The “no date” update was made on October 29, 2025—not the latest status. Mexico’s cattle exports to the United States have since resumed through two crossings: Douglas, Arizona, on August 24, 2026, and Santa Teresa, New Mexico, on September 24. Columbus, New Mexico, still had no reopening date on the latest USDA APHIS guidance reviewed, last modified September 25, 2026.
Which U.S. crossings are open to Mexican cattle?
USDA APHIS’s import guidance lists a phased reopening, not a full return to cattle trade at every southern border crossing. Its status as of the page’s September 25, 2026, update is:

What did Mexico’s agriculture secretary say in 2025?
In a Reuters report published October 29, 2025, Mexican Agriculture Minister Julio Berdegué said Mexico and the United States had made progress but had not agreed on a date to resume Mexican cattle exports. He said he had spoken by video conference with U.S. Agriculture Secretary Brooke Rollins.

At President Claudia Sheinbaum’s daily press conference, Berdegué said, “We have made considerable progress, and I am very optimistic.” The comment described the talks at that time; it was not a statement of the current port status. Reuters report republished by Investing.com, October 29, 2025
Why were cattle exports suspended?
The suspension followed the spread of New World screwworm from Central America into Mexico, according to the Reuters report. The fly’s larvae can infest livestock and cause fatal harm if an infestation is untreated. That animal-health risk is why the reopening has been staged and inspections remain part of the process.

One control method discussed in 2025 was the sterile-insect technique: raise flies, sterilize males with radiation, and release them so that mating with wild females produces no offspring. Berdegué said, “We will only be able to get it out of the country once we have the additional 100 million flies,” referring to a production target discussed at the time.
How is the reopening being controlled?
USDA announced a phased reopening on July 24, 2026, contingent on Mexico meeting the Joint Action Plan. The agency said Douglas would open on August 24 and that it would fully inspect every animal entering through the port for signs of New World screwworm. Current import protocols, the screwworm protocol, and certificates are linked from APHIS’s import guidance.

The sequence is conditional rather than automatic. APHIS says it will evaluate the initial Douglas reopening, progress on action-plan milestones, and risk assessments. It may consider Santa Teresa and Columbus after evaluating Douglas, adjust the timeline, or pause openings if it identifies increased risk in Sonora or Chihuahua. What were the 2025 sterile-fly production plans?
Reuters reported in October 2025 that Mexico and the United States had agreed to test modular mobile plants that could add up to 20 million sterile flies per week if successful. It also reported a $21 million U.S. investment in a planned facility in Chiapas, which was expected eventually to produce 100 million flies weekly.

Those are plans and projections reported in 2025, not verified current production figures. The sources cited here do not establish whether the mobile-plant test succeeded or whether the Chiapas facility reached its projected capacity. Reuters likewise does not establish that either target has been met since the report.

Port openings alone do not establish that a particular shipment is ready to enter. Exporters should consult the current APHIS guidance for the applicable cattle protocol, screwworm requirements, and certificates, and confirm that the intended port is accepting livestock under the current rules. APHIS’s status is subject to further evaluation and risk-based changes.
