Meta suspended the service for Turkish users on April 29–30, 2024, after an interim measure from the Turkish Competition Authority raised concerns about how Threads and Instagram combined data and used Instagram’s established network. Meta said it disagreed with the order and would appeal. The company announced Threads’ return on June 17, 2026.
What happened to Threads in Türkiye?
The dispute concerned Threads alone, not a general shutdown of Meta services. Instagram, Facebook, WhatsApp and other Meta services in Türkiye continued operating, while Threads remained available elsewhere. Meta described the suspension as temporary and said it was a response to the Competition Authority’s interim measure.
Meta’s current account of the episode and its 2026 return announcement are available from Meta.
Timeline of the suspension and return
| Date | Event |
|---|---|
| February 8, 2024 | The Turkish Competition Board issued an interim measure during its investigation into the relationship between Threads and Instagram. |
| March 18, 2024 | The authority publicly explained that the measure addressed potential harm from combining data between the two services. |
| April 15, 2024 | Meta announced that it would temporarily shut down Threads in Türkiye from April 29. |
| April 29, 2024 | The announced shutdown date took effect. |
| April 30, 2024 | Meta told the authority that all Threads profiles belonging to users in Türkiye had been deactivated. |
| May 3, 2024 | The authority treated the suspension as addressing the interim obligations and imposed an administrative fine. |
| June 17, 2026 | Meta announced that Threads had returned to Türkiye. |
The authority’s chronology appears in its final decision concerning the interim measure.

Why did the Turkish Competition Authority intervene?
The regulator’s theory was a competition-law concern about ecosystem leverage, rather than a conventional price increase. It said Meta held a dominant position and had accumulated substantial data and users through its established services. In the authority’s view, combining Instagram’s user base and data resources with Threads could accelerate Threads’ growth, raise barriers to entry and make it harder for rival social platforms to attract users and advertisers.
Data and account integration identified by the authority
- Threads profiles could be created using Instagram accounts.
- Users needed an active or inactive Instagram account to use Threads under the original design.
- Data could continue to be combined for existing Threads users.
- The authority said users were not given a genuine approval-or-refusal choice about that arrangement.
- It considered whether refusing the linkage could result in materially worse service quality, putting pressure on users to accept the combination.
These points come from the authority’s interim-measure explanation. They describe the regulator’s concerns during an investigation; an interim measure should not automatically be presented as a final judicial finding of unlawful conduct.
How were Threads and Instagram connected?
When Threads launched, users logged in with an Instagram account, could find and follow many of the same accounts, and benefited from a social graph they had already built. Meta said the product was developed by the Instagram team. Its original launch description is in Meta’s Threads announcement.

Those features involve different concepts:
- Account linkage: using Instagram credentials or identity to access Threads.
- Social-graph transfer: helping people find or follow Instagram contacts.
- Data combination: using information from the two services together.
- Competition effects: whether that integration gave Threads an advantage that independent rivals could not readily reproduce.
Account linkage by itself is not automatically illegal. The Turkish authority’s issue was the competitive effect of Meta’s particular design and data practices, including whether users had meaningful choice.
What did Meta say?
Meta said it believed it complied with Turkish legal requirements, disagreed with the interim order and had no practical option other than suspending Threads in Türkiye. It said it would appeal and continue discussions with the authority. Meta also said the measure did not affect Facebook, Instagram, WhatsApp or Threads users in other countries.
Those are Meta’s stated positions, not independent findings. The company’s account is included in its return announcement.

What happened to Turkish users and their profiles?
Meta said users could choose between deactivating and deleting their Threads profiles. It also pointed users to Meta’s “Download Your Information” tool so they could save their posts.
Deactivation mattered because it preserved the profile rather than removing it. When Threads later returned, Meta said users who reactivated existing accounts could recover prior posts, interactions and followers. The announcement does not establish that every individual account recovered every item without exception.
How much was Meta fined?
The Turkish Competition Authority imposed a total administrative fine of 335,730,707.20 Turkish lira for the 70-day period from February 20 through April 29, 2024. The authority said the daily administrative penalty was ended after Meta’s suspension made the interim-measure obligations moot. The amount is stated in Turkish lira; no dollar conversion is included because the exchange rate would depend on the date selected.

Meta announced the return on June 17, 2026. Users could download the app or use Threads on the web, create new accounts, or reactivate existing accounts. Meta said reactivated users could regain previous posts, interactions and followers.
The relaunch announcement also highlighted Live Chats, Communities and direct messaging. The available public material does not establish every technical or legal change to the Threads–Instagram data relationship. The return therefore should not be treated as proof of a particular consent screen, complete separation of the services or a specific regulatory remedy.

Why the case matters beyond Threads
The episode illustrates a recurring competition question for large platforms: can a company use an established service’s identity system, social graph and data infrastructure to launch an adjacent product faster than independent competitors can?
Integration can benefit users through faster onboarding, easier discovery and an immediately populated network. It can also give a dominant platform advantages in audience acquisition, recommendations and advertising. The regulatory challenge is deciding when those benefits become a barrier to entry, especially if declining the data arrangement means receiving a materially worse service.
As of August 18, 2026, the verified current position is that Threads is available again in Türkiye. The 2024 suspension was a temporary response to an interim competition measure, not a permanent nationwide ban.
