Meta Bought a Nuclear Power Deal, Not a Nuclear Power Plant

Meta’s nuclear announcement was a power-purchase agreement, not a plant acquisition. Learn who owns Clinton, where its electricity goes, and how the deal fits Meta’s broader AI-energy strategy.

No—Meta did not buy Illinois’ Clinton nuclear plant. On June 3, 2025, it signed a 20-year power-purchase agreement (PPA) with Constellation Energy for the plant’s electricity and associated clean-energy attributes. Constellation still owns and operates the facility, while the electricity continues flowing onto the regional grid.

The deal matters because it gives Meta a long-term claim on firm, low-carbon electricity for its growing AI infrastructure—and gives Constellation a major customer supporting Clinton’s continued operation and planned relicensing.

What Meta actually agreed to

The agreement covers the 1,121-megawatt Clinton Clean Energy Center in central Illinois. It begins in June 2027 and is intended to support another approximately 20 years of operation, potentially through 2047.

In practical terms, Meta contracted to buy:

  • Electricity generated by Clinton; and
  • The clean-energy or environmental attributes associated with that generation.

The exact price and total value were not disclosed. Claims that Meta paid “billions” should therefore be treated as reporting or estimates, not as confirmed contract terms.

Who owns Clinton?

Constellation Energy remains the owner and operator. Meta did not acquire:

  • The Clinton facility or its reactor;
  • Constellation Energy;
  • The plant’s operating license;
  • The nuclear fuel or operating workforce; or
  • A private transmission line connecting Clinton directly to a Meta data center.

Calling the transaction a plant purchase is a catchy shorthand, but it is not an accurate description of the deal.

Does Clinton directly power Meta’s data centers?

Not in the literal, behind-the-meter sense. Clinton’s electricity will continue entering the regional power grid, where it is pooled with electricity from many generators and consumed by homes, businesses and data centers connected to that grid.

A simplified picture is:

Clinton reactor → regional grid → electricity users, including Meta facilities

Meta’s contract gives it a commercial claim to Clinton’s output and associated attributes. It does not allow the company to identify every electron consumed by a particular data center as having come from the Clinton reactor.

That distinction separates Meta’s arrangement from a private, physically isolated power system or a data center located directly beside a plant. The Amazon–Talen relationship at Pennsylvania’s Susquehanna plant, for example, involves an adjacent data-center campus and raises different co-location questions.

Why Meta wants nuclear electricity

AI data centers require enormous and increasingly predictable amounts of electricity. Nuclear plants are attractive to large technology companies because they can provide:

  • Large-scale generation around the clock;
  • Low operational carbon emissions;
  • Less exposure to weather variability than wind and solar generation; and
  • A long-term hedge against electricity shortages and volatile power prices.

Meta has said its nuclear agreements will support data-center operations and its AI expansion, including the Prometheus supercluster in New Albany, Ohio. A long-term PPA can give a company greater visibility into future energy costs and availability, although it does not eliminate exposure to the wider electricity market.

Why an existing nuclear plant needs a long-term customer

Existing reactors have major advantages over new construction: they already have grid connections, trained employees, safety systems, fuel arrangements and operating histories. But they can still face financial pressure when wholesale electricity prices are insufficient to cover their costs.

Clinton had received support through Illinois’ Zero Emission Credit (ZEC) program, which was scheduled to continue through mid-2027. Constellation described Meta’s PPA as a private, market-based replacement for that support and said the contract would help with relicensing and continued operation.

That does not necessarily mean Clinton was about to close on a specific announced date. The more precise conclusion is that the agreement improves the plant’s financial outlook and supports the case for keeping it operating. It also includes an expected 30-megawatt uprate.

Constellation said the deal would preserve roughly 1,100 local jobs, generate approximately $13.5 million in annual tax revenue and provide $1 million in charitable giving over five years. Those are company-supplied estimates, not independently verified outcomes.

Is this just carbon offsetting?

That answer is too simple. The transaction has a climate-accounting component because Meta is purchasing clean-energy attributes. Those attributes can be allocated contractually even though electricity on a connected grid is physically mixed.

