Manipur Chief Minister Yumnam Khemchand Singh said the state’s GST revenue had declined by more than ₹1,200 crore and estimated that one day of bandh can cost the economy around ₹20–25 crore. Both figures are estimates attributed to the Chief Minister, not independently verified totals. The available state budget tables do not establish the claimed cumulative GST decline.

What did the Chief Minister say?

In a report published on October 6, 2026, India Today NE attributed to Singh the claim that Manipur’s GST revenue had fallen by more than ₹1,200 crore. The same report said he estimated that a single day of bandh can cost the state around ₹20–25 crore. He said daily earners bear the brunt of shutdowns, while salaried government employees continue to receive pay. India Today NE’s October 6 report is the source for both figures.

Singh called for peace and greater cooperation among communities as conditions for economic recovery. He also urged civil society organisations to consider dialogue and other forms of protest instead of bandhs and general strikes.

Do official budget figures verify the ₹1,200 crore GST decline?

No. The budget documents provide fiscal context, but they do not publish a like-for-like series that confirms or disproves the Chief Minister’s reported cumulative decline. They distinguish actual receipts from revised estimates and budget estimates, and the available actuals cover different year spans.

The 2025–26 statement’s later-year entries are estimates; the 2026–27 statement gives revised estimates for 2025–26 and budget estimates for 2026–27. Those estimates should not be treated as actual collections. The figures above are separate CGST and SGST line items, not a calculation of the claimed cumulative GST loss.

Other budget figures use broader measures. The 2026–27 Budget Speech estimates state own-revenue collection at ₹2,087 crore for 2024–25 and ₹2,887 crore for 2026–27; own revenue is broader than GST, and the figures are estimates. What would be needed to check the GST claim?

A reliable comparison would need to define the period and the measure meant by “GST revenue,” then compare equivalent figures on the same accounting basis. For example, the analysis would need to specify whether it refers to CGST, SGST, or a combined measure, and whether each figure is an actual receipt or an estimate. The budget tables cited above do not provide that complete comparison.

The available reporting does not include a published calculation method or original statistical release for either the ₹1,200 crore GST decline or the ₹20–25 crore daily bandh-loss estimate. Treat both as figures Singh was reported as giving, not independently audited statistics. The daily bandh estimate is a separate claim; it cannot be added to or used to calculate the GST figure.

What was the earlier statement?

A separate report published on September 16, 2026, attributed to Singh an earlier claim that prolonged conflict had led to a decline of more than ₹1,200 crore in GST revenue between 2023 and 2026. It also reported his appeal against bandhs and blockades. That was a separate occasion from the October 6 remarks and should not be treated as the same event. The New Indian Express report
