
- Trigger workflows or update records.
- Coordinate multi-step processes beyond a simple response.
Agent Builder, SharePoint agents and Copilot Studio differ in data sources, authoring controls, deployment options and cost. Microsoft’s agent documentation describes the available patterns. A normal employee may be able to run an approved agent without permission to create one, and an author may still be blocked from publishing an agent that uses shared tenant data.

Is Copilot Chat free?
Copilot Chat is included at no additional Copilot license cost for eligible users. That does not make every agent unlimited or free. Web-grounded chat can be available without the Microsoft 365 Copilot add-on, while agents that use shared organizational data, premium connectors or business actions commonly require Copilot Studio configuration and consumption billing. Microsoft describes agent usage for the included chat experience as metered by message consumption.

What administrators must configure
- Confirm that intended users have an eligible subscription and work account.
- Check Copilot eligibility and service settings in the Microsoft 365 admin center.
- Choose whether Copilot Chat is available tenant-wide or only to selected groups.
- Review agent discovery, use and authoring controls in Microsoft 365 Copilot or Copilot Control System settings.
- Assign Copilot Studio permissions or licenses to people who need to build or manage agents.
- Create the Azure-linked pay-as-you-go arrangement required for consumption-based agents.
- Set budgets, thresholds and alerts; monitor message and connector usage before expanding access.
- Pin Copilot Chat in Microsoft 365, Teams or Outlook if adoption is an explicit goal.
Microsoft has moved some controls from the Power Platform admin center toward the Microsoft 365 admin experience, so menu names can differ by tenant and release. The agent-management update documents later controls.
Where the business value can appear
Copilot Chat is most useful as a low-friction entry point for employees who need answers but do not spend their day in Word, Excel, PowerPoint or Teams. Reasonable starting use cases include an IT helpdesk assistant, policy and benefits lookup, onboarding guidance, sales enablement questions, research over approved material and document Q&A.
These examples describe possible workflows, not guaranteed productivity gains. Accuracy depends on the source content, permissions, instructions and human review. An action agent that updates a system carries materially more risk and cost than a read-only retrieval agent.
Costs, governance and failure modes
How “free” becomes a paid deployment
- Employees generate substantial agent traffic.
- An agent grounds answers in shared organizational data.
- The design uses premium connectors or workflow actions.
- The company needs Copilot Studio authoring and orchestration.
- Selected workers receive the full Microsoft 365 Copilot add-on.
Model expected message volume and connector use before a broad rollout. A spending limit is safer than treating included chat as an unlimited pilot.
Governance risks
- Poorly scoped agents can produce incomplete or misleading answers.
- An agent can surface information a user technically may access but should not receive in a particular workflow.
- Unmanaged or third-party agents can create data-transfer and compliance concerns.
- Agent sprawl can make it unclear which agent is authoritative.
- Usage-based billing can rise unexpectedly without thresholds and alerts.
Why a user may not see Copilot Chat or an agent
- They are using a personal account.
- The subscription is not eligible.
- An administrator disabled Copilot or agent access.
- The tenant lacks the required Copilot Studio billing setup.
- The user lacks permission for that agent’s data or authoring operation.
- The requested capability requires a paid Copilot license.
- Rollout timing differs by app, geography or service channel.

Buy Microsoft 365 Copilot for selected roles
Use the paid add-on for people who need broad Microsoft Graph grounding, meeting, email, file and chat context, deeper in-app assistance, advanced built-in agents or richer analytics. Current plan and regional terms are listed on Microsoft’s pricing page.
Use Copilot Studio for a defined process
Choose Copilot Studio when the business case is a custom agent, connector, workflow or automation rather than general employee chat. It is a poor fit for an organization without owners for permissions, testing, data sources and consumption costs. See Copilot Studio.
In every route, require an accountable owner, approved data sources, access rules, monitoring and a spending limit before enabling agents broadly.
The Bottom Line
Microsoft 365 Copilot Chat is best understood as Microsoft’s adoption funnel: included secure chat reaches eligible employees, while metered agents and paid Microsoft 365 Copilot licenses provide expansion paths. The chat tier lowers the entry barrier, but agent capability, data access and cost remain administrator-controlled decisions.
