No—MHRA registration is not device approval. For an in vitro diagnostic (IVD) to be placed on the Great Britain market, registration is a required regulatory step, but it does not certify the device, show that it passed conformity assessment, or mean that the MHRA endorses it. The applicable conformity route and marking are separate questions, and the rules differ between Great Britain and Northern Ireland.
What MHRA registration means—and what it does not
For Great Britain (England, Wales and Scotland), medical devices, including IVDs, must be registered with the Medicines and Healthcare products Regulatory Agency (MHRA) before they are placed on the market. The registration process provides the regulator with information about devices and relevant economic operators. It is not a quality seal or a substitute for meeting the legal requirements that apply to the device.
The MHRA states that registration “does not represent any form of accreditation, certification, approval or endorsement.” A supplier’s claim that a test is “MHRA registered” therefore does not, by itself, establish that the product has undergone the required conformity assessment or is suitable for a particular intended use. See the MHRA guidance on registering medical devices.
Registration and conformity assessment answer different questions
| Question | What it tells you |
|---|---|
| Is the device registered with the MHRA? | Whether the required registration step for the relevant market has been completed. Registration is not approval or endorsement. |
| Has the device followed the applicable conformity route? | Whether the manufacturer has demonstrated compliance with the legal requirements that apply to that device and market. Some routes require third-party assessment. |
| What marking is used? | Which marking route the manufacturer relies on for the destination market. UKCA and CE marking are not interchangeable across Great Britain and Northern Ireland. |
These are separate checks, not alternative status labels. A product may have a registration record, but buyers still need to understand the applicable conformity route and the evidence supporting the marking used in the destination market.

First identify the market: Great Britain or Northern Ireland
Great Britain: England, Wales and Scotland
The UK Medical Devices Regulations 2002 apply in Great Britain. The MHRA says medical devices, including IVDs, must be registered before placement on this market. UKCA is available for devices that meet the applicable requirements; certain CE-marked devices may also be accepted under transitional arrangements. For a non-UK manufacturer, the MHRA overview says a single UK Responsible Person must be appointed for the manufacturer’s devices, with specified responsibilities that include registration. See the MHRA overview of UK medical-device regulation.
Northern Ireland
Northern Ireland follows an EU-aligned framework under the EU Medical Devices Regulation and In Vitro Diagnostic Medical Devices Regulation. UKCA marking is not recognised there. CE marking is required; CE UKNI is relevant when a UK notified body performs mandatory third-party conformity assessment. Registration requirements vary according to factors including the manufacturer’s location, authorised-representative location and device class. MHRA guidance identifies EUDAMED modules that become mandatory from 28 May 2026, so Northern Ireland requirements should be checked separately and against current guidance. See the MHRA guidance for Northern Ireland.

IVD conformity routes depend on the device
The UK MDR 2002 covers IVDs in Part IV, but not every IVD follows the same assessment route. The device’s intended purpose and regulatory category affect what the manufacturer must do. Some IVD categories—including specified listed categories and self-test devices—require assessment by a UK approved body. It would be inaccurate to assume either that every IVD requires an approved body or that none does.
For a particular product, check the manufacturer’s stated intended purpose and category, then confirm the applicable route and whether third-party assessment is required. The MHRA conformity-assessment and UKCA guidance and its IVD legislation guidance explain the framework. A general description cannot determine a specific device’s regulatory status without those details.

CE-marking transition dates for Great Britain
Great Britain has transitional arrangements for certain CE-marked devices. Under the MHRA’s overview, EU MDR-compliant devices and EU IVDR-compliant IVDs may be placed on the Great Britain market until 30 June 2030 under the described arrangements. EU IVDD-compliant IVDs may be placed there until the earlier of the relevant certificate’s expiry or 30 June 2030. These dates are conditional, not blanket permissions: eligibility depends on the device category, certificate status and applicable conditions. Confirm those details before relying on a transition route.

- Which destination market? Is the product intended for Great Britain, Northern Ireland or both?
- What is its intended purpose and IVD category? Ask the supplier to identify the category that determines the conformity route.
- What conformity route applies? Ask whether third-party assessment is required and, if so, for the relevant certificate and the body that issued it.
- Which marking supports access to that market? Establish whether the claim relies on UKCA, CE, CE UKNI where applicable, or a transitional CE-marking arrangement.
- Who is responsible for the manufacturer’s UK obligations? For a manufacturer established outside the UK seeking Great Britain access, ask who its UK Responsible Person is.
- If a transition is claimed, what supports it? Ask which EU legislation and certificate status apply, and what end date and conditions govern the device’s eligibility.
