Meta later described India and Mexico as two of its largest Meta AI markets. Its July 2026 earnings call discussed global growth and WhatsApp’s leading role, but did not reconfirm India as the single largest country market.
What Meta actually said
On July 31, 2024, during Meta’s Q2 2024 earnings call, CFO Susan Li said the company was seeing “particularly promising signs” for Meta AI on WhatsApp, especially in retention and engagement. She said this coincided with India becoming Meta’s largest market for Meta AI usage.
Li also said people had submitted billions of queries to Meta AI since its introduction. At the time, Meta said the assistant was available in more than 20 countries and eight languages.

India’s launch came only weeks earlier
Meta announced the Indian rollout on June 23, 2024, several weeks before the earnings-call statement. The initial rollout covered:
- Messenger
- Meta’s web experience at meta.ai
The initial Indian launch was in English and used Meta’s Llama 3 model. Meta promoted practical uses such as asking questions in WhatsApp group chats, planning trips, finding restaurant recommendations, studying, generating quizzes, rewriting emails, creating images with “Imagine,” and asking about content seen in Facebook Feed. The short gap between launch and the “largest market” claim shows rapid early adoption. It does not, by itself, prove that India maintained the lead over a longer period.

Why WhatsApp was central to India’s early adoption
Meta AI was not introduced in India only as a separate chatbot that users had to find and download. It was placed inside services many people already used, especially WhatsApp. Users could invoke the assistant in conversations and group chats instead of changing to a separate app.
Meta specifically connected India’s performance with strong WhatsApp retention and engagement. That makes distribution through WhatsApp the clearest explanation supported by Meta’s own statements.
Other factors are reasonable market analysis rather than separately measured explanations from the cited sources. They include low-friction access through existing apps, conversational use cases, and the reach of a large mobile-first audience. India’s population alone should not be treated as proof of Meta AI leadership: a large WhatsApp audience creates distribution potential, but it does not mean every WhatsApp user used Meta AI.

Meta did not disclose the underlying country-level data in the cited statement. It did not provide:

- India’s percentage of global usage
- A country-by-country ranking table
- A precise definition of “usage”
- A clear indication of whether the ranking used monthly users, daily users, queries, sessions, engagement time, retention, or a composite measure
Accordingly, the accurate wording is “Meta said India was its largest market for Meta AI usage in July 2024.” It is not accurate to turn that into “India had the most AI users in the world” or even necessarily “India had the most Meta AI users,” because the metric was not specified.

What Meta said later about India and Mexico
Meta’s later AI update used more cautious wording. It described India and Mexico as two of Meta AI’s largest markets, rather than repeating that India alone was the largest. The same update said Meta AI was approaching 600 million monthly active users globally by the end of 2024.
That change does not disprove the 2024 statement. It does mean the safest interpretation is time-bound: India was Meta’s largest reported market at the point Susan Li described it, while later public wording placed India among the leading markets.
Meta’s July 2026 Q2 earnings call reported a 60% increase in daily Meta AI interactions after a rebuild and identified WhatsApp as the leading engagement surface. It also discussed subscriptions, business agents and APIs. However, that call did not identify India as the single largest country market. The 2026 earnings-call transcript therefore provides current growth context, not a new India-first ranking.

India’s next role: WhatsApp business automation
Meta’s India AI strategy has expanded beyond consumer chatbot usage. In May 2026, Meta announced Business AI on WhatsApp for eligible small businesses in India.
According to Meta, the tool can help businesses:
- Answer customer questions around the clock
- Recommend products
- Capture leads
- Book appointments
- Use business information such as catalogs, prices, shipping details and discounts
- Eventually support payments through UPI
Meta says Business AI is available in India’s native languages, subject to eligibility and rollout conditions. The setup path described by Meta is WhatsApp Business app → Tools → Your Business AI. The feature is not automatically available to every WhatsApp Business account.
Business AI is different from the consumer Meta AI assistant. A consumer assistant answers individual questions and generates content; a business tool can interact with customers using a company’s own product and service information. Businesses should review answer quality, privacy, customer consent, human handoff and regulatory obligations before enabling automated replies. AI responses should not be treated as authoritative for medical, legal, financial or safety-critical questions.

What the claim means for users and businesses
For users, India’s reported lead mainly demonstrates the power of embedding an AI assistant in an existing messaging network. It does not establish that Meta AI is the best general-purpose assistant, the most accurate option, or the most popular AI service in India overall.
For businesses, the more consequential development may be Meta’s shift from free consumer usage toward automated customer support, commerce, business agents, subscriptions and developer APIs. WhatsApp can make access convenient, but convenience must be weighed against platform dependence, answer reliability, data handling and the cost of human oversight.
Bottom line on the headline
Meta really did say that India was its largest market for Meta AI usage. Susan Li made the statement on July 31, 2024, shortly after Meta launched the assistant in India, and linked the result particularly to retention and engagement on WhatsApp.
But the statement should remain attributed and dated. Meta did not publish the metric behind “largest,” and later described India and Mexico as two of its largest markets. The latest cited public disclosures emphasize global growth and WhatsApp’s importance without confirming that India is still the single largest country market.
The most accurate summary is: India was Meta’s largest reported Meta AI usage market in July 2024, and it remains strategically important to Meta’s WhatsApp-centered consumer and business AI plans, but a current number-one ranking is not publicly confirmed.
