Mexico’s tariff changes took effect on 1 January 2026 and raise duties on specified imports from countries without a qualifying trade agreement with Mexico, including India. Rates depend on the product’s exact tariff classification and can reach 50%; that maximum is not a blanket duty on all goods from India.
What changed, and when did it take effect?
Mexico published a decree amending tariff classifications in its Tariff of the Law of General Import and Export Taxes in the Official Gazette on 29 December 2025. The duty is tied to the tariff classification, not simply to a broad product description or the country from which an item was shipped. The current schedule should be checked for the specific goods and shipment because later decrees may change rates.
Which goods and tariff lines are covered?
A legislative summary of the proposal identified 1,463 tariff lines and 316 lines that would not be subject to import duty. It described proposed changes across sectors including auto parts, light vehicles, clothing, plastics, steel, appliances, toys, textiles, furniture, footwear, leather goods, paper and cardboard, motorcycles, aluminum, trailers, glass, soaps, perfume and cosmetics. Being in one of the listed sectors does not by itself establish that a product is covered or what rate applies. Different tariff lines can have different treatment, so importers need the precise classification before calculating the duty.
Which countries are affected, and when can a trade preference apply?

Goods originating in a country that has a trade agreement with Mexico may qualify for the agreement’s preferential treatment if they meet its rules and documentation requirements. A shipment’s route alone does not establish origin: sending goods through a treaty partner does not automatically make them eligible.
How should an importer check the duty on a shipment?
- Identify the tariff classification. Use the classification applicable to the goods, rather than relying only on a retail name or sector label.
- Check the current Mexican tariff schedule. Confirm whether the line is covered and the duty currently in force; do not assume the original decree is the only relevant update.
- Establish the goods’ origin. Check whether the goods meet the applicable origin rules for a Mexican trade agreement and whether the required supporting documents are available.
- Calculate using the applicable treatment. Apply the rate for that tariff line and origin status. For a shipment-specific determination, consult the tariff schedule or a qualified customs professional.
Why did Mexico adopt the measure?
The decree says the government aims to foster domestic industry, support the internal market and address vulnerabilities facing domestic industrial sectors associated with international trade practices. Official Gazette decree

The Associated Press reported that Mexico’s Senate approved the measure on 10 December 2025 after it passed the lower chamber. The AP also reported analysts’ view that negotiations with Washington and the upcoming USMCA review formed part of the broader context; that is analysts’ interpretation, not the rationale stated in the decree. The proposal-level line counts and sector list do not establish an exact rate for any named Indian product. Nor do they quantify the measure’s observed effect on consumer prices, import volumes or government revenue. Those outcomes should not be inferred from the maximum rate or from the list of sectors alone.