But the agreement is also intended to support the continued operation of an existing nuclear facility and a modest increase in its generating capacity. It is therefore more substantial than simply buying an unrelated certificate from a plant whose operation would be unaffected.

Still, several claims must remain separate:

  • Keeping existing zero-carbon generation online: the Clinton agreement is designed to help do this.
  • Adding new capacity: the expected 30-MW uprate would increase Clinton’s output, but most of the plant already exists.
  • Claiming clean-energy attributes: Meta receives contractual and environmental value associated with the generation.
  • Physically powering a particular data center: the PPA does not guarantee that every electron used by a named Meta facility came from Clinton.

Meta’s nuclear strategy is now much larger than Clinton

By January 2026, Meta said its agreements with Constellation, Vistra, TerraPower and Oklo could support up to 6.6 gigawatts of new and existing clean energy by 2035. That is a portfolio target, not a statement that Meta owns 6.6 GW or already receives that much nuclear electricity.

The 6.6-GW figure comes from Meta and combines operating plants, planned uprates and proposed reactors. Future capacity depends on licensing, financing, construction, fuel availability, supply chains and grid interconnection. “Up to” and “as early as” are important qualifications.

What does this mean for electricity bills?

It is too early to say that Meta’s deal will make electricity cheaper—or more expensive—for everyone. Keeping an existing nuclear plant online can support regional reliability and preserve a large source of generation. A long-term buyer can also reduce the risk that a plant retires for financial reasons.

However, the wider effect depends on wholesale prices, capacity markets, transmission investments, grid charges and how future data-center demand is allocated. A corporate PPA does not make a large electricity load disappear from the grid-planning process.

Meta has said it pays the full costs for energy used by its data centers. That should not be generalized into a claim that its projects have no effect on shared grid infrastructure or other customers’ costs.

Why the grid arrangement matters

There are several ways a technology company can obtain nuclear power:

  • A conventional grid-connected PPA;
  • A financial or virtual PPA;
  • A behind-the-meter co-location arrangement;
  • A dedicated generating facility;
  • Investment in a new reactor; or
  • Purchase of nuclear clean-energy attributes.

Meta’s Clinton deal is primarily a grid-connected PPA combined with support for continued plant operation. It is not a private behind-the-meter arrangement.

That distinction is becoming more important as AI data centers seek very large connections. The Federal Energy Regulatory Commission’s discussion of co-location highlights unresolved issues involving reliability, transmission planning, non-bypassable charges and whether directly connected loads fairly pay for the grid services they still use.

How Meta’s deal differs from other technology-company nuclear agreements

Meta’s Clinton arrangement should not be conflated with every technology-company nuclear announcement:

  • Meta–Constellation: a long-term, grid-connected PPA for Clinton’s output and clean-energy attributes.
  • Amazon–Talen: a relationship involving an adjacent data-center campus at Susquehanna and distinct co-location and grid questions.
  • Microsoft–Constellation: a restart-related offtake arrangement associated with Three Mile Island, rather than Meta’s purchase of output from an operating Illinois plant.

The common thread is growing demand for dependable electricity. The physical and regulatory structures are not interchangeable.

What Meta is—and is not—becoming

Meta is becoming a major corporate electricity buyer and project backer. It is not becoming a regulated electric utility, nuclear operator or owner of the Clinton reactor.

Its strategy uses long-term contracts to secure access to firm, low-carbon generation while helping existing plants remain commercially viable and giving proposed reactors potential customers. That can be strategically valuable for both sides, but it also shifts more attention onto questions of climate accounting, market competition and who pays for supporting infrastructure.

The Bottom Line

Bottom line: Meta did not buy a nuclear power plant. It signed a 20-year contract for Clinton’s electricity and clean-energy attributes, helping Constellation support the plant’s continued operation while Meta builds a much larger nuclear strategy. The power remains grid-connected, and Meta’s announced portfolio of up to 6.6 GW by 2035 includes existing plants, uprates and future reactor projects—not 6.6 GW that Meta owns or directly receives today.
