Meta reportedly set an initial budget of $65 million for four super PACs seeking to support state candidates favorable to the artificial intelligence industry in the 2026 election cycle. The February 18, 2026 report said activity was beginning in Illinois and Texas. The figure describes a reported plan—not a confirmed final spending total—and coverage’s description of the strategy as an effort to influence AI legislation does not establish that the spending changed a law or election result.

What Meta’s reported $65 million election plan covers

GV Wire, summarizing New York Times reporting and filing descriptions, reported that four Meta-linked super PACs had an initial $65 million budget for the 2026 cycle. The groups were described as supporting incumbents or candidates in open races, with the effort beginning in Illinois and Texas. That is a planned budget, not evidence that all $65 million was ultimately spent. (GV Wire, February 18, 2026)

Four committees, aligned with both parties

  • Forge the Future Project: a newly launched committee aligned with Republicans.
  • Making Our Tomorrow: a newly launched committee aligned with Democrats.
  • American Technology Excellence Project: a previously formed committee linked to Meta.
  • Mobilizing Economic Transformation Across California: a previously formed California committee.

The reporting describes the committees as Meta-linked, but does not establish coordination between super PACs and candidate campaigns. Committee support for a candidate also is not the same thing as a direct contribution to that candidate.

Why Meta says it is backing candidates

Meta’s stated rationale is that inconsistent state rules could hamper innovation and investment in AI, and that state lawmakers can help protect U.S. technology leadership. In September 2025, Meta public-policy vice president Brian Rice said the company wanted to support state candidates who embrace AI development, champion the U.S. technology industry and defend American technology leadership. His explanation reflects Meta’s position, rather than an independent finding about the effects of any particular law. (Axios, September 23, 2025)

The committees have also described their goals in advocacy terms. Republican strategist Brian Baker said Forge the Future Project would elevate Republican leaders committed to the country’s technology future and global competitiveness. Making Our Tomorrow spokesperson Peter Kauffman said the Democratic-aligned group aims to elect Democrats who champion policies, innovation and technologies that create opportunity. Those statements explain how the groups present their missions; they do not show what their spending accomplished.

How the reported figures differ

Political spending figures can describe very different activities: a planned PAC budget, a contribution to another committee, an independent expenditure, lobbying, or a broader total covering multiple organizations. They should not be added together without checking their dates and definitions.

Reported figure What it describes Scope and qualification
$65 million Initial budget for four Meta-linked super PACs Reported February 18, 2026, as a plan for the 2026 cycle; not a verified final spend. (GV Wire)
$45 million Meta contribution to American Technology Excellence Project Reported in September 2025; the money was expected to flow in turn to other entities. This is not a reported direct payment to each of the other named PACs. (GV Wire)
$20 million Meta transfer to a California political committee Reported by CalMatters as a July 2025 transfer; the committee’s stated goal was to support candidates favoring fewer AI regulations. (CalMatters, March 2026)
At least $4.6 million Meta’s California state lobbying Reported by CalMatters for 2025. This is lobbying, not election spending. (CalMatters)
Over $10 million AI-linked committees’ reported spending to influence 2026 elections Washington Post snapshot dated March 12, 2026, covering groups beyond Meta; it included $1.7 million on Texas and Illinois state elections. (The Washington Post, March 12, 2026)
More than $20 million AI-linked funds reported to have flowed to state-level races August 16, 2026 account, mostly from Meta and Google, citing the Tech Oversight Project. This later snapshot has a different date and scope from the March figure, so the two should not be summed. (Arizona Capitol Times / Pluribus News / State Affairs, August 16, 2026)
More than $39 million California technology and cryptocurrency companies’ political activity CalMatters’ 2025 total covered campaigns, lobbying and nonprofit contributions across companies; it is broader than Meta election spending. (CalMatters)

The figures provide context for the scale of political activity, but they are not interchangeable. A transfer between committees is not necessarily a separate final expenditure, and lobbying totals should not be presented as campaign spending.

What “sway AI legislation” means—and what is not established

Coverage characterizes Meta’s election strategy as an attempt to counter state laws it believes could constrain AI development. In practical terms, backing candidates who favor the industry may help create political support for Meta’s preferred approach to regulation. That is a description of the strategy and its stated intent, not proof that a particular candidate will win, that a legislature will change a law, or that Meta’s spending caused either outcome.

The underlying policy dispute is not simply “pro-AI” versus “anti-AI.” Relevant questions include whether authority should rest with states or a national framework; whether rules target defined risks or impose broad duties; how lawmakers balance safety and accountability against innovation and competitiveness; and whether a group supports a candidate, a bill, or specific policy language. The cited coverage documents political activity and positions, but does not offer a comprehensive comparison of particular state laws.

What to watch as the 2026 cycle continues

  • Actual spending versus budget: later filings and reporting would be needed to determine how much of the reported initial $65 million was spent.
  • Where the money goes: committee transfers, independent expenditures, candidate support and lobbying are distinct categories.
  • Policy outcomes: a spending total alone does not show whether a race, vote or law changed because of the spending.
  • Scope and date: broader totals for AI-linked groups include organizations besides Meta and may cover different states, committees and periods.
