What Meta’s Model Capability Initiative was designed to collect
In April 2026, Meta announced an internal program called the Model Capability Initiative (MCI). Reuters reported that it was being rolled out on U.S.-based employees’ work computers. The software was described as capturing mouse movements, clicks, keystrokes and occasional screen snapshots in work-related applications and websites. Reuters’ report does not establish that the system recorded every action across every device or that it generally monitored employees’ personal computers.
Coverage sometimes called the system a keylogger. That shorthand captures one reported feature—keystroke collection—but may imply a broader, unrestricted recording system than the reporting supports. MCI was described as a workplace computer-use monitoring system that gathered several kinds of activity data in selected work contexts.
Why collect clicks, keystrokes and screenshots for AI?
A completed spreadsheet, document or software change shows an outcome. It does not necessarily show how someone achieved it. An AI agent intended to use workplace software may need examples of the steps between a request and a result: opening an application, finding a control, entering information, switching tools, handling a dialog and checking or correcting its work.

Mouse and keyboard events can represent parts of those action sequences; screenshots can provide visual context about what was on screen. Meta’s stated rationale, as reported by Reuters, was that agents need real examples of how people use software, including navigating menus and dropdowns. The usefulness of such data for training is a technical rationale, not evidence that MCI improved a model or that raw keystrokes alone would be enough. The available reports do not detail Meta’s full data schema, labeling, retention, redaction, model architecture or training process.
What Meta said the data would—and would not—be used for
Meta said the information was being collected for AI training, not employee performance reviews, according to Reuters’ April report. That is the company’s stated use restriction; it is not an independent audit of technical controls or every possible internal use.

The distinction matters because a stated purpose does not, by itself, answer questions about who could access recordings, how long they would be retained, whether sensitive content would be filtered, or whether data might be reused for other purposes. The reporting available here does not establish those safeguards in detail.
Why employees objected
Employee reactions described in April coverage raised concerns about surveillance, limited control over collection and whether there was a practical way to opt out. A Techmeme compilation of reporting and employee discussion included claims that participation was mandatory and questions about opting out. Those reactions are evidence of employee concerns, not a definitive finding about the program’s legal status or the rules for every employee.

- Privacy: Screens and typed input can expose information unrelated to a training task, including customer or personnel information, confidential work and private communications.
- Job security: Employees worried that demonstrations of their work could help automate tasks. That concern is understandable, but the available reporting does not prove that MCI was designed to replace the employees whose activity it collected.
- Control and consent: Questions about whether workers could refuse or limit collection became central to the backlash.
- Device and network impact: Employees also reported concerns about battery use and home-internet bandwidth, which Meta later addressed in its reported changes.
Meta’s June changes: pauses and exemption requests
On June 2, 2026, Meta reportedly scaled back parts of MCI after employee backlash. According to Reuters’ report on the changes, employees could pause collection for up to 30 minutes at a time and request exemptions. Meta also said it had optimized the software to reduce battery and bandwidth impact.
A temporary pause is not a permanent opt-out, and submitting an exemption request is not the same as receiving an automatic right to refuse. The report does not establish how exemption requests were decided, which employees qualified or how often requests were granted.

Later reports raised a security concern
In late June, secondary reports said Meta paused or investigated the initiative after an internal exposure allegedly made sensitive employee information accessible. TechRadar’s account described alleged exposure involving prompts, transcripts, private conversations, people and performance data, and internal sensitivity ratings. Tom’s Hardware also reported a pause after an alleged internal data leak.
These details come from secondary reporting, not a public Meta incident report in the available sources. The reported exposure is an access-control concern: information collected for a purpose can still be put at risk if it is accessible to an overly broad audience. It is also distinct from model leakage. The reports do not establish that an AI model reproduced sensitive information.

The most accurate status is therefore qualified: Meta announced MCI, modified parts of it after objections, and was later reported to have paused or investigated it after an exposure concern. The available reporting does not confirm permanent cancellation, a restart or the program’s final status.
What the case shows about workplace AI data
Workplace activity data can serve two roles: it can be used to observe or analyze employees, and it can become examples for teaching software agents how tasks are performed. That creates a different governance problem from a simple productivity dashboard. A company considering this kind of collection needs to account for the task’s data needs as well as worker control and the consequences of collecting sensitive information.
- Data minimization: Collect only the signals needed for a defined task. Screenshots and typed input may provide context, but can also capture unrelated content.
- Meaningful employee control: Explain what is collected, where, when and for how long; provide workable pause, exemption and appeal processes.
- Access and retention: Restrict access to raw recordings, log access and set deletion rules. A promise not to use data for performance reviews does not answer these questions.
- Training-data safeguards: Separate sensitive information from training, evaluation and debugging data, and define how data may be reused.
- Reliability: A click does not reveal intent on its own. Interface changes can make screen-based demonstrations brittle, and recorded workflows may include mistakes or outdated practices.
- Labor impact: Explain how automation goals relate to jobs and employee input. The available reporting does not establish MCI’s effect on staffing.
Less intrusive ways to develop computer-use agents can include synthetic task environments, explicitly labeled opt-in demonstrations, application-level telemetry, or accessibility-tree and software-API data. Each has trade-offs: synthetic tasks may miss messy real workflows; opt-in recordings may be slower and less representative; structured application events may omit visual or cross-application context; and interface-level methods require technical support. The available reports do not say whether Meta used or rejected these alternatives.
What remains unclear
The available reporting does not establish MCI’s exact retention period, complete application list, filtering and redaction methods, how many employees participated, or whether all collected activity entered an AI training pipeline. It also does not settle whether Meta permanently canceled, redesigned or resumed the initiative. Those gaps make categorical claims—such as saying Meta tracked every employee or definitively ended the program—unwarranted.
