The Mexico cruise-passenger immigration fee is no longer simply delayed. A 2024 postponement moved the planned start from January to July 2025, but a later Mexican government decree set a phased schedule. As of October 8, 2026, the decree’s factor-10 period is in effect, running from August 1, 2026, through June 30, 2027. The factor is part of the decree’s calculation of a fiscal stimulus; it is not, by itself, a confirmed invoice amount for an individual passenger.
What is Mexico’s cruise passenger “tax”?
News coverage often calls it a tax, but the more precise description is an immigration duty or fee. It is tied to the immigration right for a document recording the status of a visitor without permission to undertake remunerated activities under Article 8(I) of Mexico’s Federal Law on Rights. The duty concerns foreign passengers entering Mexico by sea aboard cruise ships; it is not a general tourism tax or a port charge that applies to every traveler.
Mexico’s official decree explains that foreign cruise passengers had previously been exempt from this duty, and that the exemption was removed. The decree then describes the fiscal stimulus measures applied to the duty. Mexico’s official decree
Is Mexico still delaying the cruise passenger fee?
No. The January-to-July 2025 postponement is historical, not the current status. A December 11, 2024, report by Travel + Leisure said the planned $42 levy would begin in July rather than January 2025. That $42 was the amount reported for the proposal at the time; it should not be treated as the current amount on a passenger’s bill. Travel + Leisure’s December 2024 report

These are the factors stated in the decree for calculating the fiscal stimulus. They do not establish a guaranteed passenger invoice amount. The amount displayed to a particular passenger may depend on the current statutory quota, the exchange-rate application, and the cruise line’s collection practice; the cited decree does not confirm an individual operator’s invoice details.
Do cruise passengers have to pay when they enter Mexico?
The duty applies to foreign cruise passengers entering Mexico by sea under the immigration provision described above, subject to the decree’s treatment of qualifying repeat entries. The decree provides a fiscal credit equivalent to 100% of the duty caused on each reentry when a passenger reenters Mexico by sea on the same cruise ship during the same cruise itinerary, provided the duty for the first entry was paid.

That credit is limited to the stated same-vessel, same-itinerary circumstances. It should not be assumed to apply across separate bookings, different ships, or unrelated itineraries. The decree does not establish an exemption simply because a passenger stays aboard while the ship is in port.

The sources establish the decree’s factors and the historical $42 proposal, but not the current amount a specific cruise line will charge an individual passenger.
