Four meat trade groups and four major companies spent more than $10 million on political contributions and lobbying in 2023, according to a 2024 Investigate Midwest analysis. That historical total covers only the entities selected for the analysis—not the entire meat industry—and it does not show that their spending caused USDA to adopt, delay or change a rule. Since the reporting was published, USDA delayed a poultry-grower rule’s effective date to December 31, 2027.
What the 2023 political-spending figure includes
Investigate Midwest’s May 30, 2024 analysis, republished by News From The States/Missouri Independent on June 6, examined two decades of campaign contributions and lobbying by eight entities: four trade groups and four companies. Its finding of more than $10 million in combined political contributions and lobbying for 2023 applies to that selected group, not every business or organization connected to meat.
Lobbying expenditures and political contributions are different kinds of spending. Lobbying figures reflect reported efforts to influence lawmakers or government agencies. The contributions discussed in the reporting were made through political action committees (PACs) organized by company officials and employees; the article notes that companies cannot donate directly to politicians.

These are selected reported amounts, not a complete line-by-line accounting of the more-than-$10-million combined figure. The analysis also covered the National Chicken Council, JBS and Smithfield Foods, but the figures above do not state a separate 2023 amount for each of those entities.

How spending changed over time
Investigate Midwest reported that the National Pork Producers Council’s lobbying outlay had tripled since 2003. Tyson’s annual lobbying spending had doubled over the preceding two decades, while Cargill’s lobbying spending rose 106% over two decades. For political contributions, the National Cattlemen’s Beef Association’s 2023 amount was nearly three times its level two decades earlier. The analysis also found that Representative Jim Costa received nearly $400,000 from all eight analyzed groups and companies cumulatively from 2004 through 2023; that is not a 2023 total.
Which USDA rules were at issue
The 2024 reporting placed industry spending alongside USDA work on producer protections and competition under the Packers and Stockyards Act. The issues included poultry-grower transparency and payment systems, as well as proposed changes addressing competition and unfair practices in livestock and poultry markets. Those policy debates drew competing arguments about transparency, retaliation, compliance costs and litigation risk.

Poultry grower payment and capital-improvement systems
USDA’s Poultry Grower Payment Systems and Capital Improvement Systems final rule amended 9 CFR Part 201 under the Packers and Stockyards Act. USDA initially set it to take effect July 1, 2026. On May 28, 2026, USDA announced that it was delaying the effective date until December 31, 2027, to allow further consideration of legal, policy and cost matters. The agency said it received more than 2,800 comments on the proposed delay.
Stakeholders disagreed about the rule and the broader regulatory direction. R.J. Layher, director of government affairs at the American Farm Bureau Federation, said the changes would bring “needed transparency for contract poultry growers” and clarify what constitutes retaliation and deception. Jordan Treakle, policy coordinator for the National Family Farm Coalition, opposed a recurring policy rider, saying it did not reflect the needs of family farmers and poultry growers. These statements describe stakeholder positions, not a settled assessment of the rule’s effects.

Competition rules and industry objections
The 2024 coverage also discussed USDA’s proposed changes concerning competition and unfair practices in livestock and poultry markets, including the Inclusive Competition rule. The National Cattlemen’s Beef Association objected that the rule “fails to give adequate consideration to the severe costs that increased litigation and litigation risk will impose on the beef industry.” That is the association’s stated criticism; it should not be read as a finding that the rule would necessarily produce those costs.
A separate federal regulatory action should not be confused with the Packers and Stockyards Act rules: a Spring 2025 Unified Agenda entry states that FSIS finalized and made effective on June 26, 2025, a rule removing regulatory lists of states with and without inspection programs.

What the spending does—and does not—show about influence
The timing of lobbying and contributions alongside USDA rulemaking establishes that the policy debates and political activity occurred during the same period. It does not establish that a contribution or lobbying effort caused a particular regulatory decision. The Investigate Midwest analysis reported spending patterns and stakeholder explanations; it did not measure the causal effect of industry spending on rule outcomes.
Critics interpreted the spending as an effort to resist change. Agriculture policy expert and Barons author Austin Frerick said: “These slaughterhouses are throwing record amounts of money at politicians right now because they see farmers and voters clamoring for change and they want to stop it.” OpenSecrets’ director of research and strategy, Sarah Bryner, offered a narrower interpretation of rising outlays: “If they’re spending more, they’re probably hiring more, or more expensive, lobbying firms to represent them.” Neither statement, by itself, proves that spending altered a rule.

Industry representatives described a broader policy agenda. Cargill told Investigate Midwest: “Looking specifically at the meat industry, our efforts in 2023 focused on critical issues facing the entire industry, not just Cargill, including the Farm Bill, climate, supply chain resiliency and transportation.” That explanation reflects Cargill’s account of its lobbying priorities; the company’s stated scope also included food and agriculture issues beyond meat.
What changed after the 2024 reporting
The clearest subsequent change relevant to the poultry-grower rule is its delayed effective date: as of USDA’s May 28, 2026 announcement, the rule was scheduled to take effect December 31, 2027, rather than July 1, 2026. The delay does not revise the historical 2023 spending figures or establish that lobbying produced the change.
USDA also announced a Small Processors Action Plan on June 3, 2026, with $60 million in additional funding for the Meat and Poultry Processing Expansion Program. USDA described the plan as an effort to reduce unnecessary burdens while maintaining food-safety protections. This is a program funding announcement, not a political-spending figure or evidence about the effect of lobbying.
